ToddMarchefkapresentshisapplication. Boardaskedquestionsaboutthedefinitionofalodgingunitvs. anapartmentunit. Alsoasked aboutthedefinitionofakitchen. Marchefkaexplainedalodgingunitisforshort-termstays, anditwillnothaveastove. CarolynMischexplainedthatwhatconstitutesakitchenisdeterminedbythebuildinginspector. Boardaskediftheunitcouldbeconvertedtoaproperapartment. Marchefkaexplainedthattheunitcouldnotbeconvertedunlessthezoningchanged. He disclosedthatthecitycouldrevokehislicensetorunhisbusinessifheviolatedzoning regulations. Johnsonopensforpubliccomment. Nopublicispresent. UponmotionbyKennethJodrieandsecondbyJenniferDieringer, theboardvotedunanimously toclosethepublichearing. UponmotionbyKohoutandsecondbyStephenGilson, theboardvotedunanimouslytoapprove theamendmenttothespecialpermittorelocateonelodgingunitfromthemainhousetothe accessorystructureat74BridgeSt, Northampton, MapID32A-177withthefollowing conditions: 1)Theratioofthe7lodgingunitsandoneapartmentunitremain. 2)Thelodgingunitintheaccessorybuildingmaynotcontainkitchenand/orkitchenette facilities. 7:25P.M JohnsonopensrequestbyWrightBuilders, Inc. for40Rreviewtoconstruct12new residentialtownhouseunitsin3newbuildingsonOlanderDr. andMoserSt., NorthamptonMap Id38A-111. JeffSquireofJohnKuhnArchitectspresentedtheapplication. Boardhadquestionsaboutbikerackanddumpsterlocations. Squireexplainedthelocationofthebikerackwasthemostconvenientforvisitorsandthatthe dumpsterissharedbytwobuildings. MishpresentedanissuetobeaddressedintheDPWmemoregardingrequirementsfor23 separatewaterconnectionsforthenewunits. Johnsonopensthepubliccomment. BobKayeofMass. DevelopmentexpressedconfusionovertheDPW'smemoregardingthe requirementof23separatewaterconnections. Kayeexpressedthathedoesnotwantthisaspect ofthememotobeaconditionofboardapproval. Kohoutinquiredaboutwhowouldmaintainthesidewalks, andifunitswillhaveenough drivewayspaceforasecondcar. JeffWrightofWrightBuildersexplainedtheappropriatehomeowner’sassociationwillmaintain thesidewalks, andthattherewillbeenoughpavementforsecondarydrivewayspaces. Johnsonaskedifaphotovoltaicplanwassubmittedforparkinglots.
