RECEIPT OF BIDS
The City of Northampton, the Awarding Authority, invites sealed bids from Roofing Contractors for the Roof
Replacement Project at the RK Finn/Ryan Road Elementary School located at 498 Ryan Road, Northampton,
MA and at the Leeds Elementary School located at 20 Florence Street, Leeds, MA, in accordance with the
documents prepared by Raymond Design Associates, Incorporated.
The Project consists of roof replacements at both schools under a single contract. It includes 37,000 sf at the
Finn/Ryan Road School and 12,000 sf at the Leeds Elementary School. Work includes, but is not limited to, the
removal and replacement of existing ballasted, adhered and mechanically fastened roof systems down to roof
deck, metal fascia’s, and miscellaneous accessories. Work also includes the temporary disconnect and
reconnection of existing mechanical systems as required to install new roof systems.
The Work, including all alternates, is estimated to cost $1,300,000. Bids are subject to M.G.L. c.149 §44A-J & to
minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive. General bidders must be certified by
the Division of Capital Asset Management (DCAM) in the category of Roofing. DCAM Certificates of Eligibility
and Update Statements shall be submitted with bids showing bidder is approved to bid on project of this size
and scope.
General Bids will be received until 2:00 PM, Thursday, May 7, 2015 and publicly opened, forthwith.
Filed sub-bids for the trades listed below will be received until 2:00PM, Wednesday, April 29, 2015 and opened
forthwith.
Filed sub-bidders must be DCAM certified for the trades listed below and bidders must include a current DCAM
Sub-Bidder Certificate of Eligibility and a signed DCAM Sub-Bidder’s Update Statement.

All bids should be delivered to: The City of Northampton, Office of Central Services, attention David Pomerantz,
located at 240 Main Street, Northampton, MA 01060; and received no later than the date & time specified
above.
Work shall begin on or about June 26, 2015 and be substantially completed no later than August 14, 2015.
A Pre-Bid Meeting is scheduled for 2:00 PM, Wednesday, April 22, 2015 starting at the Leeds Elementary
School, 20 Florence Road, Leeds, Massachusetts and continuing on to the Finn/Ryan Road Elementary School
located at 498 Ryan Road, Northampton, to familiarize bidders with the advantages and difficulties of the project
site and ask questions. Due to state law regarding CORI requirements, no Bidder will be permitted access at
any other time. Any Prospective Bidder who attempts to access the building without prior approval will be
escorted off the property.

Bidders are cautioned to carefully examine the contract documents and the documents relating to existing
conditions. Attention is specifically directed to the requirements concerning Equal Employment Opportunity,
Anti-Discrimination, and Affirmative Action Program of the Commonwealth of Massachusetts, as well as the
requirements of the prevailing wages, which is incorporated in the Contract Documents.
General bidders are required to contract with minority and women-owned businesses as certified by the
Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation requirement
reserved for such enterprises shall not be less than 10.4% of the final contract price including accepted
alternates.
Contract Documents will be available for viewing and ordering at www.BidDocsOnline.com after 2:00 PM on
Tuesday, April 14, 2015. There is a plan deposit of $75.00 per set (maximum of 2 sets) payable to BidDocs
ONLINE. Additional sets may be purchased for $125.00. Only registered bidders will receive addenda notices
from BidDocsOnline.
Deposits must be paid for electronically or by certified or cashier's check. This deposit will be refunded for up to
two sets for bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise
the deposit shall be the property of the Awarding Authority.
Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for
UPS Ground and $65.00 per set for overnight, payable to BidDocs Online Inc., to cover mail handling costs.
Deposits for Contract Documents are fully refundable upon return of the documents in good condition within
fourteen calendar days after the opening of the Bids. Otherwise the deposit shall be the property of the
Awarding Authority.
The Contract Documents may be examined at the following locations after 12:00 Noon on Tuesday, April 14,
2015.

All bids for this project are subject to the provisions of Massachusetts General Laws, Chapter 30, Section 39M,
as amended and Massachusetts General Laws, Chapter 149, Section 26-27b inclusive and Section 44A-44J
inclusive. Attention is directed to the minimum wage rates to be paid on the work as determined by the
Commissioner of Labor and Workforce Development.
All bid deposits will be returned in accordance with applicable statutory provisions.
The City of Northampton will reject general bids when required to do so by the above-referenced General Laws.
In addition, the City of Northampton reserves the right to waive any informality in bidding and to reject any and
all bids if it deems it to be in the public interest to do so.
