I. INTRODUCTION
PURPOSE OF STUDY
TEC, Inc. (TEC) has been retained by the Massachusetts Department of Transportation
(MassDOT) to evaluate the safety impacts for multi-modal improvements proposed along Bridge
Street, Parsons Street and Hawley Street in Northampton, Massachusetts. These improvements
are being implemented as part of the Massachusetts Safe Routes to School (SRTS) Infrastructure
Program, improving the accessibility and safety of pedestrian traffic to and from the Bridge Street
Elementary School.
This Functional Design Report (FDR) pertains to the following roadway and intersection
improvements along Bridge Street, Parsons Street and Hawley Street:
• Construction of concrete sidewalk along the south side of Parsons Street between
North Street and Union Street at the Bridge Street Elementary School entrance ;
• Construct a new raised crosswalk across Pomeroy Terrace at its intersection with
Bridge Street;
• Reconstruct the existing mid-block crossing of Bridge Street just north of Pomeroy
Terrace to include a pedestrian refuge island and introduce a rectangular rapid
flashing beacon (RRFB);
• Construction of 350 feet of new concrete sidewalk along the west side of Hawley
Street in the vicinity of Isabella Street, including construction of a ngled parking
along the frontage of #123 Hawley Street to provide a clear pedestrian pathway;
• Construct Americans with Disabilities Act (ADA) / Architectural Access Board
(AAB) compliant accessible ramps at all existing and proposed crosswalks within
the project limits; and
• Install new MUTCD-compliant signage where necessary within the project limits.
SAFE ROUTES TO SCHOOL INFRASTRUCTURE PROGRAM
This federal-aid SRTS Program was created by Section 1404 of the Safe, Accountable, Flexible,
Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), signed into Public Law
(P.L. 109-59) on August 10, 2005. The Federal Highway Administration (FHWA) Office of Safety
formerly administered the federal-aid program. Under the Moving Ahead for Progress in the 21st

Century Act (MAP-21), which was signed into law on July 6, 2012, the SRTS program was
incorporated into the Transportation Alternatives (TA) program, under the administration of the
Office of Planning, Environment, and Realty (HEP). The SRTS progr am provides Federal-aid
Highway funds to state Departments of Transportation (DOTs) in accordance with a formula
specified in the legislation. These funds are available for infrastructure and non -infrastructure
projects and to administer state SRTS programs that benefit elementary and middle school
children in grades K-8.
According to the federal legislation that created SRTS, the program’s purpose is:
(1) To enable and encourage children, including those with disabilities, to walk and bicycle
to school;
(2) To make bicycling and walking to school a safer and more appealing transportation
alternative, thereby encouraging a healthy and active lifestyle from an early age; and
(3) To facilitate the planning, development, and implementation of projects and activities
that will improve safety and reduce traffic, fuel consumption, and air pollution in the
vicinity of schools.
The infrastructure improvement program makes recommendations for measures to increase the
number of students walking and biking or improve safety for those students already walking and
biking.
METHODOLOGY
This report satisfies the requirements for the 25% Design process as specified by MassDOT –
Highway Division. Included are a review of existing and future traffic conditions with and without
the proposed pedestrian infrastructure improvements, a safety analysis, and a description of the
proposed improvements.

