Confirm that the CC is to supply the project scaffolding/access. ANSWER: The following Paragraph is included in each Filed Sub Bid section under the heading "Field Conditions" or "Project Conditions." The General Contractor is responsible to provide staging and scaffolding for the work, including the work of Filed Subcontractor, as revised below in Section 01 50 00 "Temporary Facilities and Controls." Revise such paragraph to read as follows: A. Temporary Support Facilities: Furnish and install all temporary lifts, hoists, rigging, labor and materials, and temporary support to perform all operations in connection with the installation of this Work. Remove all temporary support facilities when no longer required. Each Filed Subcontractor is responsible to provide all temporary lifts and hoists for their work as described in Section O I 50 00 "Temporary Facilities and Controls" paragraph 3.03H. 2. Is the removal of bird droppings the responsibility of the abatemellt contractor? If not, what trade is responsible for this scope of work? (Ref DJ.I, D2.l) ANSWER: See Specification Changes and Drawing Changes above. 3. Whose scope of work is it to remove the bird screening? (Ref D2.l) ANSWER: General Contractor; Specification Section 024296 Historic Removal and Dismantling; See Specification Changes and Drawing Changes above. 4. Is the GC responsible for all protection and more specifically the front entry bronze railings and granite steps? (Ref D2.l) ADDENDUM 3 PROJECT #DCP 1828 HC 1 PAGE40F 14 ANSWER: General Contractor; See Specification Section 015000, Temporary Facilities, Par. 3.04 C and D. Also see Specification Section O 11000, Summary, Par. 1.10 D and 1.16. 5. Who owns weather protectio11 at the base of the pin11acles where the sto11e are removed/or flashi11g i11stallatio11? ( Ref D2. I) ANSWER: Roofing Sub-Contractor; See Specification Sections 070150.19, Preparation for Rerooftng; 073213, Architectural Terra Cotta Roof Tiles. 6. Confirm that the Roofer is respo11Sible for supplyi11g a11d i11stalling the flashing including the upturned I ' leg that is buried in the masonry at the base of the pinnacles and roof interface on the slopes at the base of the tower. (Ref DI.I, D2.4) ANSWER: Flashing is part of Roofing Filed Sub-bid. Please see those sections of the specifications. 7. Confirm that the mason is responsible for the removal of soil at the base of the building to access the joints that are called out to be repainted below grade. (Ref D2.J) ANSWER: General Contractor is responsible; see Specification Changes and Drawing Changes above. 8. Confirm that the Roofer is responsible for filling the open ended roof tiles with mortar. (Ref. A3.l) ANSWER: Mortar for this work is specified in Roofing Section 073213 including installation instructions in Part 3. 9. Confirm that the CC is to supply and install the access doors in the tower. (Ref. A5.2) ANSWER: Supplied by GC and installed by Mason; see above. JO. Confirm that the GC is to provide' winder conditions (i.e. tarping, heat and snow removal) so that the masonry restoration work will be allowed to favorably proceed without any interruption during winter months. ANSWER: No Winter Conditions are anticipated. Masonry sections specify temperature limitations' no work when temperature is below 40 degrees F. See Specification Changes and Drawing Changes above. I I. Page I of the Instructions to Bidders lists DCAMM as the Awarding Authority, but Section OIIOOO, Pg. I, 1.03 lists the Hampshire Council of Governments as the Owner. Can you clarify to which elltity -· DCAMM or Hampshire Council of Governments -we should make out our bid bond? ANSWER: Commonweahh of Massachusetts 12. Ca11you clarify the project schedule? Pg. 2 of the 1TB lists the start date as 10/19/18. Pg. 2 of the Owner -Contractor Agreement says the schedule is 240 days. Section OJ 1000, Pg. 3, 1.08, B says the Notice to Proceed is scheduled for 9/1/18 with a final completion of 3/15119. ANSWER: See Specification Changes and Drawing Changes above. ADDENDUM 3 PROJECT #DCP 1828 HC 1 PAGE50F14 I 3. Can you confirm that the GC will be responsible for staging the building as discussed at the walkthrough? ANSWER: See Specification Changes and Drawing Changes above. 14. Section OJ 1000, Pg. 5, 1.12, B refers to coordinating work that may result in high levels of noise and vibration, odors, and other disruption but doesn't address off-hours work. Can you confirm that 110 off-hours work is required? ANSWER: Work hours are indicated in Front End of Specifications and also Section 011000; no off hours are anticipated. 