Dear Eric,
Thank you for your proposal for the eight city‐owned parking spots on the south side of the
Northampton Terminal Associates (NTA) property. I am sympathetic to the challenges of
existing lease holders and are basically willing to accept your proposal for five years:
1. The City is willing to grant a lease to NTA for the sole use of those eight‐parking spaces and
shared use of access to those spaces Monday through Friday from 7:00 AM to 6:00 PM for
three years (the longest period we can grant a lease for), with a provision that the lease
renews for an additional two‐years if neither side objects.
2. During the terms of the above licenses, as consideration NTA will to be solely responsible
for maintenance of the parking spaces and surrounding enclosure, including all landscaping,
plantings, lawn, sanding, snow plowing and removal, period repaving and refinishing, and
period repainting of parking lines. NTA will purchase, post and maintain signage associated
with said parking, the language of such to be developed in cooperation with the city.
3. At the end of the leases, all NTA rights will cease. At that time, the city will be happy to work
with NTA at that time to consider a new lease that would charge NTA for exclusive use of
the parking during the day at the same daily parking rate we charge for the adjacent
metered parking space in the City’s Roundhouse lot.
4. The city is not interested in selling the parking spaces because public parking has
significantly higher utilization rates than most private parking downtown.
I look forward to working with you and NTA and translating this language into a lease.
