You have presented a number of scenarios for uses. The garage does not meet the setback requirements for a dwelling unit. It cannot be used as living space or sleeping space. Your property is in a residential district, so it cannot be rented for business or commercial storage use. The only uses allowed at this point would be storage, a workshop or studio space for the tenants of the house on the property, or as a home business, again for the tenants of the house on the property. Use as a home business would require a permit from the Zoning Board of appeals because of the setbacks. If you present a single proposal with more detailed information, I will make a formal decision. As presented, you would need a variance from the Zoning Board of Appeals because a portion of the addition extends into the required 15' side setback. Since the existing house conforms to the setback requirements, you cannot create a non -conformity. The ZBA could not grant a variance in this situation. If you establish the eastern property line, either by survey or by line -of -sight between property pins, and present a plan that places the addition within the required 15' setback I would approve the application.