II. EXISTING CONDITIONS
TRAFFIC STUDY AREA
A comprehensive field inventory of existing traffic conditions within the project limits was
conducted during various site visits by TEC, Inc. staff. The field investigations consisted of
verifying existing conditions survey, existing roadway geometrics, safety concerns and
intersection operating characteristics. The project limits are shown graphically in Figure 1.
GEOMETRY
Bridge Street
Bridge Street, signed as State Route 9, is a two-lane, north-south urban principal arterial roadway
under local jurisdiction. Within the study area, Bridge Street is 40 feet wide with directional flow
separated by double-yellow centerline and a scored concrete median north of Pomeroy Terrace.
The posted speed limit on Bridge Street north of Parsons Street is 30 miles per hour (mph) and
south of Parsons Street is 25 mph. There is a posted school zone speed limit along Bridge Street
of 20 mph during school hours in the vicinity of the Bridge Street Elementary School. Sidewalk
with a grass buffer and curbing is provided along both sides of the roadway through the project
limits. Traditional bicycle accommodations such as bicycle lanes or bicycle “sharrow” markings
are not provided on this section of Bridge Street. Land uses along Bridge Street are primarily
residential.
Parsons Street
Parsons Street is a two-lane, east-west local roadway under local jurisdiction. Within the study
area, Parsons Street is between 18 and 22 feet wide with directional flow separated by double -
yellow centerline. The speed limit along Parsons Street is regulated by M.G.L. Chapter 90 Section
17 prima facie sped of 30 mph for thickly settled areas. There is a posted school zone speed limit
along Parsons Street of 20 mph during school hours in the vicinity of the Bridge Street Elementary
School. Sidewalk is provided along the south side of the roadway through the project limits.
Traditional bicycle accommodations such as bicycle lanes or bicycle “sharrow” markings are not
provided on Parsons Street. Land uses along Bridge Street are primarily residential.

Hawley Street
Hawley Street is a two-lane, north-south local roadway under local jurisdiction. Within the study
area, Hawley Street is 24 feet wide with directional flow separated by double -yellow centerline.
The speed limit along Hawley Street is posted as 25 mph. Sidewalk with a grass buffer and
curbing is generally provided along both sides of the roadway through the project limits, with an
exception along the frontage of 123 Hawley Street, where the pedestrian path is undefined.
Traditional bicycle accommodations such as bicycle lanes or bicycle “sharrow” markings are not
provided on Hawley Street. Land uses along Hawley Street are mixed residential and
commercial.
PUBLIC TRANSPORTATION
The Pioneer Valley Transit Authority (PVTA) operates a bus route that provides transit service
along Bridge Street. Bus Route and schedule data are included in Appendix A and a summary
of the route is provided below:
• PVTA Route 43 – PVTA Route 43 begins at Smith College and ends Amherst
College. Within the project limits, a stop on Bridge Street is provided at the Bridge
Street School. The bus operates only when schools, including Smith College and
University of Massachusetts Amherst, are in session; from September to
December and January to May. The bus operates from 6:00 AM to 11:30 PM
Monday through Wednesday and operates 6:00 AM to 2:30 AM Thursday through
Saturday. On Sunday, the bus operates from 8:00 AM to 10:00 PM.

III. TRAFFIC VOLUMES
Traffic volume data for this report was obtained from Automatic Traffic Recorder (ATR) counts
obtained from MassDOT record data through the Transportation Data Management System. The
details of the data collection effort for this project are described bel ow.
TRAFFIC COUNTS
Existing Condition Counts
In order to establish daily traffic volume and speed conditions on the study area, Automatic Traffic
Recorder (ATR) data was obtained from the MassDOT Transportation Data Management System
for Wednesday, February 22, 2017 to gather daily traffic volume, speed, and vehicle classification
data during a continuous 24-hour time period The used of previous traffic volume data is in
relation to the current COVID-19 pandemic were area volumes, especially with colleges in low-
attendance sessions, are significantly lower than typical conditions.
Additionally, ATR data along Parsons Street was obtained from the City of Nort hampton for
Wednesday and Thursday, September 25-26, 2019. Manual Turning Movement Count (TMC)
data was obtained from the City of Northampton for the intersection of Parsons Street / Union
Street on Wednesday, September 25, 2019 during the morning arrival and afternoon dismissal
hours of the Bridge Street Elementary School.
A detailed summary of the ATR and TMC data, partitioned into 15-minute intervals, is provided
within Appendix B.
Traffic Volume Adjustments
In accordance with MassDOT standards, traffic volumes are typically adjusted to average month
conditions. To evaluate the potential for seasonal fluctuation of traffic volumes on roadways near
the study area, TEC reviewed historic seasonal adjustment factors published by MassDOT for
2017 (2017 MassDOT Weekday Seasonal and Axle Correction Factors) as detailed within the
MassDOT Guidance on Traffic Count Data (E-20-005, dated 5/11/2020). These published values
indicated that weekday traffic volumes in February are 5 percent lower than average month
conditions. Therefore, the February 2017 traffic counts were seasonally adjusted to reflect a
conservative analysis scenario. TEC viewed historic seasonal adjustment factors published by
MassDOT for 2019 (2019 MassDOT Weekday Seasonal and Axle Correction Factors) as detailed
within the MassDOT Guidance on Traffic Count Data (E-20-005, dated 5/11/2020). These

