1 INTRODUCTION
The City of Northampton Department of Public Works (DPW) proposes to make drainage improvements as
part of a larger repaving project on two roadways – Spring Street and Cross Street. Drainage improvements
include replacement of subdrains, addition of paved drainage aprons, and construction of catch basins that
will tie into existing drain pipes that outfall to the Mill River. Portions of Spring Street are situated within
Bordering Land Subject to Flooding and buffer areas of Bordering Vegetated Wetland and Inland Bank. The
project area on Cross Street is located within Riverfront Area of the Mill River and within the 100’ buffer of
Inland Bank.
The Mill River is a Coldwater Fishery Resource and the Cross Street project location is situated within
NHESP Priority Habitat. An application for MESA review was submitted concurrent with this Notice of
Intent.
2 PROPOSED PROJECT
The overall project consists of repaving Cross Street from Bliss Street to Florence Road (650 lf) and repaving
portions of Spring Street from Dimock Street to Colonel Lavallee Lane and from Meadow Street to Pine
Street (5,900 lf). Ongoing drainage issues along both of these roads has led to deteriorated pavement
conditions and so the DPW proposes to add several drainage structures along the roads and to replace
subsurface drains beneath Spring Street. A new subdrain, drainline and two catch basins are proposed along
Cross Street.
In accordance with 310 CMR 10.02 (2)(b)(2)(p) and Category II of the DPW’s General Order of Conditions
for Routine Maintenance and Repair Activities, minor activities including, “Pavement repair, resurfacing, and
reclamation of existing roadways within the right-of-way configuration provided that the roadway and
shoulders are not widened, no staging or stockpiling of materials, all disturbed road shoulders are stabilized
within 72 hours of completion of the resurfacing or reclamation, and no work on the drainage system is
performed, other than adjustments and/or repairs to respective structures within the roadway” are not
otherwise subject to the WPA regulations. Additionally, this General Order of Conditions exempts some
work within Riverfront and Buffer Zone areas including: the removal and replacement of signs and repair and
replacement of curbing.
While some of the proposed work is exempt from filing a Notice of Intent, several proposed activities require
either notification to the Northampton Conservation Commission or filing of a Notice of Intent. The
replacement of subdrains under Spring Street and the construction of a new subdrain on Cross Street requires
the DPW to notify the Conservation Commission under Category V of the General Order of Conditions.
Installation of new rock aprons within RFA and replacement of subdrains on Spring Street also requires
notification and approval from the Conservation Commission. The following proposed work requires filing a
Notice of Intent: installation of catch basins within Bordering Land Subject to Flooding on Spring Street and
construction of catch basins, addition of shoulders and installation of a drainline within Riverfront Area on
Cross Street. This project qualifies as a “Limited Project” according to 310 CMR 10.53(3)(f) for the
“maintenance and improvement of existing public roadways, but limited to widening less than a single lane,
adding shoulders, correcting substandard intersections, and improving inadequate drainage systems.”
Therefore, the project does not need to fully comply with the General Performance Standards in 310 CMR
10.54 through 10.58 and 10.60.
Currently, stormwater treatment features are absent from Cross Street and are insufficient to effectively drain
water from portions of Spring Street. As a result, water tends to pond in the roadway and eventually flows
overland towards the Mill River and its tributaries. This ponding causes damage to the pavement over time

through freeze and thaw cycles and also presents a public safety risk to drivers as they try to avoid potholes
and icy spots. This project proposes to add hooded, deep-sump catch basins on Cross Street and Spring
Street in order to improve road drainage, and subsequently, to maintain good pavement conditions. The catch
basins will also yield an improvement to water quality in the Mill River by pre-treating the road runoff before
it reaches the river. The catch basins will be installed within the paved surface area of the roadway and will
connect to existing drainlines that outfall to the Mill River. On Spring Street, existing 6” subdrains will be
replaced at a higher elevation along both sides of the road and will tie into existing and proposed catch basins.
On Cross Street, a single 6” subdrain is proposed that will tie into a new catch basin, which will connect to a
new 12” drainline that flows to an existing outfall near the Mill River. New crushed stone shoulders are also
proposed for Cross Street and shoulders along Spring Street will be excavated and regraded.
2.1 WETLAND IMPACTS
Bordering vegetated wetland (BVW) resource areas were delineated in the field by DPW Sr. Environmental
Scientist Johanna Stacy in March 2019. Bordering Land Subject to Flooding was delineated using FEMA
Flood Insurance Rate Maps. Riverfront Area and Priority Habitat for Endangered Species boundaries were
derived from MassGIS datalayers.
Spring Street
The southern portion of the Spring Street project area is situated within Bordering Land Subject to Flooding.
In the northern part of the project, Spring Street crosses two tributaries to the Mill River; thus some of the
proposed work falls within Riverfront Area of these tributaries as well as buffer areas to bordering vegetated
wetlands and Inland Bank associated with these waterbodies. Proposed work includes construction of 2,100
lf of subdrain within the roadway – 1,280 lf of which falls within Riverfront Area and 821 lf falls within BLSF
buffer. Approximately 160 sf of land within BVW buffer and Riverfront Area will be altered to create paved
aprons. Installation of catch basins within Bordering Land Subject to Flooding would alter 50 sf.

