019120MSBA Accelerated Repair Program RK Finn/Ryan Road and Leeds Elementary Schools Northampton, Massachusetts Commissioning Requirements 01 91 20 - 1 SECTION 01 91 20 COMMISSIONING REQUIREMENTS PART 1 - GENERAL 1.1 GENERAL REQUIREMENTS A. Include the General Conditions, Modifications to the General Conditions, and applicable parts of Division 01 as part of this Section. B. Examine all other Sections of the Specifications for requirements which affect work of this Section whether or not such work is specifically mentioned in this Section. C. Coordinate work with that of all other trades affecting or affected by work of this Section. Cooperate with such trades to assure the steady progress of all work under Contract. D. It is the intent of the Specifications and the Drawings to require that the equipment to be furnished complete in every respect, and that this Contractor shall provide all equipment needed and usually furnished in connection with such systems to provide a complete installation. Equipment, materials, and articles incorporated in the work shall be new and of the best grade of their respective kinds. 1.2 SUMMARY A. Section includes general requirements that apply to implementation of commissioning for specific systems, assemblies, or components relating to roofing systems. B. OPR and BoD documentation are included by reference for information only. C. Contractor and subcontractors shall include all commissioning costs in their Bid. 1.3 DEFINITIONS A. BoD: Basis of Design: A document that records concepts, calculations, decisions, and product selections used to meet the OPR and to satisfy applicable regulatory requirements, standards, and guidelines. The document includes both narrative descriptions and lists of individual items that support the design process. B. Commissioning Plan: A document that outlines the organization, schedule, allocation of resources, and documentation requirements of the commissioning process. C. CxA: Commissioning Authority. D. OPR: Owner's Project Requirements. A document that details the functional requirements of a project and the expectations of how it will be used and operated. E. Systems, Subsystems, Equipment, and Components: Where these terms are used together or separately, they shall mean "as-built" systems, subsystems, equipment, and components. 1.4 COMMISSIONING TEAM A. Members Appointed by Contractor(s): Individuals, each having the authority to act on behalf of the entity he or she represents, explicitly organized to implement the commissioning process through coordinated action. The commissioning team shall consist of, but not be limited to, representatives of the Owner, each Contractor, including Project Superintendent and subcontractors, installers, suppliers, and specialists deemed appropriate by the CxA. B. Members Appointed by Owner: 1. Owner’s Project Manager [OPM] to coordinate and oversee the work on a daily basis. 2. CxA: The designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. Owner will engage the CxA under a separate contract. 3. Representatives of the facility user and operation and maintenance personnel. 4. Architect and/or engineering design professionals. 1.5 OWNER'S RESPONSIBILITIES A. Provide the OPR documentation to the CxA and each Contractor for information and use. B. Assign operation and maintenance personnel and schedule them to participate in commissioning team activities. C. Provide the BoD documentation, prepared by Architect and approved by Owner, to the CxA for use in developing the commissioning plan, systems manual, and operation and maintenance training plan. 1.6 CONTRACTOR'S RESPONSIBILITIES A. Contractor shall assign representatives with expertise and authority to act on its behalf and shall schedule them to participate in and perform commissioning process activities including, but not limited to, the following: 1. Comply with The Commissioning Plan. 2. Communicate and coordinate all activities with the OPM, Designer, Commissioning Agent, and other authorized representative of the Owner of the Project. Evaluate performance deficiencies identified in test reports and, in collaboration with entity responsible for system and equipment installation, recommend corrective action. 4. Cooperate with the CxA for resolution of issues recorded in the Issues Log. 5. Attend all commissioning team meetings, which will be held on a variable basis. 6. Integrate and coordinate commissioning process activities with construction schedule. 7. Review and accept construction checklists provided by the CxA. 8. Complete paper or electronic construction checklists as Work is completed and provide to the Commissioning Authority on a weekly basis. 9. Review and accept commissioning process test procedures provided by the Commissioning Authority. 