CSEC Reference File #104-1898-0217 Dear Mr. Stapleton: BACKGROUND: Cold Spring Environmental Consultants, Inc . was contracted at your request for additional consultation, sampling and inspection at the above referenced property on May 4tn, 2004 . The purpose of the additional environmental assessment was to further define the status of the subject site with regard to M.G.L. c21E. Additional subsurface investigations performed at the site include soil and groundwater sampling/assessment following the installation of four (4) additional soil borings completed as three (3) monitoring wells . A total of nine (9) soil borings completed as six (6) monitoring wells have been installed at the subject site since March of 2004 . PREVIOUS INVESTIGATIONS : Cold Spring Environmental conducted an initial M.G. L. c21E Level II Environmental Site Assessment (ESA) at the subject site in March of 2004 . The assessment report stated that the property was historically operated as a gasoline station and an automotive service garage . The ESA identified the locations of former gasoline, fuel oil and diesel underground storage tanks as well as the location of a former waste oil underground tank. Existing floor drains, hydraulic lifts and indoor aboveground tanks were also noted as structures of concern. 350 Old Enfield Road •Belchertown, MA 01007 • (413) 323-5957 Fax : 323-4916 • aweiss@supplyguys.net i� i Page 2 : Mr. Stapleton June 8th, 2004 No evidence of a reportable release condition was noted by CSEC, Inc . at the property subject to 310 CMR 40 . 0000 and MGL c21E at the conclusion of the Level II ESA. Additional investigation was recommended based on levels of hydrocarbons reported during the ESA and the number of potential release sources at the subject site . The data presented in this letter is intended to append the original report and describe the results of a portion of the additional work recommended by Cold Spring Environmental . The balance of the sampling and assessment work should be conducted as the tanks, lines and pump islands are removed and the building is razed. ADDITIONAL FIELD INVESTIGATION RESULTS : On May 10th, 2004 , staff from Cold Spring Environmental oversaw the installation of four test borings . Three (3) of the borings were completed as (211 ) PVC groundwater monitoring wells at the subject property. The wells were installed using a truck mounted hollow stem auger rig with soil sampling conducted at five to ten foot intervals . Soil samples were screened for headspace volatile organic compounds using an Hnu Photoionization Detector (10 . 2 eV Lamp) . PID readings were recorded in the "HNU" column of the Boring/Well Logs included as Attachment II . Monitoring well locations are shown on Figure 2 (Attachment I) . Sandy overburden thicknesses of 40 to 50 feet or greater were recorded. The groundwater table was encountered at 35 . 30 to 43 . 80 feet below grade . Complete water level data is provided in the Observation Well Gauge Report included as Attachment III . Groundwater flow is shown on Figure 3 toward the south (Attachment I) . Multiple soil samples taken at varying depths were analyzed for Volatile Organic Compounds, Petroleum Hydrocarbons, PCB' s and/or Total Metals using U. S . EPA Methodologies . Specifically, the soil sample from MW-4 , taken at a depth of 10 to 12 feet, was analyzed for PCB' s and Extractable Petroleum Hydrocarbons (EPH) . All target analytes were Below the Reporting Levels (BRL) of the laboratory methodologies . These levels are well below the RCS-1 Reportable Concentration for the parameters noted. Sample MW-6, taken from 45-47 feet below grade, was analyzed for Extractable Petroleum Hydrocarbons (EPH) and Volatile Organic Compounds (VOC' s) . All VOC and EPH levels were Below the Reporting Limits of the laboratory methods . Sample BB-6 (B-6) , taken from 50-52 feet below grade, was analyzed for Extractable Petroleum Hydrocarbons (EPH) and Volatile Petroleum Hydrocarbons (VPH) . All VPH and EPH levels were Below the Reporting Limits of the laboratory methods . 