Impacts to Bordering Land Subject to Flooding – Catch basins installed within BLSF will not remove flood
storage capacity, and are expected to improve water quality by providing stormwater pre-treatment
for roadway discharges to the Mill River.
Impacts to Riverfront Area - Construction of the subdrain will occur within the roadway and constitutes
redevelopment of this area. The proposed paved aprons are designed to direct roadway runoff
towards rock fill, which will slow the water and reduce erosion and stream sedimentation to nearby
tributaries.
Cross Street
Cross Street runs parallel to the Mill River, and as such, is situated within Riverfront Area and partially within
the 100’ buffer of Inland Bank. The Cross Street project includes 29,500 sf of Riverfront Area. Most of the
proposed work will take place within the paved roadway, but approximately 300sf will occur outside of the

roadway. Work proposed within the roadway and within Riverfront Area includes construction of 350 lf of 6”
subdrain, construction of 190 lf of a 12” drainline and addition of crushed stone shoulders on the north side
of the road. The project also proposes to add four new catch basins within the roadway. Stormwater from the
catch basins will flow through the new drain line to an existing drainline that outfalls towards the Mill River.
These resource areas along with the Priority Habitat for Endangered Species boundary are shown on the
Project Plan in Appendix A. The wetland impacts are summarized in Table 2. Total resource area impacts
include 1,200 sf (RFA) for the addition of gravel shoulders and 300sf in RFA for new drainlines and
manholes outside the paved roadway.

As the Inland Bank buffer zone overlaps with the Riverfront Area, the proposed work is required to meet the
performance standards for Riverfront Area (per 310 CMR 10.58(4)(a)). Most work taking place within the
Riverfront Area constitutes redevelopment per 10.58(5) as the repaving, drainline and subdrain installation
will occur within the paved roadway. As such, the proposed work is required to improve the existing
conditions on site. The new shoulder is designed to slow runoff from the road and remove sediment from
this runoff. The drainage work is expected to improve water quality on the site by adding stormwater pre-
treatment (catch basins) to an area where runoff is currently not treated at all. Construction taking place
outside of the roadway includes addition of a crushed stone shoulder on the north side of the roadway and
installation of a manhole cover. The crushed stone shoulder is also designed to slow and provide treatment of
road runoff.
3 ALTERNATIVES ANALYSIS
Given that the existing road layout traverses several resource areas, road maintenance and construction
activities have the potential to affect wetland resources. This impact has primarily been minimized by limiting
work to the road right-of-way and proposing to install stormwater features with small footprints. Catch basins
are typically located every 200-250’ along a road. Currently, on Spring Street, catch basins are spaced over
450’ apart and the roadway is flat; both factors hinder roadway drainage. The proposed hooded, deep sump
catch basins will serve to drain the roadway and to provide more treatment of road runoff that currently
exists on the site. At Cross Street, the proposed catch basins will provide better stormwater treatment for
runoff draining to the Mill River. These drainage features also reduce impacts to resource areas due to their
small footprints and location within already disturbed areas.

STORMWATER REPORT
This project has been designed to minimize impacts to stormwater runoff and to improve water quality post-
development. As a redevelopment project, it is only required to meet Standards 2, 3, and pretreatment and
structural best management practices for Standard 4, 5 and 6 to the maximum extent possible.
Standard 1: (Does not apply.)
Standard 2: Post-development peak discharge rates do not exceed pre-development peak discharge rates.
No change to impervious area is proposed. Discharge rates are expected to remain the same.
Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of infiltration measures.
No additional loss of groundwater recharge is anticipated from this project.
Standard 4: Stormwater management systems shall be designed to remove 80% of the average post-construction load of Total
Suspended Solids (TSS).
Proposed construction is not expected to increase TSS load. The addition of deep sump catch basins
along Spring Street and Cross Street will provide improved stormwater treatment over existing conditions.
Standard 5: Land uses with higher pollution potential loads shall reduce discharge from such land uses to the maximum extent
possible.
No new land uses with higher pollution potential are proposed.
Standard 6: Stormwater discharges near or to any critical area require the use of the specific source control and pollution
prevention measures as provided in the Massachusetts Stormwater Handbook.
The Mill River is a Coldwater Fishery. Hooded, deep sump catch basins are considered acceptable
pre-treatment practices for this resource.