published values indicated that weekday traffic vol umes in September are 8 percent higher than
average month conditions. Therefore, the September 2019 traffic counts were not seasonally
adjusted to reflect a conservative analysis scenario.
Also detailed within the MassDOT Guidance on Traffic Count Data is the methodology for
increasing historic traffic counts to 2019, the “existing” condition of 2019. TEC reviewed the
MassDOT Yearly Growth Rates for Recreational Roadways. These published valued indicated
that weekday traffic volumes from 2017 are to be increased by 1.1% to obtain the 2018 volumes
and then by 6% to obtain 2019 existing volumes.
The compiled seasonal adjustment and growth rate data is provided in Appendix C. A summary
of the 2019 existing weekday ATR traffic volume data is presented in Table 1.

On an average weekday, Bridge Street carries approximately 12,800 vehicles per day (vpd) east
of Market Street. The distribution of vehicles shows a generally even distribution during the
morning and evening peak periods. On an average weekday, Parsons Street carries
approximately 700 vehicles per day (vpd) north of Union Street. The distribution of vehicles shows
a generally even distribution during the morning and evening peak periods.

IV. SAFETY ANALYSIS
A comprehensive traffic safety analysis was conducted within the study area. The traffic safety
analysis included an evaluation of the compilation and examination of the intersection crash data
and a general safety review with consideration given to items on the MassDOT Safety Review
Prompt List. Details of each step in the traffic safety analysis are described in the following
section.
CRASH HISTORY
Crash reports for the study area were compiled and analyzed for the most recent consecutive
five-year period (2015-2019) available from MassDOT through the Interactive Mapping Portal for
Analysis and Crash Tracking (IMPACT) online portal. The motor vehicle crash data was reviewed
to determine crash trends throughout the study area. A summary of the vehicle crash data and
rates is provided in Table 3.
Crash Rate Worksheets
In addition to examining the number of crashes throughout the study area, a crash rate was
calculated to compare occurrence of crashes to the volume of traffic passing through the
intersection.
The crash rate per million vehicle miles travelled (MVMT) was calculated using the daily volumes
and a calculated K-factor obtained from ATR counts, and the total year of analyzed crash data.
The crash rate at the roadway was compared to the statewide averages published by MassDOT
in July 2018 to determine the significance of the crash occurrence. For urban principal arterials,
the statewide average is 3.58 crashes per MVMT. TEC notes that both Hawley Street and
Parsons Street have average daily traffic volumes of less than 1,500 vehicles per day. With this
low volume, the crash rate per MVMT becomes unreliable, showing crash rates of over 30 crashes
per MVMT, which is not realistic or appropriate for comparison.

Crash History Summary
The segment of Bridge Street experienced a total of five (5) reported crashes (1.0 crashes per
year) during the five-year (2015-2019) study period. The crash rate for this roadway section is
lower than the statewide averages for principal arterials, with 2.14 crashes per MVMT. Of the
reported crashes, 80 percent (4 of 5) were rear-end crashes and 20 percent (1 of 5) were not
reported.
No crash trends exist within the study area. As the average number of crashes per year is below
3.0; therefore, no crash diagrams were prepared.