10. Set-up, perform and complete commissioning tests except any testing specifically designated as provided by the CxA. [The cost of fastener pullout testing, and system uplift testing of adhered rather than mechanically fastened systems shall be paid by the contractor.] a. ASTM E907 - 96(2004) Standard Test Method for Field Testing Uplift Resistance of Adhered Membrane Roofing Systems, shall be performed on roofing systems using adhesive to hold the roofing system to the deck. b. At the beginning of the roofing work two tests shall be performed at mockups or in a corner area at a Factor of Safety of 2.0, as well as on different roofing assemblies, to determine the effectiveness of the installation. One test each, shall be performed at the end of the work at a corner, edge and field area at Factor of Safety of 1.25 to verify that the roofing system is performing satisfactorily. c. Testing costs, repairs to failed test areas and consequences of failed test results shall be paid by the contractor at no cost to the owner. 11. Be present for all commissioning tests. B. The Contractor shall perform the following tasks relating to the Commissioning process: 1. Cooperate with the Commissioning Authority personnel and Roof Commissioning Agent, provide access to work, and provide adequate schedule for the work for commissioning tasks. 2. Furnish copies of all shop drawings, manufacturer’s literature, installation instructions, maintenance information, schedules, warranties or other information as requested. 3. Provide qualified personnel for assistance to complete the commissioning tests, including seasonal testing and all required air and water leakage testing for elements of the building exterior enclosure. 4. Submit a copy of the General Contractor’s project and site specific Quality Assurance program to be implemented for construction for review by the Architect of Record, the Owner and Owner representatives and the MSBA Accelerated Repair Program RK Finn/Ryan Road and Leeds Elementary Schools Northampton, Massachusetts Commissioning Requirements 01 91 20 - 4 Commissioning Authority, including the CxA prior to beginning construction and prior to the kick-off meeting of the Commissioning Process. 5. Participate and ensure all subcontractors utilized for work on this contract participate in meetings prior to beginning construction with the various members of the design and construction teams, including, but not limited to, the Owner, Owner’s representatives, Architect of Record, Commissioning Authority, suppliers, and manufacturer technical representatives. The subcontractors that must attend this meeting include all subcontractors that will be involved in the construction of the roof systems. This meeting will be to discuss construction sequencing and the coordination of trades and the General Contractor’s project and site-specific Quality Assurance program to be implemented that will be completed during construction of the building exterior enclosure. 6. The Contractor is to complete and participate in the construction of on-site mock-ups to check constructability of non-standard details, including but not limited to wall-to-roof and interfaces. The Contractor is to provide personnel to be present and have a representative present from each trade and/or subcontractor associated with installing the system. Personnel from each trade that will be completing the work in the field are to be utilized to construct each required mock-up. Provide a written protocol, timeline for repair of any deficiencies noted during the performance testing and/or a written report from the third party agency performing the tests indicating what repairs were required. If a systemic problem is identified during testing, provide repair and remediation protocol for any systemic failures identified by the Commissioning Authority. Include a timeline for repair of all affected elements. Repaired elements shall not be covered up without review by the Commissioning Authority. 7. Provide a representative to be present, and have a representative present from each trade and/or subcontractor associated with installing the system during roof systems testing. Provide a written protocol and a timeline for repair of any deficiencies noted during the performance testing and/or a written report from the third party agency performing the tests indicating what repairs were required. If a systemic problem is identified during testing, please see the following requirement. 8. Provide a repair and remediation protocol for any systemic failures identified by the Commissioning Authority, including a timeline for repair of all affected elements. Repaired elements shall not be covered up without review and documentation by the Commissioning Authority. 9. Provide copies of all test and inspection reports for inclusion in the Systems Manual to be submitted as part of the project closeout documentation. 