1 INTRODUCTION
The City of Northampton Department of Public Works (DPW) proposes to make drainage improvements as
part of a larger repaving project on two roadways – Spring Street and Cross Street. Drainage improvements
include replacement of subdrains, addition of paved drainage aprons, and construction of catch basins that
will tie into existing drain pipes that outfall to the Mill River. Portions of Spring Street are situated within
Bordering Land Subject to Flooding and buffer areas of Bordering Vegetated Wetland and Inland Bank. The
project area on Cross Street is located within Riverfront Area of the Mill River and within the 100’ buffer of
Inland Bank.
The Mill River is a Coldwater Fishery Resource and the Cross Street project location is situated within
NHESP Priority Habitat. An application for MESA review was submitted concurrent with this Notice of
Intent.
2 PROPOSED PROJECT
The overall project consists of repaving Cross Street from Bliss Street to Florence Road (650 lf) and repaving
portions of Spring Street from Dimock Street to Colonel Lavallee Lane and from Meadow Street to Pine
Street (5,900 lf). Ongoing drainage issues along both of these roads has led to deteriorated pavement
conditions and so the DPW proposes to add several drainage structures along the roads and to replace
subsurface drains beneath Spring Street. A new subdrain, drainline and two catch basins are proposed along
Cross Street.
In accordance with 310 CMR 10.02 (2)(b)(2)(p) and Category II of the DPW’s General Order of Conditions
for Routine Maintenance and Repair Activities, minor activities including, “Pavement repair, resurfacing, and
reclamation of existing roadways within the right-of-way configuration provided that the roadway and
shoulders are not widened, no staging or stockpiling of materials, all disturbed road shoulders are stabilized
within 72 hours of completion of the resurfacing or reclamation, and no work on the drainage system is
performed, other than adjustments and/or repairs to respective structures within the roadway” are not
otherwise subject to the WPA regulations. Additionally, this General Order of Conditions exempts some
work within Riverfront and Buffer Zone areas including: the removal and replacement of signs and repair and
replacement of curbing.
While some of the proposed work is exempt from filing a Notice of Intent, several proposed activities require
either notification to the Northampton Conservation Commission or filing of a Notice of Intent. The
replacement of subdrains under Spring Street and the construction of a new subdrain on Cross Street requires
the DPW to notify the Conservation Commission under Category V of the General Order of Conditions.
Installation of new rock aprons within RFA and replacement of subdrains on Spring Street also requires
notification and approval from the Conservation Commission. The following proposed work requires filing a
Notice of Intent: installation of catch basins within Bordering Land Subject to Flooding on Spring Street and
construction of catch basins, addition of shoulders and installation of a drainline within Riverfront Area on
Cross Street. This project qualifies as a “Limited Project” according to 310 CMR 10.53(3)(f) for the
“maintenance and improvement of existing public roadways, but limited to widening less than a single lane,
adding shoulders, correcting substandard intersections, and improving inadequate drainage systems.”
Therefore, the project does not need to fully comply with the General Performance Standards in 310 CMR
10.54 through 10.58 and 10.60.
Currently, stormwater treatment features are absent from Cross Street and are insufficient to effectively drain
water from portions of Spring Street. As a result, water tends to pond in the roadway and eventually flows
overland towards the Mill River and its tributaries. This ponding causes damage to the pavement over time

through freeze and thaw cycles and also presents a public safety risk to drivers as they try to avoid potholes
and icy spots. This project proposes to add hooded, deep-sump catch basins on Cross Street and Spring
Street in order to improve road drainage, and subsequently, to maintain good pavement conditions. The catch
basins will also yield an improvement to water quality in the Mill River by pre-treating the road runoff before
it reaches the river. The catch basins will be installed within the paved surface area of the roadway and will
connect to existing drainlines that outfall to the Mill River. On Spring Street, existing 6” subdrains will be
replaced at a higher elevation along both sides of the road and will tie into existing and proposed catch basins.
On Cross Street, a single 6” subdrain is proposed that will tie into a new catch basin, which will connect to a
new 12” drainline that flows to an existing outfall near the Mill River. New crushed stone shoulders are also
proposed for Cross Street and shoulders along Spring Street will be excavated and regraded.
2.1 WETLAND IMPACTS
Bordering vegetated wetland (BVW) resource areas were delineated in the field by DPW Sr. Environmental
Scientist Johanna Stacy in March 2019. Bordering Land Subject to Flooding was delineated using FEMA
Flood Insurance Rate Maps. Riverfront Area and Priority Habitat for Endangered Species boundaries were
derived from MassGIS datalayers.
Spring Street
The southern portion of the Spring Street project area is situated within Bordering Land Subject to Flooding.
In the northern part of the project, Spring Street crosses two tributaries to the Mill River; thus some of the
proposed work falls within Riverfront Area of these tributaries as well as buffer areas to bordering vegetated
wetlands and Inland Bank associated with these waterbodies. Proposed work includes construction of 2,100
lf of subdrain within the roadway – 1,280 lf of which falls within Riverfront Area and 821 lf falls within BLSF
buffer. Approximately 160 sf of land within BVW buffer and Riverfront Area will be altered to create paved
aprons. Installation of catch basins within Bordering Land Subject to Flooding would alter 50 sf.

Impacts to Bordering Land Subject to Flooding – Catch basins installed within BLSF will not remove flood
storage capacity, and are expected to improve water quality by providing stormwater pre-treatment
for roadway discharges to the Mill River.
Impacts to Riverfront Area - Construction of the subdrain will occur within the roadway and constitutes
redevelopment of this area. The proposed paved aprons are designed to direct roadway runoff
towards rock fill, which will slow the water and reduce erosion and stream sedimentation to nearby
tributaries.
Cross Street
Cross Street runs parallel to the Mill River, and as such, is situated within Riverfront Area and partially within
the 100’ buffer of Inland Bank. The Cross Street project includes 29,500 sf of Riverfront Area. Most of the
proposed work will take place within the paved roadway, but approximately 300sf will occur outside of the

roadway. Work proposed within the roadway and within Riverfront Area includes construction of 350 lf of 6”
subdrain, construction of 190 lf of a 12” drainline and addition of crushed stone shoulders on the north side
of the road. The project also proposes to add four new catch basins within the roadway. Stormwater from the
catch basins will flow through the new drain line to an existing drainline that outfalls towards the Mill River.
These resource areas along with the Priority Habitat for Endangered Species boundary are shown on the
Project Plan in Appendix A. The wetland impacts are summarized in Table 2. Total resource area impacts
include 1,200 sf (RFA) for the addition of gravel shoulders and 300sf in RFA for new drainlines and
manholes outside the paved roadway.

