In granting the Site Plan for the Common Driveway, the Planning Board made findings based on the information and plans submitted in the application:
1. "Common Driveway Plan & Profile" , prepared for Marilyn Laflamme, Diane Ewing and John W. Ewing, prepared by Hatch Mott MacDonald, dated 1/17/07.
2. "Plan of Land in Northampton, MA", surveyed for Marilyn Laflamme, Diane Ewing and John Ewing by Hatch Mott MacDonald, dated 10/26/06.
The Board made the following findings, with conditions, in accordance with section 350-11 for Site Plan Approval:
1. The requested use protects adjoining premises against seriously detrimental uses. If applicable,
this shall include provision for surface water drainage, sound and sight buffers and preservation
of views, light, and air. Single Family uses are allowed in the Suburban Residential district. This driveway will serve 3 lots reducing the clearing required for driveways to serve
the
lots individually.
2. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts on the streets
and roads in the area. Three potential curb cuts will be reduced to one.
The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area roads or intersections effected by the project below the existing
conditions when the project is proposed and shall consider the incremental nature of development and cumulative impacts on the LOS. The applicant will contribute upon issuance
of a certificate of occupancy payment in-lieu of actual mitigation to address the anticipated 30 trips per day from the site as whole.
3. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. The
common driveway will limit the total number of curb cuts and areas cleared for driveways.
4. The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system, sanitary and
storm sewage collection and treatment systems, fire protection, streets and schools. A stormwater management plan has been approved by Department of Public Works.
5. The requested use meets the special regulations set forth in the Zoning Ordinance for common driveways in section 350 Attachment , specifically:
- Shall not service more than three (3) lots (six lots for common driveways that loop to a road in two locations and are not dead-ends in
any location).
- Shall provide the only vehicular access to the lots being serviced by it, and shall be so stated in the lot deeds.
- Shall be of suitable construction, grade, length and location, in the opinion of the Planning Board, for the access and turn-around of
cars, trucks, ambulances, fire, and police, which will be utilizing such driveway. At a minimum, a common driveway shall not exceed
10% grade, shall have a width of a least fifteen (15) feet, shall have passing turnouts providing a total width of at least 20 feet along a
distance of at least 25 feet, spaced with no more than 300 feet between turnouts, and with the first such passing turnout being
