SECTION I – HISTORY / SCOPE OF WORK
The existing structure was originally constructed circa 1900 as a downtown row. The
Classification of Work Activity in the Work Area is a Change of Use with a Level III
Reconfiguration of Space and Addition. The building was last used as mercantile, (M), (a.k.a.
Western Village Ski & Sports) and with areas for support and storage in the basement and on the
second floor. The third and fourth floors have been unoccupied for many years, however the
existence of plumbing fixtures for bathrooms and kitchen areas suggest that these floors were last
used for residential occupancies. The proposed reconfigurations shall create a mixed use separated
building configuration. There will be a change the use group on the 2nd floor to Residential, (R-2)
apartment. An addition shall be constructed on 2nd, 3rd and 4th floors at the rear on the building to
bring the rear exterior wall into alignment with the existing rear wall of the 1st floor. A new roof
with enclosed stairways leading to the roof and roof decks shall be constructed.
The HVAC, plumbing and electrical systems shall be expanded and reconfigured. An
automatic fire sprinkler system, (installed in accordance with Section 903.3.1.1), shall be installed
throughout the building.
Basement Work Area:
An interior partition, door, existing toilet and oil tank shall also be removed. New mop sink shall
be installed. New concrete slab on grade at front half of basement.
1st Floor:
Two plumbing chases shall be constructed to service the floors above. A new unisex employee
restroom shall be constructed. Mop sink will be installed. Flooring shall be refinished. New
storefront glazing system to replace existing (style of storefront to match current existing
storefront as close as possible).
2nd Floor:
Existing non-load bearing interior partitions and doors and fixtures shall be removed. The
existing rear exterior wall shall also be removed once the addition is constructed. Existing
beams and floor joists shall be repaired and/or replaced as necessary. New interior partitions
shall be constructed creating a residential apartment.
3rd & 4th Floors:
Existing non-load bearing interior partitions and doors shall be removed. The existing rear
exterior walls shall also be removed once the addition is constructed. Existing beams and floor
joists on the third floor shall be repaired and/or replaced as necessary. New beams and
subflooring shall be added on the fourth floor. New interior partitions shall be constructed to
create a two split level residential apartments.
Roof:
The interior stairways for the residential apartments shall be extended to the roof allowing access
to the roof. The existing roof rafters shall be replaced and new beams shall be added beneath the
roof rafters. The existing roof shall be replaced with a new roof, (wood sheathing, rigid
insulation and membrane.) New roof decks shall be added to service the residential apartments
below.

Existing means of egress shall be reconfigured and the existing interior stairway shall be
upgraded.
SECTION II – BUILDING DESCRIPTION – EXISTING
Construction Type: IIIB –Unprotected.
Building height: 45 feet above grade
Foundation Wall: Unreinforced stone and brick masonry
Foundation Floor: Poured concrete
Exterior Walls: Front and side walls are solid masonry. The side walls are bearing walls. The
rear wall is solid masonry on the first floor with wood framed exterior walls
on the 2nd, 3rd and 4th floors.
Interior: Clear span joist framing from side to side onto the exterior load bearing
masonry walls, with non-load bearing partitions.
Floors: Wood flooring, (subfloor and finish floor), above wooden joists
Roof: Standard framing with wood sheathing, with membrane.

SECTION III – ADDITION
The construction of the addition shall comply with the 2009 IBC with Mass. Amendments
as adopted for new construction without requiring the existing building or structure to comply with
any requirements except as required by this the 2009 IEBC chapter 10. Where the addition impacts
the existing building that portion shall comply with 2009 IEBC chapter 10.
1002 HEIGHTS AND AREAS
The 2nd, 3rd, 4th floor and roof areas shall be built with a Type IIIB construction. The second
floor and shall be fire separated from the basement and 1st floors of the building. The third and
fourth floor residential occupancies shall be fire separated from the second floor and from each
other. The combined height and area of the existing building and the addition meet the requirements
of the 2009 IBC with Massachusetts Amendments.