15. Section 012200, Pg. 2, 1.05 D calls for a unit price to replace exterior wood window trim/brick mold and refers to Section 062013 Exterior Finish Carpentry only. Can you confirm that the Painting Filed Sub-Bidder should NOT include a unit price for painting this trim? ANSWER: No Unit Price 2 (1.05.D) is required for Painting. Linear footage of trim at historic windows will be the same whether or not there are trim replacements. 16. Section 012300, Pg. 2, 3.01, A lists Alternate #1 as a DEDUCT and indicates that the affected section is 085200 Wood Windows. Please clarify the following: A. The scope of this alternate affects Section 0900001, Painting Filed Sub-Bid. Can you confirm that our bid will not be rejected for acknowledging this Alternate despite our section not being listed in 012300, Pg. 2, 3.01, A, 2? ANSWER: There is no scope for Painting under Alternate No. I. See Specification Changes and Drawing Changes above. B. Alternate# I increases the scope of work for 090001. Can you confirm that our bid will not be rejected for listing this alternate as an ADD when the specs indicate it is a DEDUCT? ANSWER: There is no scope for Painting under Alternate No. I. See A. above. 17. RESTORED WINDOWS: Demolition drawings call for the removal and repair of windows and frames for Window Types Al, A2, and F. Window Type Falso has exterior brickmold to be repaired. The scope of work owned by Section 080352 versus 090391 is unclear, and there are other items associated with these windows that are not addressed. Please clarify the following: A. Can you clarify what you mean be removing the window frame? ANSWER: Scope of Painting is not changed by window repairs; See Specification Changes #18 and Drawing Changes #I and #2 above. B. Which trade/specification section repairs the exterior brickmold at Window Type F and are these repairs done off-site? ANSWER: Windows, with the exception of preparation and painting, are part of General Contractor Work. ADDENDUM 3 PROJECT #DCP1828 HCl PAGE60F14 C. Can you clarify what preparation is required at the existing interior trim? For example, does the trim need to be removed and repaired? Does the paint need to be removed? Will the trim be primed by 080352? ANSWER: There is no interior trim at Window Type F, where only window and frame will require finish work. There is interior trim at the four Type A (A I and A2) windows that will require finish work. Specification calls for paint/varnish removal; substrate repair and preparation; and painting. Please note the only priming called for in section 080352 is related to new window should it be determined an original window cannot be repaired. Existing windows are already primed and painted. All surface preparation, priming and painting is by Painting Filed Sub-bid. D. ls Section 080352 responsible/or removing the paint from all sash.frames, and trim/or Windows Al, A2, and F? ANSWER: No. Painting and Finishing is Painting FSB. See Painting Sections; see also Specification Changes and Drawings Changes above. E. ff not, what paint removal is performed by the Painting FSB? ANSWER: See Previous F. Can you confirm that Section 080352 is responsible for all repairs to existing windows, frames, sills, and trim, interior and exterior? ANSWER: Windows, with the exception of surface preparation and painting, are part of General Contractor Work; see Specification Changes and Drawing Changes above. G. ff that is not correct, what, if any, repairs are performed by the Painting FSB? ANSWER: See above; see also Specification Changes and Drawing Changes above. H. There are references in 080352 to fully refinishing these windows, such as on Pg. 9, 3.02, B, 5 and Pg. 12, 3.10, B, 2. However, there are other references that indicate 080352 will prime the sash and 090391 will apply field finish coats. Does 080352 fully refinish historic wood windows or do they only prime the sash for field finish coats by the Painting FSB? ANSWER: Windows, with the exception of surface preparation and painting, are part of General Contractor Work; see also Specification Changes and Drawing Changes above. /. ls 080352 responsible for priming the existing wood frames and trim or will the frames and trim need to be both primed and finish painted by the Painting FSB? ANSWER: Windows, with the exception of surface preparation and painting, are part of