SUMMARY OF FIELD OBSERVATIONS
TEC performed a field visit with representatives of the City of Northampton and MassDOT to
confirm safety related concerns and to identify additional items contributing to safety issues at the
study locations. TEC utilized the MassDOT Safety Prompt List to identify many safety related
concerns within the existing layout of the intersection and adjacent roadways.
Lack of Consistent Curb Reveal (Parsons Street) - TEC noted that there currently is asphalt berm
curbing along the majority of Parsons Street adjacent to the existing asphalt sidewalk. In some
locations, curbing is missing. A consistent three- to six-inch curb reveal is desirable to reduce
pavement erosion, promote roadway drainage, and provide a clear separation between
pedestrians and vehicles travel lanes.
Lack of ADA/AAB-Compliance (Parsons Street) - TEC noted that there are no ADA/AAB-
compliant wheelchair ramps along the length of Parsons Street at the several crossing locations.
Further, the sidewalk is not a consistent width or cross-slope for ADA/AAB-compliance. Some
private landscaping blocks the sidewalk, forcing pedestrians into the travel lanes. Reconstructing
the sidewalk and landscape trimming is necessary to provide ADA/AAB-compliance, and a safe
walking area for student pedestrians.
Traffic Control at Parsons Street at Union Street – Currently, Union Street eastbound and Parsons
Street westbound are under stop control at this intersection. Vehicles traveling along Parsons
Street southbound and Union Street eastbound have restricted sight lines approaching the
intersection due to landscaping and the 90-degree turn in the roadway at the School entrance.
School representatives suggested the implementation of an all-way stop condition at the
intersection.
Pedestrian Visibility (Bridge Street and Pomeroy Terrace) – The existing crosswalk across
Pomeroy Terrace at Bridge Street is set back from the intersection due to sidewalk geometry.
The mid-block crosswalk across Bridge Street at the entrance to the Elementary School is located
on a principal arterial roadway with a speed limit change in the vicinity. Modifications are
necessary to improve visibility of pedestrians at these locations. Further, the wheelchair ramps
should be reconstructed to ensure ADA-compliance.
Lack of Pedestrian Path (Hawley Street) - TEC noted that there currently is generally asphalt
sidewalk with a grass buffer along both sides of Hawley Street. There is a sidewalk network gap
along the west side for approximately 350 feet to the north of Holyoke Street. The wide driveway
access areas do not provide a clear pedestrian path.

VI. TRAFFIC WARRANTS
MUTCD ALL-WAY STOP WARRANTS
The Manual of Uniform Traffic Control Devices (MUTCD)1 contains criteria for evaluating the need
for installation of multi-way stop control at an intersection. The intersection of Parsons Street with
Union Street was considered using these criteria. ATR data for Parsons Street and Union Street
was obtained from the City of Northampton for Wednesday and Thursday, September 25-26,
2019. Manual TMCs were obtained from the City of Northampton for the intersection of Parsons
Street / Union Street on Wednesday, September 25, 2019 during the morning arrival and
afternoon dismissal hours of the Bridge Street Elementary School.
• A traffic signal is not warranted or considered at this intersection, therefore the
multi-way stop would not be an interim measure prior to the installation of a traffic
signal.
• One crash was reported at the intersection during the past six years. The crash
was a pedestrian crash, with a crossing guard being struck by a vehicle traveling
southbound on Parsons Street. It is possible that this crash would have been
corrected by a multi-way stop installation.
• The vehicular volumes entering the intersection from the major street (Parsons
Street) approach are less than 300 vehicles per hour for any 8 hours of the day.
Further, the vehicular, pedestrian and bicycle volumes entering the intersection
from the minor street (Union Street) approach are less than 200 units per hour for
8 hours.
• During school peak arrival/dismissal periods, heavy pedestrian volumes were
recorded at the intersection, with over 100 pedestrians in an hour.
• A roadway user along the eastbound Union Street approach to the intersection has
limited sight distance to identify conflicting traffic traveling southbound on Parsons
Street.

• Both streets are local roadways with generally low volumes. The implementation
of multi-way stop control would not negatively impact the vehicular operation of the
intersection.
Based on the above considerations, TEC recommends the implementation of all-way stop control
at the intersection of Union Street / Parsons Street to improve vehicular sight lines, reduce
pedestrian conflicts and promote overall multi-modal safety at this intersection. Supporting data
is provided in Appendix E.