IBC 1509.2.2 Area limitation: The aggregate area of penthouses and other rooftop
structures shall not exceed one-third the area of the supporting roof. Such penthouses shall not contribute to either the building area or number of stories as regulated by Section 503.1.
The area of the penthouse shall not be included in determining the fire area defined in Section 902.
IBC 504.2 Automatic sprinkler system increase: The maximum building height is
increased by 20 feet (6096 mm) and the maximum number of stories is increased by one, but shall not exceed 60 feet (18 288 mm) or four stories, respectively.
IBC 506.3 Automatic sprinkler system increase: The building is equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1 therefore
the building area limitation in Table 503 is permitted to be increased by an additional 200 percent in addition to the height and story increases in accordance with Section 504.2.
IBC 506.5 Mixed occupancy area determination: 506.5.2 More than one story above grade plane. Each story individually complies with
the applicable requirements of Section 508.1. For buildings with more than three stories above grade plane, the total building area shall be such that the aggregate sum of the
ratios of the actual area of each story divided by the allowable area of such stories based on the applicable provisions of Section 508.1 shall not exceed 3.
IBC 508.4.1 Occupancy classification: Separated occupancies are individually classified in accordance with Section 302.1. Each separated space shall comply with this code based
on the occupancy classification of that portion of the building. IBE 508.4.2 Allowable building area: In each story, the building the sum of the ratios,
of the actual building area, of each separated occupancy divided by the allowable building area of each separated occupancy does not exceed 1.

1003 STRUCTURAL 1003.1 Compliance with the International Building Code: Additions to existing
buildings or structures are new construction and shall comply with the 2009 IBC with
Massachusetts Amendments.
1003.2 Additional gravity loads: Existing structural elements supporting any additional gravity
loads as a result of additions shall comply with the 2009 IBC with Massachusetts Amendments.
1003.3 Lateral-force-resisting system: Not applicable, (hereinafter “N/A”), the lateral-force
story shear in any story is not increased by more than 10 percent cumulative.
1003.3.1 Vertical addition. All lateral-force-resisting elements of the existing structure
affected by such addition shall comply with the 2009 IBC with Mass. Amendments for wind
provisions and seismic forces. The addition increases the building area less than 50%,
therefore the evaluation and analysis shall demonstrate compliance with reduced seismic
force levels as specified in section 101.5.4.2 of the 2009 IEBC with Massachusetts
Amendments. 1003.3.2 Horizontal addition. All lateral-force-resisting elements of the existing structure
affected by such addition shall comply with the 2009 IBC with Mass. Amendments for wind
provisions and seismic forces.
1003.3.3 Voluntary addition of structural elements to improve the lateral-force-resisting system. N/A
1003.3.4 Irregularities. N/A
1003.4 Snow drift loads: Structural elements of the existing building subjected to additional
loads from the effects of snow drift as a result of an addition shall comply with the 2009 IBC
with Mass. Amendments. 1003.5 Flood hazard areas. N/A
1005 ACCESSIBILITY
Accessibility requirements of the addition shall be in accordance with 521 CMR.

SECTION IV – CHANGE OF USE
901 GENERAL: A Certificate of occupancy is required. 901.3.1 Partial change of occupancy classification. Where a portion of an existing building is
changed to a new occupancy classification, Section 912 shall apply.
912 CHANGE OF OCCUPANCY CLASSIFICATION 912.1.1 Compliance with Chapter 8. The portions of the existing building undergoing a change
in their occupancy classifications are separated from the remaining building with fire barriers
having fire separation resistance rating of one hour, s as required by the 2009 IBC with
Massachusetts Amendments. The requirements of Chapter 8 shall be applicable for the new
occupancy classifications.
912.2 Fire protection systems: The building shall be equipped with an automatic sprinkler
system installed in accordance with Section 903.3.1.1 and an alarm system throughout the
structure. This system shall comply with the provisions of 2009 IBC, Chapter 9 with
Massachusetts Amendments.
912.3 Interior finish: The interior finish of walls and ceilings in the work area shall comply with
the requirements of the 2009 International Building Code for the new occupancy classification.

912.4.1 Means of egress for change to higher hazard category - Second story.. The
proposed Change of Occupancy on the Second story to residential, (R-2) has a higher Relative
Hazard Category than the existing occupancy, (B) The means of egress on the second story shall
comply with the requirements of Chapter 10 of the to 2009 IBC, with Massachusetts
Amendments.
The Third and Fourth Stories: The existing Occupancies on the third and fourth stories will
remain R-2 residential. Newly constructed or configured means of egress shall comply with the
requirements of Chapter 10 of the 2009 IBC with Massachusetts Amendments.
IBC 1015.1 Exits or exit access doorways from spaces: Two exits or exit access
doorways from any space shall be provided where one of the following conditions exist.
1. The occupant load of the space exceeds one of the values in Table 1015.1.