General Contractor Work; see also Specification Changes and Drawing Changes above. J. What wood repair does Section 090391 own (Pg. 11, 3.06, A and B) if080352 is responsible for fu:ing the sash, frames, and trim? ANSWER: Windows, with the exception of surface preparation and painting, are part of General Contractor Work; see also Specification Changes and Drawing Changes above. ADDENDUM 3 PROJECT #DCP 1828 HC l PAGE70F14 18. REPLACEMENT WINDOWS: Under the base bid, Window Types B, C, D, E, G, & hare removed, along with the associated exterior trim. The plans call for scraping and removing paint and caulk from the window openings ( demolition notes and 2/A5. l). Please clarify the following: A. Which trade/specification section is responsible for removing pailll and caulk from openings? ANSWER: See 003126 Existing Hazardous Materials Information/ 0 l 3543/028020 Asbestos Remediation; and 090000l/09039l/099300 Painting Specification sections. B. The existing interior trim at these windows is scheduled to be removed, salvaged, and reinstalled. Does it need to be repaired? ANSWER: Please review these windows on site. This material is in good condition. The Painting sections indicate Painter's responsibilities; drawings call for what is to be done with the trim. C. If the interior trim is repaired, which trade/specification section is responsible? ANSWER: See B above D. The interior trim is called out to be refinished (cleaned, sanded, stained, and sealed). Will this trim be refinished in the field after the installation of the replacement windows? ANSWER: Refinishing will be in-place 19. ALTERNATE #1 WINDOWS: Under Alternate #1, Window Types B, C, D, E. G, & H will not replaced. The plans indicate that these windows and their associated brickmold will instead be cleaned, repaired, and painted. Please clarify the following: A. These windows aren't called out to be removed and repaired/rebuilt like the restored windows Al, A2, and F. Can you clarify how the process for repairing these windows differs from the process for repairing the Al. A2, and F windows? ANSWER: As indicated in the drawings, Alternate #I leaves Windows B, C, D, E, G, and H in place; there is no scope for Painting under Alternate No. I. See also Specification Changes and Drawing Changes above. B. Can you clarify which trade/specification section owns the repair of these windows, including the brickmold? ANSWER: Windows and carpentry, with the exception of surface preparation and painting, are part of General Contractor Work. C. Will existing paint need to be removed from the sash.frames, and trim? ANSWER: See drawings, esp. A5. I and A5.2 D. If paint removal is required, is it performed under section 080352 or is it by the Painting FSB? ANSWER: See above. ADDENDUM 3 PROJECT #DCP1828 HCl PAGE80F14 E. Can you clarify who (the GC or .a specific trade contractor) is responsible for providing access (lifts and/or staging) to these windows if the Alternate is accepted? ANSWER: See Specification Changes and Drawing Changes above. 20. GENERAL NOTE l to the right of Detail 2/A4.1 says to clean, sand, and stain the balcony and stairs. General Note 2 says to clean floors, sand, prime, and stain 2 coats. Details l/A4.1 includes a note that the treads, risers, balusters, banding, and railings at the stair down to the 4th floor should be cleaned, sanded, stained and sealed. Please clarify the following: A. The scope of work in the tower shown 011 Al .2, A3. 1. and A4. l does not include any finishing of the existing railings/or the stair tower. Ca11 you confirm that these existing railings don't need to be finished? ANSWER: See Specification Changes and Drawing Changes above. B. If the stair railings do need to be finished, which trade/specification section is responsible? ANSWER: See Specification Changes and Drawing Changes above. C. Section 090106.91 is responsible for staining, sealing, and applying polyurethane finish coats to existing wood flooring. Does General Note 1 near 2/A4. l refer to finishing the FLOOR of the balcony and stairs or to the structure itself? ANSWER: Balcony Floor, Railings, and Balcony support structure; See Specification Changes and Drawing Changes above. D. If Note 1 does refer to finishing the structure, is the Painting FSB responsible for the finish? ANSWER: See Specification Changes and Drawing Changes above. E. Who is responsible for finishing the stair down to the 41" floor in l/A4.J, including the treads/risers as well as the railings? ANSWER: Painting and Finishing is the responsibility of the Painting FSB F. All of these items call out different coating systems. Some are stained only, some are stained and sealed, and General Note 2 near 2/A4.1 includes the word "rime". Can you clarify finish requirements for floors, stair structure ( including treads/risers), and railings? ANSWER: See Specification Changes and Drawing Changes above. 