VII. PROPOSED IMPROVEMENTS
After having evaluated the safety and pedestrian accommodations within the study area along
Bridge Street, Parsons Street and Hawley Street, TEC prepared the 25% Design plans. The
following section provides a summary of the multi-modal improvement measures that are proposed
in order to improve the existing and future operations and safety of the subject intersection for
drivers, pedestrians, and bicyclists. The proposed improvement measures are discussed in the
following paragraphs and are graphically depicted in the 25% Design Submission Plans.
The main features of the improvements are as follows:
• Construction of concrete sidewalk along the south side of Parsons Street between
North Street and Union Street at the Bridge Street Elementary School entrance;
• Construct a new raised crosswalk across Pomeroy Terrace at its intersection with
Bridge Street;
• Reconstruct the existing mid-block crossing of Bridge Street just north of Pomeroy
Terrace to include a pedestrian refuge island and introduce a RRFB;
• Construction of 350 feet of new concrete sidewalk along the west side of Hawley
Street in the vicinity of Isabella Street, including construction of angled parking
along the frontage of 123 Hawley Street to provide a clear pedestrian pathway;
• Construct ADA / AAB compliant accessible ramps at all existing and proposed
crosswalks within the project limits; and
• Install new MUTCD-compliant signage where necessary within the project limits.
PROPOSED IMPROVEMENTS AND SAFETY ENHANCEMENTS
Proposed Traffic Control Modifications
• Install a stop sign (R1-1) on the southbound approach of Parsons Street at Union Street
and the School Entrance to create a multi-way stop controlled intersection.
Implementation of this multi-way stop control at this intersection will promote improved vehicle
and pedestrian crossing safety and reduce vehicle and pedestrian conflicts.

Rectangular Rapid Flashing Beacon
The project will install a RRFB assembly pair across Bridge Street to the north of its intersection
with Pomeroy Terrace at the pedestrian access to the Bridge Street Elementary School. The
RRFB assembly will be solar-powered and provide APS pedestrian push buttons and formal
pedestrian warning signage (W11-2 and W16-7p). The RRFB is proposed to assist with
pedestrians and school-aged children crossing the principal arterial to access the Elementary
School and traverse between residential neighborhoods.
All RRFB infrastructure has been designed to provide the minimum 1.5 -foot lateral offset from
face of curb as described in the MassDOT Project Development and Design Guide (PDDG)2.
Pavement Markings and Signage
• Stripe new 8-foot thermoplastic crosswalks at the new crosswalks along Parsons
Street crossing Highland Avenue, Linden Street, Walnut Street, Cherry Street,
Union Street and across Parsons Street at the School Entrance.
• Stripe new 8-foot thermoplastic crosswalks at the reconstructed crossings of
Pomeroy Terrace at Bridge Street and the mid-block crossing of Bridge Street 250-
feet north of Pomeroy Terrace.
• Eradicate existing pavement markings that conflict with proposed crosswalks.
• Replace existing damaged or faded regulatory signage within the project limits as
deemed necessary.
Provision of new pavement markings and signage provide clear and informative direction to drive r,
bicycle and pedestrian users along the roadway.
Pedestrian Accommodations
The proposed sidewalk and pedestrian improvements will create a more pedestrian-friendly area
to connect the Bridge Street Elementary School and area residential neighborhoods. The
sidewalks will be designed to encourage walking. The following lists the scope of sidewalk work.
• Construct 1,570-feet of new 5-foot cement concrete sidewalk with granite curbing,
along the west side of Parsons Street between North Street to the north and the
Bridge Street Elementary School Entrance to the south.
• Construct a 6-foot wide cement concrete pedestrian refuge island and install a new
RRFB assembly at the mid-block crosswalk across Bridge Street at the pedestrian
access to the Bridge Street Elementary School, approximately 250 north of
Pomeroy Terrace.
• Construct a raised crosswalk at the realigned crossing of Pomeroy Terrace at
Bridge Street.

