December 28, 1998
The Northampton Conservation Commission held a meeting on Monday, December 28,1998 at 7:00
p.m. in Council Chambers, Wallace J. Puchalski Municipal Building, 212 Main Street, Northampton,
Massachusetts.
Present were Members: Chair Mason Maronn, Allan Doe, Michael Reed, William Rosen and Susan
Roy (7:48 p.m.).
Staff. Senior Planner John Bennett and Board Secretary Laura Krutzler.
Scott Brisson was present and sought informal direction from the Conservation Commission as to
how to proceed to obtain permission for maintenance work in proximity to wetland areas at the
Leeds driving range. (Assessor's Map 11A, Parcel 58) Members advised Brisson to file a Notice
of Intent with the goal of setting up a regular maintenance plan for the property.
Chair Maronn opened the meeting at 7:27 p.m.
Krutzler made ><nor correction to the minutes of December 7,1998. Rosen m to accept
the minutes as ame d. Reed seconded. The motion passed unanimo :0.
At 7:29 p.m., Maronn opened the P 'c Hearin a Request for Determination filed by
Christopher L. Frank for ongoing regul nal ;gravel intenance to preserve approved drainage
patterns, including patching holes and r areas h and regrading within the buffer zone
of a brook, at 50 Cooke Aven , a so known as Nor mpton Assessor's Map 18C, Parcel 34.
Christopher Fra xplained that the request was for routine mainnce he normally did each year.

At 8:20 p.m., Maronn opened the Public Hearing on a Request for Determination filed by
Timothy Ferry to determine if there are wetlands at a property located on Dimock Street, Leeds,
also known as Assessor's Map 1513, Parcel 14.
Maronn read the legal notice.
Timothy Ferry was present.
Maronn explained to the applicant that it was not really the Board's purview to determine whether
a lot was buildable, but the Board could make a determination as to whether there were wetlands on
the property.
Ferry asked if the lot could be built on if there were wetlands?
Maronn said they would need a delineation in order to make that determination...
Ferry expressed confusion as to the process for obtaining a delineation. Bennett explained that his
role as staff person was not to delineate the wetland but to review delineations performed by
someone else. Maronn explained the typical process for approving a delineation.
Reed asked Ferry what led him to suspect [the presence of) wetlands?
Ferry said there were wet areas and pussy willows, etc.
Members advised Ferry to hire a wetlands specialist to flag the property and then to contact Bennett
to ask him to confirm the wetland line.
Roy moved to continue the Public Hearing to January 25,1999 at 7:30 p.m. Rosen seconded.
The motion passed unanimously 5:0.
Member efly discussed a letter from David Pesuit, commenting that it appeare e more of
a tree - cutting is than a wetlands issue. Bennett advised them that som e neighbors were
dramatically unhappy the outcome.
Members noted that they did not hav ' the trees and decided that no response was
needed.

Determination filed by Timothy Ferry to determine if there are wetlands at a property located on
Dimock Street, Leeds, also known as Assessor's Map 15B, Parcel 14.
The applicant submitted a letter requesting a continuance. Bennett advised members that the
applicant needed to continue because he wanted to obtain a wetland delineation, and it was not
possible to identify the wetland boundaries until after the snow had melted. Krutzler said Ferry told
her he would like to continue to either the first or second meeting in April.
Reed moved to continue the hearing to April 12, 1999 at 7:30 p.m. in Council Chambers.
Rosen seconded. The motion passed unanimously 4:0.

The Northampton Conservation Commission held a meeting on Monday, April 12,1999 at 7:00 p.m.
in Council Chambers, Wallace J. Puchalski Municipal Building, 212 Main Street, Northampton,
Massachusetts.
Present were Members: Chair Mason Maronn, Vice Chair Michael Reed, Allan Doe, Frank
Fournier, III, Jim Kaplan and Susan Roy.
Staff. Senior Planner John Bennett and Board Secretary Laura Krutzler.
Timothy Ferry was present to request a continuance of his hearing scheduled for 7:30 p.m. He said
he had had Chuck Dauchy come out to his property, and Dauchy had said there was a small corner
where someone could build a really small house. Ferry requested a continuance to the second
meeting in May.
Maronn opened the meeting at 7:07 p.m.
Minutes.
Reed moved to approve the minutes of June 8, 1999. Kaplan seconded. The motion passed
unanimously 6:0.
Election of Chair/Vice Chair.
Kaplan nominated Maronn as Chair. Fournier seconded.
Roy nominated Reed as Vice Chair. Doe seconded.
Members decided to consider the motions together. The motions passed unanimously 6:0.

At 7:48 p. Maronn opened the Public Hearing on a Request for Determination file Alan
Verson to disc a storm water from a new 12,000 s.f. building and 40 -car ,A&ljng lot to an
underground brook kn as Market Street Brook at 97 Hawley Stre=also own as Assessor's

Verson reported that the Planning Board had ap v e project last Thursday.
Verson commented that the site was nerally acknow ed as a terrible eyesore in the
neighborhood. He described the pr rty as an empty, one -acre lot h collected debris and trash
and had a collapsed section o ce, adding that people in the neighborhoo uld be happy to have
the proposed building structed there and felt [the building] would be a welco addition to the
neighborhood.

The Northampton Conservation Commission held a meeting on Monday, May 24, 1999 at 7:00 p.m.
in Council Chambers, Wallace J. Puchalski Municipal Building, 212 Main Street, Northampton,
Massachusetts.
Present were Members: Chair Mason Maronn, Vice Chair Michael Reed, Jim Kaplan, Sue Roy.
Staff. Senior Planner John Bennett and Board Secretary Laura Krutzler.
Maronn opened the meeting at 7:11 p.m.
Members noted with regret the passing of Associate Member James Raymond.
Due to a clerical error, the continuation of the Public Hearing on the Request for
Determination by Timothy Ferry was left off the agenda. The Conservation Commission failed
to open the public hearing, and no action was taken on the application.
Subsequent to the meeting, the applicant was contacted and requested to either submit a
Request for Withdrawal or to provide further information to the Commission, at which time
another Public Hearing would be scheduled.
