NORTHAMPTON, MA 01060 [1] Has the Bundled OOC for the city been properly extended or given a five year Order? [2] Why does the precast catch basin design not show it has a 4 foot deep sump whereas the “special” catch basin does? All new or replacement CBs should have a four foot sump. [3] The photo showing the culvert outlet headwall near house #85 shows a slope failure. Why isn’t that being addressed? On the next page of the narrative, it shows an intermittent stream channel above the culvert, that appears to have been dredged out. Was that permitted or part of the bundled OOC? That area would appear to require more protection from the sediment from the road. [4] Is the infiltration trench going to have a point source discharge, making it subject to the Stormwater Standards? Infiltration trenches will fail if not properly maintained. If the grass swale has a point source within jurisdiction, that is also subject to the stormwater standards. Any stormwater BMP must be designed, constructed, operated and maintained per the Stormwater Handbook. It is usually fairly easy to cut and paste the BMP from the manual and insert the specifications into the stormwater report. This information is available in alternate format. Call Donald M. [6] When submitting an NOI where work is proposed in a resource area and submitted as a “limited” project, an attempt to comply with the performance standards for each resource area is required. Please submit a narrative showing how the work complies with the Bank performance standards to the maximum extent practicable. Are there any grade changes in BLSF which would require compensatory storage? [7} Since the new work in the Riverfront Area cannot comply with 310 CMR 10.58(4), then it should be submitted as a redevelopment under 310 CMR 10.58(5). Above all, an improvement over existing conditions is required. Acceptable improvements include, but are not limited to: 1) Significant net reduction of impervious surfaces; 2) Planting of indigenous plant species; 3) Providing stormwater management demonstrably in excess of what is required per 310 CMR 10.05(6)(k) through (q); 4) Removal and proper disposal of noxious but otherwise legally located materials.