10. Provide a Systems Manual as part of the project record closeout documentation that includes, but is not limited to, closeout requirements listed in these specifications and more specifically: a. As-built drawings, including a copy of all details and drawings that were installed as part of any addendums or change order directives. All deviations shall be clearly marked in red pen. b. Specifications for the project, including all accepted product substitutions and any additional specifications as part of any MSBA Accelerated Repair Program RK Finn/Ryan Road and Leeds Elementary Schools Northampton, Massachusetts Commissioning Requirements 01 91 20 - 5 addendums or change order directives. All accepted product substitutions and all deviations shall be clearly marked in red pen. c. A copy of all accepted change orders d. A copy of all final shop drawings for each product requiring shop drawings, with the A/E mark-ups and comments, showing final as-built conditions e. A copy of all warranties, organized by product, and any and all product manufacturer letters indicating the product as appropriate to use for the application intended on the project as well as any installation guidance f. A master product list summarizing all products used on the project for construction of the building exterior enclosure, organized by tabs in a binder, including the following information: 1) Product name 2) Product manufacturer 3) Catalog or other applicable number for ordering 4) Manufacturer’s contact information, including the contact information for the technical representatives, including one national contact and one regional technical representative contact 5) Product color 6) Supplier contact information 7) Products installation instructions, including installation instructions supplied with any of the shop drawings that indicated field installed items. 8) Manufacturer’s product maintenance guide 9) Manufacturer’s checklist for periodic review of the product indicating how often the product should be checked and the process for implementing a repair. 10) Special warranty information. 11. Participate in maintenance orientation and inspection and in one maintenance and training session with the building operations and maintenance staff and other participants identified by the Owner and Architect-of-Record. 12. Provide labor and facilities: a. To provide access to work to be tested C. SUBMITTALS 1. The Contractor is to provide the following submittals to the Commissioning Authority, in addition to submitting them to the Architect-of-Record. These submittals are in addition to those specified in Division 1 Section 01810 "General Commissioning Requirements." a. Qualifications Data: For fabricators, installers, and testing agencies, submit to the Commissioning Authority for review of all qualifications required by the specifications. b. Special Inspections Reports for all special inspections indicated by the Architect/Engineer-of-Record in the specifications. Construction Phase 1. Coordinate Commissioning work w/ GC, OPM and Design Team. 2. Attend construction progress meetings at a minimum every month. 3. Review all Contractor and Sub-Contractor Submittals. 4. Visit site during installation of items specific to commissioning process. 5. Conduct Commissioning Team meetings. 6. Create Pre-Functional Checklists & Functional Test Procedures documents. 7. Review Contractor’s test procedures. 8. Review Readiness for Testing. B. Acceptance Phase 1. Review Pre-Functional Checklist in field. 2. Review sensors and actuators. 3. Functional Performance Tests a. Witness all tests of commissioned equipment and systems. b. Prepare Issue Log on deficiencies found during testing. 4. Perform tests appropriate for the roof system selected. 5. Retain an independent testing agency, which will perform infrared testing of the low slope roof membrane and insulation. 6. Review completed As-Built documents 7. Assess and evaluate performance of systems. 8. Review Warranties. 9. Review Contract Documents regarding consumable items to be provided by the Contractor. 10. Participate in Final Punchlist. 11. Issue Report on system completeness. C. Project Closeout 1. Prepare & Issue Final Commissioning Report. D. Post Commissioning Perform required seasonal or deferred testing and deficiency corrections. Prepare final testing documents for Commissioning Record and O&M manuals. Commissioning Requirements 01 91 20 - 7 MSBA Accelerated Repair Program RK Finn/Ryan Road and Leeds Elementary Schools Northampton, Massachusetts PART 2 - PRODUCTS – NOT USED PART 3 - EXECUTION 3.1 CONSTRUCTION PHASE OBSERVATIONS A. The CxA will witness the installation of specific system components. The Contractor shall notify the CxA five days in advance of the start of the installation. The components include, but will not be limited to, the following: 1. Roof deck preparation 2. Vapor barrier 3. Insulation 4. Membrane 5. Flashings 6. Roof top equipment 7. Copings and trim 8. Drainage items 3.2 TESTING PREPARATION A. The Contractor shall certify that roof systems, subsystems and equipment have been installed and calibrated and are operating according to the contract documents. 