Information and Instructions
Massachusetts General Laws chapter 152 requires all employers to provide workers'compensation for their employees.
Pursuant to this statute,an employee is defined as"...every person in the service of another under any contract of hire,
express or implied,oral or written."
An employer is defined as"m individual,partnership,association,corporation or other legal entity,or any two or more
of the foregoing engaged in ajoint enterprise,and including the legal representatives of a deceased employer,or the
receiver or trustee of an individual,partnership,association or other legal entity,employing employees. However,the
owner of a dwelling house having not more than three apartments and who resides therein,or the occupant of the
dwelling house of another who employs persons to do maintenance,construction or repair work on such dwelling house
or on the grounds or building appurtenant thereto shall not because of such employment be deemed to be an employer."
MGL chapter 152,§25C(6)also states that"every state or local licensing agency shall withhold the issuance or
renewal of a license or permit to operate a business or to construct buildings in the commonwealth for any
applicant who has not produced acceptable evidence of compliance with the insurance coverage required."
Additionally,MGL chapter 152,§25C(7)states"Neither the commonwealth nor any of its political subdivisions shall
enter into any contract for the performance of public work until acceptable evidence of compliance with the insurance
requirements of this chapter have been presented to the contracting authority."

considered by the Massachusetts Historical Commission for nomination to the National Register of
Historic Places.The National Register of Historic Places is the Federal government's official list of
historic properties worthy of preservation. Listing in the National Register provides recognition and
assists in preserving our nation's heritage.
Listing of this district provides recognition of the community's historic importance and assures
protective review of Federal projects that might adversely affect the character of the district.If the
district is listed in the National Register,certain Federal investment tax credits for rehabilitation and
other provisions may apply.
Listing in the National Register does not mean that limitations will be placed on the properties by the
Federal government. Public visitation rights are not required of property owners. The Federal
government will not attach restrictive covenants to the properties or seek to acquire them. If a
property is listed in the National Register,the owner may do anything with the property that he/she
wishes,unless state or federal funds,permits,or licensing are used,or unless some other regional
and/or local ordinance or policy is in effect.
In Massachusetts,properties nominated to the National Register are automatically listed in the State
Register of Historic Places.There arc no limitations,public visitation requirements,or restrictive
covenants for private properties included in the State Register. State Register properties owned by
municipalities and nonprofit organizations may compete for state restoration grants.
You are invited to attend the meeting of the Massachusetts Historical Commission at which the
nomination will be considered. The Commission will meet at 1:00 p.m.on Wednesday,
December 13,2017, at the Massachusetts State Archives,220 Morrissey Boulevard Dorchester,
Massachusetts. The Commission meeting is a public meeting and all interested parties are
encouraged to attend. If you have special needs and would like to attend the meeting,please contact
the Commission and staff will make any arrangements that are necessary.

APPROVED FOR NOMINATION TO THE NATIONAL REGISTER OF HISTORIC PLACES
Secretary of the Commonwealth William Francis Galvin is pleased to announce that the Massachusetts
Historical Commission approved the Pomeroy Terrace Historic District in Northampton for nomination to
the National Register of Historic Places at its meeting on December 13,2017. The nomination will now
be submitted to the National Register of Historic Places at the National Park Service in Washington,DC,
for final consideration and designation.
"The Massachusetts Historical Commission is dedicated to preserving the Commonwealth's rich historic,
architectural,archaeological,and cultural resources,"Secretary Galvin said."Inclusion of the Pomeroy
Terrace Historic District in the National Register demonstrates the importance of the neighborhood and
provides a source of pride to its residents and the wider community of Northampton,which is rich in
historic resources."Pomeroy Terrace Historic District is one of four historic resources around the
Commonwealth approved for nomination to the National Register of Historic Places by the Massachusetts
Historical Commission at this meeting. Secretary Galvin serves as Chairman of the 17-member board,
which meets regularly and considers historic resources eligible for the National Register four times a year.
Pomeroy Terrace Historic District is located just east of downtown Northampton and contains
contributing resources dating from 1661 to 1967.From important early gravestones in Bridge Street
Cemetery to an encyclopedic collection of 19a-centray American architecture on the streets on and
around Pomeroy Terrace,the largely residential historic district conveys the broader history of the
development of Northampton over three centuries. A number of well-preserved mid-19keentury houses
designed by Northampton architect William Fenno Pratt are particularly noteworthy.
The National Register is the nation's official listing of significant historic resources. In Massachusetts,
there are more than 70,000 properties listed in the National Register.The Massachusetts Historical
Commission has been administering the National Register of Historic Places program in Massachusetts
since 1966.
The Massachusetts Historical Commission is the office of the State Historic Preservation Officer and the
State Archaeologist. It was established in 1963 to identify,evaluate,and protect important historical and
