In accordance with our proposal dated July 30, 2020, O'Reilly, Talbot & Okun
Associates, Inc. (OTO) is pleased to provide this report of environmental consulting
services regarding the above-referenced matter to City of Northampton (Client). Our
goal is to provide the City with recommendations that may be warranted to protect the
health of construction workers and the general public during construction of a catch
basin to be located on Pleasant Street, which may result from a historic gasoline
release at 459 Pleasant Street. The planned catch basin is at the southwest corner of
the intersection of Fulton Avenue and Pleasant Street, as shown on the attached Toole
Design Plan.
For our work, we reviewed the Permanent Solution Statement with Conditions Report
prepared by ECR, Inc. of Acton Massachusetts.
BACKGROUND
As part of a planned project, the city is planning to install a catch basing within the
Pleasant Street Right of Way, adjacent to an Activity and Use Limitation (AUL) f or a
gasoline release disposal Site tracked under RTN 1-705. The AUL restricts excavation
and construction dewatering within its applicable limits (the 459 Pleasant Street
property). Exhibit B from the AUL is attached and shows both the extent of the
“Disposal Site” and the area subject to the AUL. While Exhibit B is only a sketch, the
catch basin on the Toole Design Plan is located approximately 20 north of the disposal
Site limits and will be located approximately 10 feet to the north of the 459 Pleasant
Street property line and AUL limits.
Mr. Russell Isler of Toole Design indicated (August 6 phone discussion) that the
planned depth of excavation for the catch basin is expected to be approximately 7.5
feet below grade, and that the excavation will be confined to the Pleasant Street ROW
(right of way). Therefore, the excavation will not extend to the nearby 459 Pleasant
Street AUL.

DISCUSSION
Two test borings were drilled in close proximity in the 1990s as part of the 459 Pleasant
Street release investigation. These are shown on the attached ECR Permanent
Solution Figure 5 as MW-7 and SB-3. Boring logs from the EC Report are also
attached. The logs showed no indication of gasoline contamination at these locations
and were undoubtedly used by ECR to depict the extent of historic soil and
groundwater contamination as lying to the south of these tests, as depicted in the ECR
Figure 5. While these test boring are over 20 years old, we would not expect significant
further migration to the north towards the planned catch basin due to the prevailing
westerly direction of groundwater flow described in the ECR report. As such, we
conclude that impacted soil and groundwater should not be encountered within
the excavation.
Groundwater depth information from the ECR report indicates groundwater depth at
the MW -7 groundwater monitoring well have ranged from approximately 8 to 10.5 feet
below grade. As such, the planned excavation should not encounter groundwater
and groundwater dewatering, which could have the effect of drawing nearby
contaminated groundwater into the excavation, is unlikely to be needed.
CONCLUSIONS AND RECOMMENDATIONS
We offer the following conclusions and recommendations.
1. The planned excavation location and depth should not encounter impacted soil
or groundwater associated with the 459 Pleasant Street Disposal Site that
would result in a significant risk to public health, safety, welfare or the
environment under MGL Chapter 21E;
2. While impacted soil and groundwater encounter is not expected at the planned
catch basin location, such impacted media is present nearby (possibly within
10 to 20 feet to the south. If practical modest movement of the catch basin to
the north will provide an additional margin of safety;
3. Care must be taken to confine the excavation to the specific area shown on
the Plan provided to OTO, and the excavation should not extend onto the 459
Pleasant Street property, which is subject to an AUL which restricts excavation
and dewatering;
4. If excavation were to encroach onto the 459 Pleasant Street property, AUL
obligations would likely result; such as a Health and Safety Plan and a soil
management plan;
5. While groundwater pumping is unlikely needed given planned excavation
depths and historic groundwater depth data, such pumping should be
prohibited in project specifications to avoid a risk that pumping could draw
contaminated groundwater to the excavation, creating potential risk to workers
and costs for management of contaminated groundwater; and
6. While gasoline impacted soil and groundwater is not expected to be
encountered, the contractor should be advised to notify the city immediately if
gasoline odors are noted during the excavation.