As the Inland Bank buffer zone overlaps with the Riverfront Area, the proposed work is required to meet the
performance standards for Riverfront Area (per 310 CMR 10.58(4)(a)). Most work taking place within the
Riverfront Area constitutes redevelopment per 10.58(5) as the repaving, drainline and subdrain installation
will occur within the paved roadway. As such, the proposed work is required to improve the existing
conditions on site. The new shoulder is designed to slow runoff from the road and remove sediment from
this runoff. The drainage work is expected to improve water quality on the site by adding stormwater pre-
treatment (catch basins) to an area where runoff is currently not treated at all. Construction taking place
outside of the roadway includes addition of a crushed stone shoulder on the north side of the roadway and
installation of a manhole cover. The crushed stone shoulder is also designed to slow and provide treatment of
road runoff.
3 ALTERNATIVES ANALYSIS
Given that the existing road layout traverses several resource areas, road maintenance and construction
activities have the potential to affect wetland resources. This impact has primarily been minimized by limiting
work to the road right-of-way and proposing to install stormwater features with small footprints. Catch basins
are typically located every 200-250’ along a road. Currently, on Spring Street, catch basins are spaced over
450’ apart and the roadway is flat; both factors hinder roadway drainage. The proposed hooded, deep sump
catch basins will serve to drain the roadway and to provide more treatment of road runoff that currently
exists on the site. At Cross Street, the proposed catch basins will provide better stormwater treatment for
runoff draining to the Mill River. These drainage features also reduce impacts to resource areas due to their
small footprints and location within already disturbed areas.
A no-build alternative exists where the road would be repaved and no work on the drainage systems would
take place. This alternative would mean that no additional sediment mitigation would be added and the
existing subsurface drainage issues would continue, resulting in a shortened pavement life span and continued driver safety issues as potholes develop and ice and water accumulate on the roadway. For these reasons, this
is not the preferred alternative.

GENERAL NOTES:
1. THE CONTRACTOR MUST SUBMIT A COMPLETE NOTICE OF INTENT TO EPA WHICH INCLUDES A STORMWATER
POLLUTION PREVENTION PLAN (SWPPP). A COMPLETE COPY OF THE EPA-SWPPP SHALL BE SUBMITTED TO THE

LAYOUT. THE CONTRACTOR IS RESPONSIBLE FOR MAINTAINING EXISTING MONUMENTATION, INCLUDING PROPERTY
BOUNDARY PINS, AND REPLACING THEM IN KIND AND ACCURACY IF DISTURBED.
4. PROPERTY LINES SHOWN ON THE PLANS ARE APPROXIMATE.