3� In summary, laboratory analyses of soils indicated that no AP detectable levels of Volatile and Extractable Petroleum Hydrocarbons, Volatile Organic Compounds or PCB' s were detected in on-site soils . RCS-1 Reportable Concentrations are considered applicable based on the presence of residential properties within 500 feet of the subject si No RCS-1 Reportable Concentrations are exceeded in any of these soil samples . All (four) monitoring wells were sampled on May 20th, 2004 . Groundwater flow within the water table aquifer is to the south as shown on Figure 3 . Only wells MW-4 , MW-5 and MW-6 were sampled. Analysis of groundwater from MW-4 was conducted for VOC' s, PCB' s, and EPH. Analysis of groundwater from MW-5 was conducted for EPH and VPH. Analysis of groundwater from MW-6 was conducted for EPH and VPH. Page 4 : Mr. Stapleton June 8th, 2004 All levels of target analytes in all 3 wells were Below Reportable Levels (BRL) and below the most restrictive RCGW-1 Standards promulgated by MADEP for drinking water and groundwater. The above noted groundwater samples were taken from on-site test wells on March 11 and May 20 , 2004 after proper development and three volume liquid purging using dedicated polyethylene bailers . While the levels do not exceed the RCGW-1 standards for drinking water, the less restrictive RCGW-2 Reportable Concentrations would apply at this location. Groundwater from all samples taken to date at the site exhibited contaminant levels below the Reporting Limit of the laboratory methods or below applicable RCGW-2 Standards . All QA/QC standards under latest MCP and "MADEP CAM" provisions were followed as applicable . L Page 5 : Mr. Stapleton June 8th, 2004 Review of nearby sensitive environmental receptors found that the site is located in a GW-2/3 (RCGW-2) area based on site and abutter land usage, _local zoning and the location of the property on DEP GIS Maps (not located in an area reported as a Zone II , PPA and/or IWPA by the MADEP Division of Water Supply) . The site is not within the Zone II of a community groundwater supply and no private groundwater drinking wells reported within 500 feet . Therefore, (RCGW-2) groundwater standards would be applicable to the site . SUMMARY: The latest data did not show detectable levels of hydrocarbons, volatile organics or PCB' s in excess of applicable DEP Standards . The data from March of 2004 showed only residual hydrocarbons in soil and groundwater at the subject site . This pattern is typical of a low level , historical use source of the hydrocarbons that were formerly used/stored on site . The historic property activities appear to be the source of the detected hydrocarbons . Sample results showed hydrocarbon levels are not in excess of the applicable soil (RCS-1) or groundwater (RCGW-2) Reportable Concentrations . Reportable concentrations are standards set by the MADEP that trigger regulatory reporting requirements when exceeded. Based on the laboratory analytical data, the MADEP need not be notified of the facts and findings containe in this letter by the owner or operator. Current site conditions do not currently constitute a release or pose a threat of release pursuant to MGL c21E and 310 CMR 40 . 00 , the Massachusetts Contingency Plan, MCP. We do recommend that any current and future owners be made aware of the residual levels of hydrocarbons noted herein. Current and future owners should also consider the implications of proper underground tank, fuel line and dispenser removal inspections and sampling as well as proper hydraulic lift and floor drain inspections upon razing the building. Areas of isolated hydrocarbon contamination may still be found (typically) in fill pipe, t• ` Page 6 : Mr. Stapleton June 8th, 2004 line or dispenser areas that must be addressed under applicable provisions of the MCP, 310 CMR 40 . 000 and MGL c . 21e even though the wider site sampling has only shown residual levels of VOC' s and hydrocarbons to date . CASE NARRATIVE: The data set for work order SA12258 complies with internal QC criteria for the methods performed. The samples were received in a cooler @ 4.0 degrees Celcius. An infrared thermometer with a tolerance of+/-2.0 degrees Celcius was used immediately upon receipt of the samples. Sample weight for SA12258-03 exceeds the 1:1+/-25%ratio of weight to volume recommended by the MADEP VPH method.. The sample weight is 19 6 grams. MADEP has published a list of analytical methods(CAM)which provides a series of recommended protocols for the acquisition, analysis and reporting of analytical data in support of MCP decisions.