• Construct 350 feet of new 5-foot cement concrete sidewalk with granite curbing,
along the west side of Hawley Street in the vicinity of Isabella Street, including
construction of angled parking along the frontage of 123 Hawley Street to provide
a clear pedestrian pathway.
• Trim overgrown vegetation that are obstructing pedestrian accommodations
throughout project limits as necessary.
• Construct ADA/AAB-compliant accessible ramps at the ends of all new and
reconstructed existing crosswalks at within the study area.
The constructed sidewalk along Parsons Street and new sidewalk along Hawley Street will
provide ADA / AAB compliant cross-slopes and eliminate uneven sidewalk and the associated
tripping hazards. The mid-block crosswalk on Bridge Street is located to provide adequate sight
distances for motorists to identify pedestrians desiring to cross Bridge Street. ADA / AAB
compliant accessible curb ramps will be constructed on the corners of the intersection s with a
corresponding crosswalk between each ramp pair per current design standards.
Utility Impacts
The work will require the relocation of two (2) utility poles along Hawley Street. Each relocation
is to provide access management along the frontage of 123 Hawley Street to provide off-street
parking and define the pedestrian path.
TRAFFIC MANAGEMENT
The construction plans have been prepared in a manner to provide safe and efficient movements
for all facility users (vehicles, bicycles, and pedestrians ) through the construction areas in
accordance with the latest MUTCD and the MassDOT Standard Details for the Development of
Temporary Traffic Control Plans. All necessary traffic control devices such as signs, drums,
temporary pavement markings, and barriers have also been detailed on the plans.
Scope of Construction Work
Major construction components of the project include minor full depth pavement, utility pole
relocation, sidewalk and accessible ramp reconstruction, raised crosswalk construction and
RRFB installation. The Special Provisions shall direct the Contractor to perform all non-pavement
work from Monday through Friday (Excluding Holidays) between 7:00 AM and 3:00 PM.
Pavement resurfacing work and pavement marking application will be conducted during the
midday or nighttime hours in accordance with the City of Northampton desires.
Temporary Traffic Control
For the majority of the work, it is expected that bi -directional traffic will be maintained within the
study area. Some construction activities, such as the soil excavation for the proposed traffic
RRFB foundation or median pedestrian refuge island may require the shifting of traffic along one
side of Bridge Street where bidirectional traffic will be maintained by alternating flow as directed
by police detail. The temporary traffic control conditions where a police detail is present; including,
one-lane alternating traffic, or corner closure; will only be permitted during midday, off-peak hours
(9:00 AM to 3:00 PM).

Detour routes are not expected as part of the project and minimum travel lane widths of 10-feet
will be maintained during construction.
Pedestrian and Bicycle Accommodations
The existing pedestrian accommodations are expected to be similar to the existing conditions
throughout the construction period. Temporary sidewalks, where needed, will be ADA/AAB
accessible. Where applicable, temporary curb ramps will include accessible features consistent
with the features present in the existing pedestrian facility. The project Special Provisions
specifically call for pedestrian accommodations to be retained during construction.
Capacity Analysis
Traffic counts along Parsons Street and Hawley Street are anticipated to be well less than 1,340
vehicles per hour (vph). Based on this information and the studies presented in Figure Gen-1 of
the MassDOT Standard Details and Drawings for the Development of Temporary Traffic Control
Plans, only one lane of alternating bi-directional traffic along Parsons Street and Hawley Street
would need to be maintained during work periods.
It is expected that conditions with one-lane alternating traffic with police detail would be very
limited and should be coordinated ahead of time to not conflict with the peak arrival or dismissal
periods of the Bridge Street Elementary School.

VIII. CONCLUSION
The main features of the 25% Design are as follows:
• Construction of concrete sidewalk along the south side of Parsons Street between
North Street and Union Street at the Bridge Street Elementary School entrance;
• Construct a new raised crosswalk across Pomeroy Terrace at its intersection with
Bridge Street;
• Reconstruct the existing mid-block crossing of Bridge Street just north of Pomeroy
Terrace to include a pedestrian refuge island and introduce a RRFB;
• Construction of 350 feet of new concrete sidewalk along the west side of Hawley
Street in the vicinity of Isabella Street, including construction of angled parking
along the frontage of 123 Hawley Street to provide a clear pedestrian pathway;
• Construct ADA / AAB compliant accessible ramps at all existing and proposed
crosswalks within the project limits; and
• Install new MUTCD-compliant signage where necessary within the project limits.
Overall, the proposed 25% design pedestrian infrastructure will greatly improve pedestrian access
to and safety within the project limits and provide additional pedestrian access to the adjacent
residential and commercial neighborhoods.