AVAILABLE UTILITY COMPANY RECORD PLANS. ALL EXISTING CONDITIONS SHALL BE FIELD VERIFIED BY THE
CONTRACTOR PRIOR TO CONSTRUCTION. IF FIELD CONDITIONS ARE OBSERVED THAT VARY SIGNIFICANTLY FROM
THOSE SHOWN ON THE PLANS, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE ENGINEER IN WRITING FOR
RESOLUTION OF THE CONFLICTING INFORMATION.
8. THE CONTRACTOR IS RESPONSIBLE FOR SITE SECURITY AND SAFETY. ALL CONSTRUCTION AND EXCAVATION SHALL
COMPLY WITH CURRENT OSHA STANDARDS, INCLUDING, BUT NOT LIMITED TO, THE PROVISION FOR A COMPETENT
PERSON ON SITE, TRENCH SAFETY PLANS AND ANY OTHER REQUIRED DOCUMENTATION.
9. THE CONTRACTOR SHALL MATCH ALL NEW PAVEMENT AND OTHER SURFACE GRADES TO EXISTING GRADES,
PROVIDING A SMOOTH, FLUSH TRANSITION.
EROSION AND SEDIMENTATION CONTROL:
1.CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (SWPPP). CONTRACTOR SHALL SUBMIT A COMPLETE
NOTICE OF INTENT TO THE EPA FOR COVERAGE UNDER THE CONSTRUCTION GENERAL PERMIT AT LEAST 7 DAYS
PRIOR TO STARTING THE WORK. IN ADDITION, A COPY OF THE STORMWATER POLLUTION PREVENTION PLAN
(SWPPP) SHALL BE PROVIDED TO THE NORTHAMPTON DPW FOR REVIEW PRIOR TO THE PRE-CONSTRUCTION
MEETING AND THE NOTICE TO PROCEED. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL STORMWATER
POLLUTION PREVENTION IRRESPECTIVE OF ANY APPROVALS RECEIVED FROM THE EPA, THE CITY, OR OTHER
SOURCE. THE SWPPP SHALL COMPLY WITH ALL REGULATORY REQUIREMENTS AND SHALL ALSO INCLUDE THE
FOLLOWING:
2.SITE PERIMETER SEDIMENT CONTROLS SHALL INCLUDE SEDIMENT CAPTURE DEVICES INSTALLED DOWN-GRADIENT
OF THE SITE WORK. SEDIMENT CAPTURE DEVICES SHALL INCLUDE, AS APPLICABLE, THE FOLLOWING:
2.1.COMPOST FILLED FILTER TUBES - SEE DETAILS, USE WHERE SPECIFIED IN APPROVED PLAN OR AS DIRECTED
BY ENGINEER
2.2.STRAW WATTLES - SEE DETAILS, FOR USE WITHIN ROADSIDE DRAINAGE CHANNEL OR AS DIRECTED BY
ENGINEER.
2.3.SILT FENCE - SEE DETAILS, FOR USE AS PERIMETER SEDIMENT CAPTURE IN UNPAVED AREAS AND
DOWN-GRADIENT OF SOIL STOCK PILES, AND AS DIRECTED BY ENGINEER.
2.4.STRAW BALES - SEE DETAILS, FOR USE AS PERIMETER SEDIMENT CAPTURE IN UNPAVED AREAS,
DOWN-GRADIENT OF SOIL STOCK PILES, AND AS DIRECTED BY ENGINEER
AS A MINIMUM, THE TYPE OF SITE PERIMETER CONTROL USED SHALL BE AS INDICATED ON PLAN SHEETS OR AS
DIRECTED BY ENGINEER. DIRECTION GIVEN BY CITY REPRESENTATIVE SHALL NOT RELIEVE THE CONTRACTOR
FROM RESPONSIBILITY TO IMPLEMENT ADDITIONAL SEDIMENT CONTROL MEASURES IF NEEDED TO CONTROL
SEDIMENT MOVEMENT.
3.SOIL STOCKPILES THAT ARE NOT USED THE SAME DAY SHALL HAVE SEDIMENT CONTROLS/BARRIERS (SILT FENCE
AND STRAW BALES) INSTALLED DOWN-GRADIENT OF THE STOCKPILE. STOCK PILES THAT REMAIN INACTIVE FOR
MORE THAN 7 DAYS SHALL BE COVERED WITH IMPERVIOUS TARPAULIN
4.CONTROL OF SEDIMENT MOVEMENT INTO CATCH BASINS AND AREA DRAINS.
FILTER FABRICS DESIGNED FOR INSERTION BELOW STANDARD ROADWAY CATCH BASIN INLETS ARE PREFERRED
SEDIMENT CONTROL FOR CATCH BASIN INLETS DRAINING LESS THAN 3000-SF IMPERVIOUS (ROADWAY) AT SLOPES
LESS THAN 5%; SEE DETAIL SHEETS FOR "FLAT TYPE INLET PROTECTION DETAIL". THE FOLLOWING INLET
PROTECTION TYPES ARE ALSO ALLOWED AND SHALL BE USED FOR LARGER DRAINAGE AREAS OR IF REQUIRED BY
ENGINEER:
4.1.STRAW BALE SEDIMENT BARRIERS: EXCAVATE A 4" DEEP TRENCH AROUND THE INLET AND MAKE THE TRENCH
AS WIDE AS A STRAW BALE IN ORDER TO EMBED THE BALES PROPERLY. ORIENT THE BALES WITH THE
BINDINGS AROUND THE SIDES OF THE BALES SO THE WIRE DOES NOT COME IN CONTACT WITH THE SOIL.
PLACE BALES LENGTHWISE AROUND THE INLET AND PRESS THE ENDS OF ADJACENT BALES TOGETHER. DRIVE
TWO 1-INCH BY 1-INCH STAKES THROUGH EACH BALE TO ANCHOR THE BALE SECURELY IN PLACE. IF
NECESSARY TO DEWATER THE PONDED AREA MORE RAPIDLY, USE 3/4-INCH TO 2-INCH GRAVEL TO FILL THE
VOID SPACES BETWEEN THE BALES. INSTALL GRAVEL BACKFILL AS NEEDED TO PREVENT EROSION OR FLOW
AROUND THE BALES. THE TOP OF THE CATCH BASIN STRUCTURE MUST BE WELL BELOW THE DOWNSLOPE
GROUND ELEVATION TO PREVENT RUNOFF FROM BYPASSING THE THE INLET. EXCAVATION OF A BASIN
ADJACENT TO THE DROP INLET OR OR A TEMPORARY DIKE DOWNSLOPE OF THE STRUCTURE MAY BE
NECESSARY.
4.2.SILT FENCE SEDIMENT BARRIERS: SUPPORT POSTS FOR SILT FENCE SHALL BE STEEL FENCE POSTS OR 1-INCH
BY 1-INCH WOOD POSTS, A MINIMUM OF 3 FEET LONG, AT A MAXIMUM SPACING OF 3 FEET. EXCAVATE A
TRENCH 4-INCHES WIDE BY 8-INCHES DEEP AND BURY THE BOTTOM OF THE SILT FENCE IN THE TRENCH.
BACKFILL THE TRENCH WITH GRAVEL OR SOIL. COMPACT BACKFILL WELL. THE HEIGHT OF THE SILT FENCE
SHALL BE A MAXIMUM OF 1.5 FEET MEASURED FROM THE TOP OF THE INLET.
5.SLOPE PROTECTION: EROSION CONTROL MATTING SHALL BE USED TO STABILIZE DISTURBED AND REGRADED
SLOPES STEEPER THAN 2H:1V OR AS DIRECTED BY ENGINEER AND SHALL BE EAST COAST EROSION CONTROL
ECSC-2, CONTECH ARMORAX, TENSAR NORTH AMERICAN GREEN P300, OR APPROVED EQUAL. INSTALLATION SHALL
BE IN ACCORDANCE WITH MANUFACTURER'S RECOMMENDATIONS.
6.INSPECTION AND MAINTENANCE: INSPECT THE EROSION AND SEDIMENT CONTROL MEASURES AFTER EACH RAIN
EVENT AND PROMPTLY MAKE ANY NECESSARY REPAIRS. SEDIMENT SHALL BE REMOVED AFTER EACH SIGNIFICANT
STORM (1-INCH IN 24 HOURS) TO PROVIDE ADEQUATE STORAGE VOLUME FOR THE NEXT RAIN EVENT. THE REMOVED
SEDIMENT SHALL BE DEPOSITED IN AN AREA THAT CAN BE PERMANENTLY STABILIZED AND WILL NOT CONTRIBUTE
SEDIMENT OFF SITE. IF THE GRAVEL FILTER BECOMES CLOGGED WITH SEDIMENT, IT MUST BE CAREFULLY REMOVED
FROM THE INLET AND EITHER CLEANED OR REPLACED.
UTILITY NOTES:
1. EXISTING UTILITIES ARE SHOWN BASED ON THE BEST AVAILABLE INFORMATION AND ARE APPROXIMATE ONLY. THE
CONTRACTOR, IN ALL OPERATIONS, SHALL ANTICIPATE THE EXISTENCE OF UTILITIES THAT ARE CONSISTENT WITH LOCAL
USAGE REQUIREMENTS. THE CONTRACTOR SHALL VERIFY THE LOCATION OF ALL EXISTING UTILITIES AND NOTIFY THE
APPROPRIATE UTILITY COMPANY OR AUTHORITY.
2. THE CONTRACTOR SHALL DIG TEST PITS, WHERE REQUIRED, TO VERIFY THE LOCATION OF UNDERGROUND UTILITIES AND
WHEREVER PROPOSED UNDERGROUND UTILITIES MAY CROSS EXISTING UTILITIES.
3. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO RELOCATE, OR COORDINATE THE RELOCATION OF, ALL EXISTING
UTILITIES WHICH CONFLICT WITH THE PROPOSED IMPROVEMENTS SHOWN ON THE PLAN. CONTRACTOR SHALL NOTIFY
APPROPRIATE UTILITY AT LEAST 3 WEEKS PRIOR TO ANY REQUIRED UTILITY RELOCATIONS.
4. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO MAINTAIN THE PROPER FUNCTIONING OF ALL UTILITIES IN THE AREAS
UNDER CONSTRUCTION PRIOR TO THE TIME WHEN THE FINAL SYSTEM IS PLACED INTO SERVICE. ALL PIPES AND STRUCTURES,
AND POLES WITHIN THE LIMITS OF WORK SHALL BE LEFT IN A CLEAN AND OPERABLE CONDITION AT THE COMPLETION OF
WORK. THE CONTRACTOR IS RESPONSIBLE FOR DAMAGE TO ANY EXISTING UTILITIES AND FOR REPAIRS THAT COMPLY WITH
THE REQUIREMENTS OF THE CITY OR RESPECTIVE UTILITY COMPANY.
5. ADJUST ALL MANHOLES TO FINISH GRADE AND CATCH BASINS TO FINISHED GRADE ELEVATION MINUS 0.01'. ADJUST ALL GATE
BOXES, CURB STOPS AND CLEANOUT COVERS TO FINISH GRADE. EXISTING GRANITE CURB CATCH BASIN INLET SECTIONS
SHALL BE REMOVED AND RESET.
6. UTILITY TRENCHES IN ROADWAY SHALL BE PATCHED WITHIN 48 HOURS OR AS DIRECTED BY THE ENGINEER.