Exception: In Group R-2 and R-3 occupancies, one means of egress is permitted

within and from individual dwelling units with a maximum occupant load of 20 where
the dwelling unit is equipped throughout with an automatic sprinkler system in
accordance with Section 903.1.1 or 903.1.2.
IBC 1021.1 Exits from Stories: All spaces within each story shall have access to the
minimum number of approved independent exits as specified in Table 1021.1 based on the
occupant load of the story. For the purposes of this chapter, occupied roofs shall be
provided with exits as required for stories.
Exceptions:
4. In Group R-2 and R-3 occupancies, one means of egress is permitted within and
from individual dwelling units with a maximum occupant load of 20 where the
dwelling unit is equipped throughout with an automatic sprinkler system in
accordance with Section 903.1.1 or 903.1.2.
There is one R-2 Occupancy space on the second story, equipped throughout with an automatic
sprinkler system in accordance with Section 903.1.1, and with an occupancy load of eight. This
space meets the requirements of Exception 4 to IBC Section 1021.1 therefore only one exit is
required from this space.
There are two multi-story R-2 Occupancy spaces on the third and fourth stories which exit onto
the third story. All spaces within the third and fourth stories and the roofs have access to the
exits via interior stairways within the interior space of the dwelling units. These two dwelling
spaces are equipped throughout with an automatic sprinkler system in accordance with Section
903.1.1, and each has an occupancy load of less than ten. These spaces meet the requirements
of Exception 4 to IBC Section 1021.1 therefore only one exit is required from each space.
IBC 1021.2 Single Exits: … Occupancies shall be permitted to have a single exit in
buildings otherwise required to have more than one exit if the areas served by the single exit
do not exceed the limitations of Table 2021.2. Mixed occupancies shall be permitted to be
served by single exits provided each occupancy complies with the applicable requirements of
Table 1021.2 for that occupancy.

The second story only contains one dwelling unit. The travel distance for the dwelling unit is
less than 50 feet. The dwelling unit is equipped throughout with an automatic sprinkler system in accordance with Section 903.1.1, and the unit contains emergency escape and rescue openings
in accordance with Section 1029. Therefore only one exit is required from the second story.

The third story contains two multi-story dwelling units. re are two multi-story R-2 Occupancy
spaces on the third and fourth stories which exit onto the third story. The travel distance for the
dwelling units is less than 50 feet. The dwelling units are equipped throughout with an
automatic sprinkler systems in accordance with Section 903.1.1, and the units contain emergency
escape and rescue openings in accordance with Section 1029. Therefore only one exit is required
from the third story.

912.4.3 Egress capacity: Egress capacity shall meet or exceed the occupant load as specified in the International Building Code for the new occupancy.

There are a sufficient number of exits serving the building. The R-2 Occupancies may be served
by single exits from the second and third stories where the travel distance is less than 50 feet,
and the building is equipped throughout with an automatic sprinkler system in accordance with
Section 903.3.1.1.

912.4.4 Handrails: (See section 705.9 below)
912.4.5 Guards: Every open portion of the roof deck and all stairways in the building leading to
the exit discharge at grade shall be provided with guards designed and installed in accordance
with the 2009 IBC with Massachusetts Amendments.

912.7 Enclosure of vertical shafts. All stairways and vertical shafts shall be enclosed.

805 MEANS OF EGRESS: 805.2 Means-of-egress lighting. Means of egress from the third floor to the floor of exit
discharge shall be provided with artificial lighting within the exit enclosures in accordance with
the requirements of the 2009 IBC with Mass. Amendments.
805.3 Exit signs. Means of egress from the third floor to the exit discharge shall be provided
with exit signs in accordance with the requirements of the 2009 IBC with Mass. Amendments.
806 ACCESSIBILITY: No additional requirements beyond those identified above.
807 STRUCTURAL 807.2 New structural elements: New structural elements including connections and
anchorage, shall comply with the 2009 IBC with Massachusetts Amendments.
807.3 Existing structural elements carrying gravity loads: Alterations shall not reduce the
capacity of existing gravity load-carrying structural elements.
807.4 Structural alterations:
807.4.1 Evaluation and analysis. An engineering evaluation and analysis that establishes
the structural adequacy of the altered structure shall be prepared by a registered design
professional and submitted to the code official.
807.4.3 Limited structural alteration. Where not more than 30 percent of the total floor
and roof areas of the building are involved in structural alteration within a 12-month period,
the evaluation and analysis shall demonstrate that the altered building or structure complies
with the loads applicable at the time of the original construction or of the most recent
substantial structural alteration as defined by Section 807.4.2. Any existing structural element
whose seismic demand-capacity ratio with the alteration considered is more than 10 percent
greater than its demand-capacity ratio with the alteration ignored shall comply with the
reduced International Building Code level seismic forces as specified in Section 101.5.4.2.
For the purposes of calculating demand-capacity ratios, the demand shall consider applicable
load combinations with design lateral loads or forces in accordance with sections 1609 and
1613 of the International Building Code 2009 with Massachusetts Amendments (780 CMR
1609 and 1613). For purposes of this section, comparisons of demand-capacity ratios and
calculation of design lateral loads, forces, and capacities shall account for the cumulative
effects of additions and alterations since original construction.
808 ENERGY CONSERVATION
The alterations shall conform to the energy requirements of the International Energy Conservation
as they relate to new construction only.

