1 INTRODUCTION
The current configuration of drainage infrastructure near the driveway of the House of Corrections on Rocky
Hill Rd (Route 66) regularly results in stormwater surcharge to the roadway. This project proposes to
reconfigure the alignment and sizing of drainpipes in this area to re-distribute flow in a way that provides
adequate capacity to attenuate site and roadway stormwater. This work includes removal of an existing culvert
apron within Bordering Vegetated Wetland (BVW), and construction of a new headwall that is partially within
BVW. Excavation for new drainpipes and construction of a new headwall is proposed within BVW buffer.
Most of the work is proposed to take place within the right-of-way, but a portion of the work is located on
property owned by the Commonwealth of Massachusetts (Hampshire County House of Corrections).
2 PROPOSED PROJECT
2.1 PROJECT DESCRIPTION
Currently, stormwater drainage from the House of Corrections property on Rocky Hill Rd is directed through
an 18” reinforced concrete pipe (RCP) which runs beneath the driveway to a manhole. A 12” pipe then
carries this flow from the driveway manhole to another manhole within the roadway, where a 24” pipe carries
this flow, combined with roadway drainage, towards an outfall on the south side of the road. A second
drainpipe crosses Rocky Hill Road carrying flow from a wetland on the north side of the road as well as flow
from a 16” driveway culvert. This 30” pipe crosses under Rocky Hill Road and outlets to the same wetland as
the aforementioned outfall. The 16” driveway culvert is no longer functional due to the placement of a utility
pole in its path, causing persistent drainage issues and an unbalanced flow of stormwater in the two pipes
discharging to the southerly wetland.
This project proposes to re-route flow from the 18” RCP to a new manhole within the driveway and on to
the 30” pipe via a new 24” ductile iron pipe. There is an existing inlet structure associated with this pipe
which DPW proposes to remove. A new headwall is proposed to be built in its place which will be parallel to
the road and partially within the BVW. Work to remove the old structure and create the new headwall will
involve some temporary impacts to the wetland and buffer areas. Work to excavate for new drainpipes,
remove and slightly relocate a drain manhole to connect the new piping, and to replace the driveway culvert
and culvert headwall is proposed within the BVW buffer. This work requires a Notice of Intent per the DPW
General Order of Conditions for Routine Maintenance and Repair Activities (2018). Work completed to
maintain and improve existing public roadways but limited to “…improving inadequate drainage systems”
can be permitted as a Limited Project, under 310 CMR 10.53(3)(f), where not all performance standards need
to be met. This project has been designed to reduce wetland impacts to the greatest extent feasible while
keeping most of the project work within the right-of-way. The project proposes to permanently alter 13 sf of
BVW; this area will be replicated in the area immediately adjacent to the new headwall.
2.2 WETLAND IMPACTS
Wetland Description
A forested wetland exists on the north side of Rocky Hill Rd to the east of the House of Corrections
driveway. This wetland is connected to a wet meadow on the south side of Rocky Hill Road via a 30”
concrete pipe that runs beneath the roadway. No work is proposed within the wetland area on the south side
of the road. Johanna Stacy, Sr Environmental Planner for the Northampton DPW delineated resource areas
on August 18, 2020 and wetland delineation forms can be found in Appendix C of this report. Precipitation
has been below average for much of the summer and at the time of the delineation, all of Massachusetts was