7. THE CONTRACTOR SHALL NOTIFY ALL RESIDENTS AND BUSINESSES OWNERS OF ANY WORK WHICH WILL AFFECT ACCESS TO
THEIR PROPERTY (SUCH AS DRIVEWAYS). SAID NOTICE SHALL BE GIVEN, IN WRITING, 24 HOURS PRIOR TO THE
COMMENCEMENT OF SUCH WORK.
8. PROPOSED CATCH BASIN RIM ELEVATIONS ARE LISTED AS APPROXIMATE ELEVATION ON THE PLANS, ACTUAL ELEVATIONS
SHALL BE FINISHED PAVEMENT ELEVATION MINUS 0.01'.
9. ALL WATER SHUTDOWNS SHALL BE PERFORMED BY THE CITY OF NORTHAMPTON WATER DIVISION.
10. ANY WATER HYDRANT THAT IS OUT OF SERVICE SHALL BE BAGGED. THE FIRE DEPARTMENT SHALL BE NOTIFIED AT LEAST 24
HOURS IN ADVANCE OF ANY HYDRANT THAT IS TO BE TAKEN OUT OF SERVICE.
11. ALL WATER SERVICES SHALL BE RENEWED TO THE PROPERTY LINE OR AS DIRECTED BY THE ENGINEER. EXISTING WATER
SERVICE BOX LOCATIONS ARE APPROXIMATE ONLY. CONTRACTOR SHALL VERIFY WATER SERVICE AND GATE VALVE
LOCATIONS IN THE FIELD, PROVIDE SERVICE TAPS ACCORDINGLY AND ENSURE THAT ALL SUCH BOXES ARE IN WORKING
ORDER AFTER THE COMPLETION OF THE WORK, AS APPROVED BY THE WATER DIVISION.

