Olivia holds a B.A. in Environmental Science with a specialization in Earth System Science with
a minor in Geography specializing in GIS from Clark University. She has experience working
with Conservation Restriction Stewardship for a combination of a year, which includes writing
baseline reports for Conservation Restrictions. She also has over 2 years of experience conducing
conservation related field work for the U.S. Fish and Wildlife Service.

Conservation Restriction History and Chronology
Pine Grove Golf Course. The parcel protected by this Conservation Restriction and described in
this report has long been considered a key conservation priority, both by Mass Audubon and the
City of Northampton. One of the main reasons for Mass Audubon in particular was to preserve a
well-known wildlife corridor running between Arcadia Wildlife Sanctuary and the Berkshire
hills. The 105-acre property comprises the western section of a relatively intact forest block that
has been the target of a conservation partnership between the City of Northampton and Mass
Audubon; this partnership has over the past few years conserved the adjacent Goldfarb, Open &
Shut, Zewski and Hewes parcels, forming a conservation area known as the Rocky Hill
Greenway.
When the landowner made known in 2019 that he was retiring and selling the property, the City
of Northampton began negotiations for the land, in partnership with Mass Audubon and Kestrel
Land Trust. Kestrel was working with an organization called Green Burial Mass. They wanted
to identify a location for a conservation/green burial operation. Both the City and Mass
Audubon supported the concept. Unfortunately, the property was deemed to have too high a
water table over too much of the acreage to be suitable for a green burial site.
The City of Northampton made an offer to the landowner which was accepted. The City offered
to purchase the open lands, and leave the existing home, club house and road access, telephone
tower and acreage for limited potential residential development with the owner. The purchase of
105 vacant acres for $650,000 was accepted by Gil Verillo, landowner. The City asked that
Mass Audubon hold the CR on this property which would become another addition to the Rocky
Hill Greenway area. Because of the prior use of the property, significant restoration work will be
required. The CR was drafted giving Mass Audubon the right but not the obligation to do the
dam removal, riparian restoration, tree planting, and soil amelioration.
The City applied for a Municipal Vulnerability Preparedness Program grant in 2019 for funding
to begin the restoration work, including removing the structures associated with drainage, some
replanting of trees and scarification of ground to facilitate natural regeneration by existing tree
stock. The City has also asked that up to 5 acres on the Old Wilson Road frontage be available
for Community Gardens. The overall vision for the site is reforestation, in part to add to carbon
sequestration in the City.
The City received a LAND grant towards the purchase of the property, matched by CPA funds.
The City has paid for the title, survey, appraisal and Phase I Environmental Site Assessment.
Mass Audubon took the lead in drafting the CR and has prepared this Baseline Data Report.

Passive outdoor recreation such as hiking, education, and nature study
is permitted on the premises. The property is indirectly connected to the
Canal Line/Manhan Rail Trail. This is a heavily used trail that will
benefit from the added preservation of Pine Grove.
Pine Grove can be accessed from Old Wilson Road. Old Wilson Road is
part of the northwestern boundary edge. It can also serve as temporary
parking.

Pine Grove contains roughly 3,300 feet of the Nashawannueck Brook,
and a small perennial stream that flows through the entire golf course.
The banks of the Nashawannueck are extremely soured showing
evidence of erosion. Majority of the banks of the stream have been
altered. In the southern extent of the stream there are rocks that line the
edge of the stream.
Part of the restoration plan is to preserve, enhance and maintain the
water quality. Restoration efforts will aim to provide a climate change
adaption opportunity by improving the hydrological function of the
Nashawannueck Brook.

There are plans for a major restoration of the property. The baseline photos will provide evidence
showing the progression of the restoration project. Besides removal of the dam, the drainage on
the fairways will be removed and trees will be planted in many sections of the property.

three-rail wooden fence. As you walk east the wooden fence ends and the remnants of a
barbed wire fence can be seen in the woods. As you exit the golf course into the forest there is
an iron pipe marker. The northeast corner is marked with an iron pipe. The eastern border is
primarily forested with a mixture of boundary markers including gun barrels, iron pipes, iron
pins and rebar. All of the markers are heavily flagged in orange tape. The southeastern corner
is unmarked and within eyeshot of a children’s day care. The southern boundary is mainly
forested with a mixture of wetlands and the Nashawanueck Brook. The boundary is
unmarked, except for one iron pipe near the southwestern corner. The southwestern corner is
marked with an iron pin. The southern portion of the western border is hilly and forested with
a mixture of iron pins, concrete bounds. Portion of this section of the property is unmarked. A
third of the way up the western border the edge of the gold course is the boundary line. The
line is marked with wooden stakes. The western boarder is also shared with Old Wilson Road
and marked with wooden stakes.