3.3 TESTING VERIFICATION A. Prior to performance of testing work, the Contractor shall provide copies of reports, sample forms, checklists, and certificates to the CxA. B. The Contractor shall notify the CxA at least ten (10) days in advance of when the Work is available for testing. Provide access for the CxA to perform testing work. 1. The CxA will notify testing Subcontractor ten (10) days in advance of the date of field verification. 2. Remedy the deficiency and notify the CxA so verification of failed portions can be performed. 3. In cases of re-test, the testing Subcontractor shall use the same instruments that were used when original data were collected. In case of re-tests, the Contractor shall be responsible for all associated costs including re-testing by the Infra-red testing agency. 3.4 GENERAL TESTING REQUIREMENTS AND PROCEDURES A. The CxA or their testing agency shall provide technicians, instrumentation, and tools to perform commissioning test at the direction of the CxA. B. Scope of roof testing shall include entire roof system installation and shall include, but not be limited to, the following: Commissioning Requirements 01 91 20 - 8 MSBA Accelerated Repair Program RK Finn/Ryan Road and Leeds Elementary Schools Northampton, Massachusetts 1. Roof deck preparation 2. Vapor barrier 3. Insulation 4. Membrane 5. Flashings 6. Roof top equipment 7. Copings and trim 8. Drainage items C. Tests will be performed using design conditions whenever possible. D. If tests cannot be completed because of a deficiency outside the scope of the roof system, document the deficiency and report it to the Owner. After deficiencies are resolved, reschedule tests. 3.5 ROOFING TEST PROCEDURES A. The following tests will be performed on the roof system. 1. Adhesion tests of membrane to substrate. 2. Fastener pull out tests. 3. Uplift tests for low slope roofs when using adhered systems, such as asphalt or urethane foam adhesives, rather than mechanical fasteners. 4. Ventilation continuity for steeply sloped roofs. 5. Infrared scanning of low sloped roofs to be provided by the CxA. 6. Inspection of critical roof components and systems, as deemed appropriate by the CxA. B. The pull out testing of the fasteners will be required for attachment of the roofing system. The spacing of the fasting system will be determined visually and compared to the specification requirements. C. The installation of the roofing system will be viewed periodically to verify conformance with the specification. D. At the conclusion of the roofing installation the roofing will be tested by infrared scanning by the CxA to determine if the roofing system is dry and the insulation is continuous. E. Correction and Re-Testing 1. The CxA shall issue a testing and issue log documenting all system test results. 2. All components and parts of the system that fail initial testing shall be corrected by the Contractor. 3. The Contractor shall notify the CxA three (3) days in advance of when corrections have been made so the system can be re-tested. 4. The system will be re-tested until no tests show failure. In coordination with OPM and Architect, the CxA will perform a substantial completion and final completion punchlist of all system components to review conformance with project requirements and testing standards. 2. Contractor shall correct all system deficiencies until acceptance by CxA, OPM, and Architect. 3.7 POST COMMISSIONING A. Follow-up Inspection: 1. Ten (10) months after completion of final inspection, but not less than two months prior to expiration of system warranties, CxA will perform final system inspection. OPM and Contractor shall be present for inspection. 2. All systems showing air leakage, water leakage, sealant failure, flashing failure, or failure of any other components, shall be repaired by Contractor as part of the Work required. END OF SECTION Provide all warranties, owner’s manuals, and other record documents to OPM and Architect in accordance with Division 01 requirements and requirements listed above in Contractor’s Responsibilities. Provide OPM and Architect an additional copy of all documents related to roof systems for review by CxA. CxA will review documents and issue comments on completeness and accuracy of documentation. Contractor shall correct all the deficient record document items noted by the CxA. Record Documents. B.
