FINDINGS: The Planning Board approved the installation of a second curb cut at the site based upon the information submitted with the application and testimony by the applicant. The Board determined that the following site plan criteria had been met: 1. The requested use protects adjoining premises against seriously detrimental uses. The new curb cut serves a separate residential structure on the parcel. 2. The requested use will not have an effect on convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, roads in the area. There is no sidewalk on the parcel's side of Nonotuck Street. No new traffic will be generated. 3. The requested use will have no effect on the relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. The existing vegetation on site will remain. 4. The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. No new city services are required. A letter from the fire department indicates that eliminating the use of a non-conforming common driveway will improve safety/access to the existing structure. 5.
