I have reviewed the building permit you submitted for work on the Carriage House at 20 Munroe Street in Northampton. I have denied the permit because the work would result in a violation of the City
of Northampton Zoning Ordinance. The property at 20 Munroe Street is in the URB (urban residential) district. Only one structure
containing a dwelling unit is allowed on a lot without zoning relief. Per the URB district table of use and dimension regulations, a second dwelling is allowed with
Planning Board site plan approval. Per the zoning ordinance section 350-10.10, an accessory apartment in a detached structure is allowed with a special permit form the Zoning Board. In both cases, the second dwelling unit must meet the setback requirements for a principal structure; in the URB district, 10” front, 15’ sides and 20’ rear. Because the carriage house does not meet these setbacks, converting it to a dwelling unit would also require a variance per 350-9.3 (B) (3), 350-4.10 (C) and M.G.L. 40A sec. 10.