12. ALL WATER GATES, BENDS, CAPS TEES, PLUGS, PIPE RUNS AND BRANCHES SHALL BE RESTRAINED PER SPECIFICATION.
13. NO SPLICING OF WATER SERVICE LINES ALLOWED. IF CONTRACTOR DAMAGES WATER SERVICE LINE, THE DAMAGED LINE
SHALL BE REPLACED FROM THE CORPORATION STOP AT THE MAIN TO THE CURB BOX SHUTOFF.
14. WATER AND SEWER PIPES SHALL BE SEPARATED BY A MINIMUM OF 10 FEET HORIZONTALLY AND 18 INCHES VERTICALLY
WHEREVER POSSIBLE.
15. ALL WATER MAINS SHALL BE PRESSURE TESTED AND DISINFECTED. THE ENGINEER AND WATER DEPARTMENT MUST BE
PRESENT FOR ALL WATER SYSTEM TESTING AND DISINFECTION. REFER TO THE SPECIFICATIONS AND DETAIL SHEETS FOR
SPECIFIC REQUIREMENTS REGARDING THE ENGINEER'S INSPECTION OF WATER MAIN AND CONTRACTOR'S REPORTING AND
CERTIFICATION.
16. ALL SEWER MAINS AND STRUCTURES SHALL BE LEAKAGE TESTED. THE ENGINEER MUST BE PRESENT FOR ALL TESTING.
REFER TO THE SPECIFICATIONS AND DETAIL SHEETS FOR SPECIFIC REQUIREMENTS REGARDING THE ENGINEER'S
INSPECTION AND CONTRACTOR'S REPORTING AND CERTIFICATION.
17. CONTRACTOR SHALL PROVIDE DEWATERING AS NEEDED TO INSTALL UNDERGROUND UTILITIES "IN THE DRY".
18.CAPPING DEAD-END WATERLINES: ALL NEW TEMPORARY AND PERMANENT DEAD-END WATERLINES SHALL BE CAPPED AND
SEALED WITH MECHANICAL JOINT CAPS.
19.ABANDONMENT OF NON-PRESURIZED PIPING: EXISTING PIPELINE THAT WILL NO LONGER BE CONNECTED TO THE WATER
SYSTEM SHALL BE REMOVED FROM THE SITE AND PROPERLY DISPOSED OR SHALL BE ABANDONED IN PLACE. PIPELINE
ABANDONED IN PLACE SHALL HAVE ALL OPEN ENDS SEALED WITH MASONRY AND CONCRETE PLUGS TO PREVENT THE FLOW
OF GROUNDWATER THROUGH THE PIPELINE(S).
20.WATER SERVICE CONNECTIONS: SERVICE CONNECTIONS SHALL BE INSTALLED CONSISTENT WITH THE WATER SERVICE
DETAIL PROVIDED ON DETAIL SHEETS. THE SERVICE BOX AND CURB STOP SHALL BE LOCATED AT THE PROPERTY LINE OR
OTHER LOCATION AS REQUIRED BY THE ENGINEER.
21.THRUST BLOCKS & JOINT RESTRAINT: THRUST BLOCKS ARE REQUIRED AT ALL WATERMAIN BENDS, TEES, PLUGS/CAPS, AND
HYDRANTS; SEE DETAILS. JOINT RESTRAINT IS REQUIRED (IN ADDITION TO THRUST BLOCKS) AT ALL BENDS, TEES,
PLUGS/CAPS, HYDRANTS, TRANSITION FITTINGS AND VALVES.
SIGN AND PAVEMENT MARKINGS:
1. ALL EXISTING TRAFFIC CONTROL SIGNS WITHIN THE LIMITS OF WORK SHALL BE MAINTAINED, PROTECTED, AND/OR REMOVED
AND RESET UNLESS OTHERWISE NOTED ON THE PLANS OR AS DIRECTED BY THE ENGINEER. ALL SIGN PANELS REMOVED FOR
REPLACEMENT SHALL BE DISPOSED OF OFF-SITE OR DELIVERED TO THE DPW YARD AS REQUESTED BY THE ENGINEER.
2. EXACT LAYOUT AND PLACEMENT OF ALL SIGNS AND THERMOPLASTIC PAINT TO MEET INTENT OF THE CURRENT EDITION OF
THE "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES" (MUTCD) GUIDELINES, & BE APPROVED BY ENGINEER. HIGH
INTENSITY RETROREFLECTIVE SHEETING SHALL BE USED FOR ALL SIGNS.
TREE PROTECTION:
1. TREES IN THE VICINITY OF WORK SHALL BE PROTECTED DURING CONSTRUCTION. PRIOR TO STARTING WORK, CONTRACTOR
SHALL CONSULT WITH DPW ARBORIST TO DETERMINE TYPE OF PROTECTION REQUIRED FOR EACH TREE. SEE TREE
PROTECTION DETAILS.
PROPERTY PROTECTION:
1. LAND MONUMENTS AND PROPERTY MARKS SHALL BE CAREFULLY PROTECTED AND, IF FOUND NECESSARY TO REMOVE, THE
CONTRACTOR SHALL DO SO ONLY AT THE ENGINEER'S DIRECTION AND AFTER AN AUTHORIZED AGENT HAS WITNESSED OR
REFERENCED THEIR LOCATION. THE CONTRACTOR WILL BE RESPONSIBLE FOR THE REPLACEMENT BY PLS OF ANY PROPERTY
PINS OR MONUMENTS DISTURBED DURING CONSTRUCTION.
2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL DAMAGE CAUSED BY THEIR ACTIONS ON PRIVATE PROPERTY.
3. EXISTING MAILBOXES SHALL BE PROTECTED FOR REMOVED AND RESET TO PERFORM WORK.
SEQUENCE OF WORK:
1. CONTRACTOR SHALL SUBMIT A DETAILED PLAN SHOWING THE OVERALL SEQUENCE OF WORK OF EACH WORK ITEM,
INCLUDING BUT NOT LIMITED TO PROPOSED SCHEDULE, SEQUENCING OF INSTALLATION OF VARIOUS COMPONENTS OF THE
WORK, PROPOSED ROAD CLOSURES, AND ALTERNATE ROUTES.
2. THE SEQUENCE OF WORK SHALL ALSO DESCRIBE METHODS TO MAINTAIN PEDESTRIAN TRAFFIC FOR ALL PHASES AND TO
ALL AFFECTED PROPERTIES.
3. THE CONTRACTOR SHALL SUBMIT A DETAILED TRAFFIC MANAGEMENT PLAN FOR REVIEW AND APPROVAL BY THE
NORTHAMPTON DPW PRIOR TO CONDUCTING ANY SITE WORK.
4. CONTRACTOR SHALL IMPLEMENT SITE SAFETY CONTROLS AND TRAFFIC AND PEDESTRIAN MANAGEMENT PLAN PRIOR TO

