(Note application incorrectly indicated Laing as property owner) HARDSHIP: CONDITION OF APPROVAL: FINDINGS: The Planning Board granted the amendment to the original permit for a restaurant at the site, specifically granting the reduction in six parking spaces based on the information discussed at the hearing and presented in the application. The Board found that the modification to add seating within the space originally approved by the Board as a restaurant would continue to meet the general special permit criteria approved for the restaurant. The special permit for the reduction in parking was based on the location of available public, metered parking along Green Street, West Street and behind Forbes Library that could accommodate patrons. The Board determined that this neighborhood business district is situated mainly for pedestrian traffic. Further, the Board considered that mandating six additional off-site parking spaces for any business within this commercial neighborhood would make it impossible for any tenant to reuse existing buildings. Finally, the board determined that granting the reduction is consistent with the adopted Sustainable Northampton Plan in which a major goal is to increase pedestrian activity and safety. The plan states that mixed use commercial centers are areas in which parking requirements are less important so as to facilitate walkability.
