company and a copy of the maintenance contract must be submitted to the DPW for
review and approval prior to the issuance of building permit.
• Pump station must be designed to maintain a fire flow of 1500 gpm (since buildings
are shown less than 10 feet apart) without creating any form of a backflow condition.
• Use of fire hydrants must be deed restricted for use by City Water and/or Fire
Departments. If access to a. hydrant is necessary, person(s) must obtain permission
from the Water Department prior to opening /operating a hydrant.
• Hydrants must be installed:
I. After the pump station (for testing purposes);
2. At the end of each stub coming off of the main subdivision road
3. Every 400 feet along the main subdivision road;
4. At the highest point along the subdivision road.

STORMWATER:
• Since this project will be disturbing over 1 acre of land during construction, it is
therefore required to have an approved Stormwater Management Permit from the
Northampton Department of Public Works before any building or development
permits are issued and prior to any land disturbance activities. This permit is in
addition to the required coverage under the NPD.ES Stormwater Construction Permit
from the U.S. EPA. No Stormwater Management Permit app /icatinn received and
no permit issued ac of 2110105.
• Soil borings and logs will be required to determine annual high groundwater
elevations at proposed detention and infiltration facilities. This information will be
reviewed as part of Stormwater Management. Permit.
•
All stonnwater management systems must meet 80% TSS removal and have a written
management plan submitted. This information will be reviewed as part of Stormwater
Management Permit,
• All access to Stormwater systems needs to have gates and mountable curbs shown on
a definitive plan. Not addressed as of 2/10/05.
• Easements around detention ponds are not acceptable — must be on a separate lot
owned by the homeowners association. Not addressed as of 2/10/05.
• The emergency riprap overflow for the West Detention Basin appears to flow onto
Bridge Rd. This is not an acceptable route. The applicant must show the route of this
flow and mitigate any public safety issues.
• The drain line connecting the outflow from the East Detention Basin to the City drain
line on Bridge Rd. must connect to a manhole and not to a catch basin as shown.
x OTHER COMMENTS:
• If the open space is deeded to a City entity (Recreation Dept. and/or Planning) then
the stonmwater lines and the water lines to the community gardens must be placed
within easements. Easement documents must be submitted to the DPW for review and
approval, prior to the start of construction, to ensure all maintenance responsibilities
have been adequately addressed.
Discussions need to occur between applicant and DPW for proposed community
entrance roadway, sidewalks and crosswalks due to the future reconstruction of the
North Main Street (Route 9) and Bridge Road intersection. Pedestrian access across
Bridge Road to surrounding travelways are of concern. Project may have impacts to
current design.

items we would like to address.
• Water supply for the project needs to have hydrant spacing that follows the
NFPA standards.
• The emergency access road will it have a gate? If it does we would be looking
at having an electronically controlled with a key that it compatible with our
knox box key.
• What is the turning radius of the comers around the drive? Will our biggest
vehicle the Ladder be able to maneuver through the project.

• Pump station must be designed to maintain a fire flow of 1500 gpm (since buildings
are shown less than 10 feet apart) without creating any form of a backtlow condition.
• Use of fire hydrants must be deed restricted for use by City Water and/or Fire
Departments. if access to a hydrant is necessary, person(s) must obtain permission
from the Water Department prior to opening/operating a hydrant.