DEMOLITION:

120.1).
2. THE PAID LIMITS FOR COLD IN PLACE [CIP] RECYCLING SHALL BE AS SHOWN ON PLANS OR AS REQUIRED BY ENGINEER.
WHERE EXISTING PAVEMENT IS WIDER THAN CIP AREA, REMOVE EXISTING PAVEMENT AND GRADE SHOULDER TO MATCH
FINISHED PAVEMENT AND LOCAL GRADES TO ALLOW FOR OVERLAND FLOW. PAVEMENT OUTSIDE OF CIP AREA AND BELOW
CIP RECYLED PAVEMENT (4" TYP.) SHALL BE PAID FOR AS UNCLASSIFIED EXCAVATION (ITEM 120.1).
3. IN AREAS WHERE BITUMINOUS CONCRETE IS TO BE REMOVED, THE EDGE OF ANY BITUMINOUS CONCRETE TO REMAIN
SHALL BE NEATLY SAWCUT PRIOR TO THE BITUMINOUS CONCRETE REMOVAL. IF THE NEATLY SAWCUT EDGE IS DAMAGED
PRIOR TO FINAL PAVEMENT, IT SHALL BE NEATLY SAWCUT AGAIN AS DIRECTED BY THE ENGINEER.
4. THE CONTRACTOR, AT HIS EXPENSE, SHALL REMOVE AND DISPOSE OF ANY AND ALL MATERIALS ENCOUNTERED DURING
UNCLASSIFIED EXCAVATION AND CONSTRUCTION IN ACCORDANCE WITH ALL APPLICABLE CITY OF NORTHAMPTON, STATE
AND FEDERAL REGULATIONS.
5. MATERIALS TO BE REMOVED MAY INCLUDE, BUT ARE NOT LIMITED TO: BITUMINOUS PAVEMENT, CURBING, WALKS AND
DRIVES; CONCRETE CURBING, WALKS AND DRIVES; CAST IRON, ASBESTOS CEMENT AND OTHER PIPING; UTILITY
STRUCTURES; RUBBLE, ROCK AND UNSUITABLE MATERIAL.
6. UNLESS OTHERWISE INDICATED, ABANDONED EXISTING UTILITY LINES SHALL BE CAPPED WITH MASONRY & CONCRETE
PLUGS AT THE LIMITS OF WORK. ABANDONED LINES WITHIN THE LIMITS OF WORK SHALL BE REMOVED AND DISPOSED OF
IN ACCORDANCE WITH ALL LOCAL, STATE AND FEDERAL REGULATIONS.
7. UNANTICIPATED EXISTING STRUCTURES, AT THE DESCRETION OF THE ENGINEER, MAY BE ABANDONED IN PLACE, AS
FOLLOWS: REMOVE THE TOP RISER SECTION; PERFORATE THE BOTTOM TO ALLOW IT TO DRAIN; ALL PIPE PENETRATIONS
SHALL BE PLUGGED WITH MASONRY AND MORTAR; AND THE VOID SHALL BE BACKFILLED AND COMPACTED WITH
ORDINARY BORROW.
8. SHOULDERS SHALL BE GRADED WHERE OVERLAND DRAINAGE IS OBSTRUCTED, OR NOTED ON PLANS, PER COUNTRY
ROAD DETAIL (SHEET D-1), OR AS DIRECTED BY ENGINEER.

STORMWATER REPORT
This project has been designed to minimize impacts to stormwater runoff and to improve water quality post-
development. As a redevelopment project, it is only required to meet Standards 2, 3, and pretreatment and
structural best management practices for Standard 4, 5 and 6 to the maximum extent possible.
Standard 1: (Does not apply.)
Standard 2: Post-development peak discharge rates do not exceed pre-development peak discharge rates.
No change to impervious area is proposed. Discharge rates are expected to remain the same.
Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of infiltration measures.
No additional loss of groundwater recharge is anticipated from this project.
Standard 4: Stormwater management systems shall be designed to remove 80% of the average post-construction load of Total
Suspended Solids (TSS).
Proposed construction is not expected to increase TSS load. The addition of deep sump catch basins
along Spring Street and Cross Street will provide improved stormwater treatment over existing conditions.
Standard 5: Land uses with higher pollution potential loads shall reduce discharge from such land uses to the maximum extent
possible.
No new land uses with higher pollution potential are proposed.
Standard 6: Stormwater discharges near or to any critical area require the use of the specific source control and pollution
prevention measures as provided in the Massachusetts Stormwater Handbook.
The Mill River is a Coldwater Fishery. Hooded, deep sump catch basins are considered acceptable
pre-treatment practices for this resource.