21. 040322, 2.05, A calls for masonry restoration anchors. I don't see these on the plans -please clarify where these are being used. ANSWER: 2.05 A may be needed as conditions require; 2.05.b anchors are called for in the drawings: Refer to Structural Drawings and A4. I Interior Elevations 22. Who is responsible for the brick removal at interior of the top of the tower? ADDENDUM 3 PROJECT #DCP1828 HCl PAGE90F14 ANSWER: Masonry work by Mason 23. 040323, 2.03, A&B call/or selallts (sic) and backer rod. Plese (sic) clarify where this will take place, as I don't see it on the drawings. ANSWER: Material may be used as conditions require. 24. Will the stone masonry require a cleaning prior to repainting, and upon completion of repainting? Or only after the repainting? All of the masonry restorations specifications are very specific about no work under 40 degrees F and obtain in 28 day curing times on mortar prior to applications of sealers. How are the GC's going to project what temporary heating and protections costs are when the vary (sic) nature of the work has very stringent performance parameters which requires the work de done in the non-winter months. The potential for excessive costs for protecting the building and the real potential of having defective work due to winter conditions is a real concern regardless of attempting to protect the work in New England during the winter months. The 240 day construction calendar is only reasonable when coupled with starting this project in late winter when the heating of the envelope would not be required and the project during would end before the next heating season. The Contract Documents are hereby modified as follows: A. QUESTIONS FROM BIDDERS: 1. Per Addendum #3 the GC is responsible for staging and scaffolding to provide entire installation for all trades. How is the GC to know what staging I scaffolding the Roofing FSB will need to pe,form their work vs the Masonry FSB? For example the Masonry contractor will need staging placed directly on the roof to provide access to remove the brown stone so the Roofing FSB can install flashing. When this work is completed the Mason's staging will no longer be required and will need to be removed so the Roofing contractor to complete their work, but its not clear for a GC what if any other staging the Roofer will need? Please provide specific staging details to include for work by Roofing FSB. Also please clarify that all Trades are to provide their own Man Lifts and Crane needs and required to completed their own scope of work. ANSWER: As indicated in Addendum No. 3, the General Contractor is responsible for all scaffolding and staging necessary for the project, including for masons and roofers, to complete the work. Scheduling of the project and therefore scheduling/phasing of scaffolding and staging shall be as determined by the General Contractor. Regarding "Man Lifts and Crane needs:" As indicated in section 015000 and the Filed Sub-Bid sections of the Specifications, and also reiterated in Addendum No. 3, 'each Filed Subcontractor is responsible to provide all temporary lifts and hoists for their work as described in Section 01 50 00 "Temporary Facilities and Controls" paragraph 3.03H.' 2. Given the uncertainty of winter months and temperature restrictions shall the GC include staging for 240 days? If the project goes longer do to weather delays will a Change order be issued to additional staging rental? ANSWER: Exterior staging by GC is required for the project. March 1st is anticipated date when General Contractor will erect exterior staging for exterior work. 3. Please clarify if the Roofing FSB is required to provide dumpsters for disposal of the roofing debris? If not please provide a tonnage or quantity of dumpster for the GC to provide for this scope. ANSWER: General Contractor is to provide all debris removal. 4. Please provide a complete asbestos report the report in section 00 31 26, is missing a summary and quantity of each asbestos containing material. ANSWER: Please see attached.