SECTION VI - LEVEL II ALTERATIONS
All new construction elements, components, systems, and spaces shall comply with the requirements
of the 2009 IBC with Massachusetts amendments.
703 BUILDING ELEMENTS AND MATERIALS
703.2 Vertical openings: N/A, the building is protected by an automatic fire sprinkler system 703.2.3 Supplemental stairway enclosure requirements. The stairways shall be enclosed with
smoke-tight construction on the third floor and all floors below. 703.3 Smoke barriers: N/A

704 FIRE PROTECTION
The building shall be equipped with an approved Fire Protection System consisting of an alarm
system and automatic sprinkler system pursuant to Chapter 9 of the 2009 IBC with
Massachusetts Amendments, Section 903.3.1.1. 704.1.1 Corridor ratings: 1 hour required
704.2 Automatic sprinkler systems. N/A 704.3 Standpipes. N/A
704.4 Fire alarm and detection.
Manual fire alarm system: A manual fire alarm system that activates the occupant
notification system in accordance with Section 907.5 shall be installed as required by Chapter
9 of the 2009 IBC with Massachusetts Amendments for existing Group R-2 occupancies. 704.4.3 Smoke alarms. Individual sleeping units and individual dwelling units shall be
provided with smoke alarms. Single- or multiple-station smoke alarms shall be installed and
maintained at all of the following locations: On the ceiling or wall outside of each separate
sleeping area in the immediate vicinity of bedrooms; in each room used for sleeping
purposes; and in each story within a dwelling unit, including basements but not including
crawl spaces and uninhabitable attics, pursuant to Chapter 9 of the 2009 IBC with
Massachusetts Amendments.
705 MEANS OF EGRESS
102.2.2.1 Existing Non- Conforming Means of Egress:
1. There are a sufficient number of exits serving the building. .
2. The exit component widths are sufficient to provide adequate exit capacity
3. The existing means of egress shall be reconfigured and shall are arranged to provide safe and
adequate means of egress including exit signage and emergency lighting to comply with the
2009 IBC with Massachusetts Amendments.
705.4 Egress doorways. The R-2 Occupancy spaces may be served by single exits within and
from individual dwelling units, (see section 912.4 above.) The S-1 Occupancy in the basement
may be served by a single exit where the travel distance is less than 75 feet and the building is
equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1.
The M occupancy is served by two egress doorways.

705.4.2 Door swing: The individual tenant spaces have occupancies of less than 50 therefore
the door swing to the individual tenants may swing into the tenant spaces. All doors in the
enclosed stairways close in the direction of exit travel.
705.4.3 Door closing: All doors opening onto an exit stairs shall be self-closing or automatically
closing by listed closing devices.
705.4.4 Panic hardware. N/A
705.5.1 Corridor doors: Corridor doors in the work area shall not be constructed of hollow
core wood and shall not contain louvers. Existing doors shall be required only to resist smoke,
be reasonably tight fitting, and shall not contain louvers
705.5.2 Transoms: N/A

705.6 Dead-end corridors: Dead-end corridors shall not exceed 50 feet
705.7 Means of Egress Lighting: Means of egress throughout the building shall be provided

705.9.1 Handrails: Every exit stairway that is part of the means of egress shall be provided with
handrails for the full length of the run of steps on at least one side.
705.9.2 Design: No additional requirements beyond those identified above.

706 ACCESSIBILITY No additional requirements beyond those identified above.
707 STRUCTURAL
707.2 New structural elements: New structural elements in alterations, including connections
and anchorage, shall comply with the 2009 IBC with Massachusetts Amendments.
707.3 Minimum design loads: The minimum design loads on existing elements of a structure
that do not support additional loads as a result of the alterations shall be the loads applicable at
the time the building was constructed.
707.4 Existing structural elements carrying gravity loads: Alterations shall not reduce the