in Significant Drought (D2) status. Some ground saturation was present on site at the time of delineation and
DPW staff observed hydric soils and other indicators or wetland hydrology (water stained leaves, drainage
patterns) within the forested area. Soils are mapped as Hinckley loamy sand, 3-8% slopes; however, the soils
observed on-site differed from the mapped soils. Instead of well-drained sandy soil, several soil pits revealed a
2 in layer of sandy, organic soil which was underlain by moist, clayey soil with a depleted matrix (2.5YR 5/1)
and prominent reddish (5YR 5/8) concentrations throughout. Dominant vegetation includes red maple (Acer
rubrum), silky dogwood (Swida amomum), gray dogwood (S. racemosa), speckled alder (Alnus incana), sedges
(Carex sp) and rice cutgrass (Leersia oryzoides).
Project Impacts
Proposed impacts to the BVW on the north side of the road include work to remove the existing inlet apron
and to construct the new headwall. A small portion of the headwall is proposed to be built within the
wetland. To the greatest extent possible, heavy equipment will not enter the wetland and will work from the
edge of the road and from adjacent upland areas. Proposed work within the 100 ft BVW buffer areas (and
outside of paved areas) includes excavation to install the 24 in ductile iron drain line, demolition and
replacement of an existing manhole adjacent to the roadway, and removal and replacement of the driveway
culvert and culvert headwall. The proposed headwall for the 30” culvert was moved to the edge of the
wetland as much as possible; a total of 13 sf is proposed to be constructed within the wetland. DPW
proposes to replicate this wetland in the area immediately adjacent to the new headwall. All disturbed areas
within the wetland buffer will be re-seeded and restored after construction.
No work is proposed to occur on the south side of the roadway. Currently both outfalls from the drainpipes
and culverts on the north side of the road discharge to the same wetland area on the south side of the road.
The volume of stormwater discharged to this wetland is expected to be the same post-development as pre-
development.

3 ALTERNATIVES ANALYSIS
This project was designed to minimize direct impacts to wetland resource areas to the greatest extent
possible. Most of the proposed work will occur outside of the wetland itself. The new headwall to the east of
the driveway was placed at the edge of the wetland to minimize direct impacts. Flow that is currently
concentrated through one outfall will be divided between the two outfalls; this change should reduce the
velocity of stormwater discharged from the outfalls and reduce erosion and sedimentation within the wetland
south of the road. Overall, the proposed redistribution of stormwater should reduce the potential for future
erosion events and should provide a safer, more stable roadway for vehicular traffic.
Due to existing underground infrastructure and aboveground utilities (telephone poles, etc), there were no
feasible alternative configurations that would fit within the right-of-way which would attenuate the same
amount of stormwater, prevent road flooding and have a smaller impact on wetland resource areas. The
alternative to do nothing exists; however, this scenario would result in continued road flooding.

The drainage reconfiguration work proposed for Rocky Hill Road has been designed to better attenuate
stormwater flows from the Hampshire House of Corrections property. As a redevelopment project, it is only
required to meet Stormwater Standards 2, 3 and pretreatment and structural best management practices for
Standards 4, 5 and 6 to the maximum extent possible.
Standard 1: (Does not apply)
Standard 2: Post-development peak discharge rates do not exceed pre-development peak discharge rates.
No new impervious surfaces will be created by this project; post-development discharge rates
will be the same as pre-development discharge rates.
Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of infiltration measures.
Stormwater flow is currently piped to a wetland south of Rocky Hill Rd. Given that flooding
routinely occurs on the north side of the roadway, addition of infiltration measures on this side of the
road would probably not be successful. The proposed project is designed to better attenuate
stormwater runoff and should slow the flow volume passing through the pipes to allow for better
groundwater infiltration downstream of the outlets.
Standard 4: Stormwater management systems shall be designed to remove 80% of the average post-construction load of Total
Suspended Solids (TSS)
This project does not propose changes to the area contributing to the stormwater system; therefore,
the project will not increase the TSS load leaving the site. Erosion control measures such as straw
wattles will be installed around the perimeter of the work area and a nearby catch basin to prevent
sedimentation into the system during construction.
Standard 5: Land uses with higher pollution potential loads shall reduce discharge from such uses to the maximum extent
possible.
No land uses with higher pollution potential are proposed in this project.
Standard 6: Stormwater discharges near or to any critical area require the use of specific source control and pollution prevention
measures as provided in the Massachusetts Stormwater Handbook.