Section I: Property Information
I.1. Property description
The Rocky Hill Greenway – Pine Grove property, located at Old Wilson Road, Assessors’
map/lot 37-049 (portion), is owned by / subject to a Conservation Restriction held by
the City of Northampton, under care and control of the Conservation Commission, for the
purposes of conservation and passive recreation, in perpetuity. It was recorded on February
28, 2020, in book 13551 page 75 in the Hampshire Registry of Deeds.
I.2. Local Acquisitions for Natural Diversity (LAND) grant program regulations
This property is permanently protected open space, for conservation and passive recreation
only. It is subject to the standards and guidelines in 301 CMR 5.00: Self-Help and Urban
Self-Help Programs, of the Division of Conservation Services, Executive Office of Energy
and Environmental Affairs (EEA). Excerpted here are some of the major points:
- 5.06(4): Under the care and control of the City of Northampton Conservation
Commission
- 5.09(1): The property must be used at all times for open space conservation and passive
recreation purposes only, in accordance with MGL Ch. 132A, Sec. 11
- 5.09(1): The property is permanently protected under Article 97 of the Massachusetts
Constitution, and may not be converted to other uses. Municipalities must pursue all
feasible alternatives to conversion of grant-funded land. If conversion is finally
determined to be the only possible choice, all of the following must occur: municipal
approval of the conversion; a two-thirds majority vote of both houses of the state
legislature; replacement of the land with new conservation land that is of equal or greater
fair market value at the time of conversion, and of equal or greater acreage, ecological
value, and usefulness, to be approved or disapproved by the Secretary of EEA.
- 5.09(2): If this property ceases to be used in whole or in part for conservation and/or
passive recreation purposes, all interest in the property shall revert to the Commonwealth,
unless the Secretary demands specific performance of the grant contract. The City of
Northampton Conservation Commission must notify the Secretary of EEA of a change or
potential change to an inconsistent use, or, the Secretary of EEA may notify the
Conservation Commission that an inconsistent change in use has occurred. The
Conservation Commission has 90 days to rectify the use to the satisfaction of the
Secretary, or it will revert to the Commonwealth.
- 5.08 (2) and (3): Open to use by all members of the public without discrimination
- 5.08(1): In accordance with the LAND program regulations, the City of Northampton
Conservation Commission may impose reasonable limits on the type and extent of use of
this area and facilities acquired, as necessary for maintenance or preservation.
- 5.06(1): Off-street parking may be required
- No private enterprise may occur on properties for which the fee simple or encumbered
fee is owned by the municipality, except that which contributes to and does not conflict
with appropriate public use and benefit.
- Structures are prohibited on properties for which the fee interest is owned by the
municipality, except those that further conservation or public passive recreational use of
the property.

permanently protected under Article 97 of the Constitution of the Commonwealth of
Massachusetts.

I.5. Land Management Plan
If the municipality acquired a Conservation Restriction (CR) with the LAND grant, use the CR
to help you fill out the Management Plan section below.
Purpose:
To assure that the Premises will be maintained in perpetuity for conservation purposes, in a
natural, scenic and undeveloped condition, to prevent any use or change that would materially
impair or interfere with its conservation and preservation values, and to permit limited uses
including passive outdoor recreation and education, forestry management, and trails, and to
allow for restoration of the property.
All LAND-funded properties must provide access to the general public for passive recreational
activities. The specific subset of permissible passive activities varies from project to project and
is described here.

Structures:
The property contains many remnants of its past use as an 18-hole golf course. These include a
dam and pump house, pond, drainage and irrigation improvements, bridges, culverts, and cart
paths. As noted in the Conservation Restriction, restoration of the property is planned. The
parties intend to restore the Premises from its design and use as a golf course to a natural area,
including reestablishment of a natural stream channel for the Nashawannuck Brook, riparian

wetland creation, dam removal, and significant reforestation, and a restoration plan will be
created and appended to the Baseline Report.

V. 1. How to amend this document
This property is permanently protected as open space for conservation and passive recreational
use only. It is difficult to anticipate all potential changes to the property that may occur, due to
natural events, that may make it more or less appropriate for specific activities or uses. It is also
difficult to know in the present the specific passive recreational uses future visitors to the site
may want. For these reasons, it may become necessary in the future for portions of the Land
Management Plan to be revised. Property acquired with LAND grant funding may not be used
for active recreation.

Future Projections
Part B: Summary of a Proposed Restoration Plan
Tom Jenkins, GeoEnvironemtnal Inc. (GZA), is working on the long-term master plan of the
eventual full restoration together with Mass Audubon. This will include the eventual removal of
the dam.
General:
1.Return the site to forest
2.Some of the existing pine trees will remain.
Removal:
1. The structures associated with drains and the pond and irrigation will be removed.
2.Several concrete and wooden foot bridges will be removed (approximately 9).
3. Brick and stone stairways will be removed.
4.Barbed wire and steel grid fencing will be removed.
5. Two water stations and signs will be removed.
Replanting:
1.It is proposed to start the replanting with deer resistant shrubs along the stream corridor.
2.It is proposed to drag a tree trunk around to scarify the ground and let the forest re-seed
itself, beginning with the eastern part of the parcel near the existing woods.
3.It is proposed that trees will be bought and planted by June 20, 2020
a.Trees will be chosen based on their ability to produced seeds and help jump-start
the forest.
b. Volunteers will plant the bare root trees.
Concerns:
1.Invasive species will come in after scarification
Phases of the project:
2. Removal of catch basins, manholes, irrigation handholds, pumphouse, lose Jersey
Barriers, barb wire, unnecessary stream crossings, scarification of 19 greens, cutting non-
native trees, dam water level management.
3. Planting trees within area that will never be disturbed for restored wetlands with adequate
protection and monitoring from deer and invasive species.
4. Long term planning for forest restoration and carbon sequestration
5. Master plan for eventual riparian channel floodplain, and wetlands restoration.
Proposed Fund Sources:
1. Initial funds for Phase 1 coming from the Municipal Vulnerability Preparedness
Program.
2. Separate funding source for Phase 2.
