1. OVERVIEW
The following presents the construction-phase Roof Commissioning Plan (RCP) and
Specifications for the roof replacement projects at the RK Finn Elementary & Leeds
Elementary Schools located in Northampton, Massachusetts. The plan defines the
procedures for the commissioning of the roof replacement project and describes the
functional performance tests to be performed. The purpose of the RCP is to provide a
process for independent third-party verification that the installed performance of the roof
meets or exceeds the minimum performance requirements set forth by the Owner’s Project
Requirements (OPR) and Contract Documents; to help verify that the applicable roof
systems are installed according to manufacturer’s recommendations, design requirements,
and to industry accepted minimum standards; and to confirm that installing contractors
provide adequate quality control. This plan will be updated throughout the commissioning
process as necessary to further clarify the commissioning requirements and meet the OPR
and design intent.
The requirements of this RCP shall in no way relieve the Contractor, Designer of Record
(DOR) and other parties to this project of their respective contractual obligations to the
Owner for meeting the specified performance levels in the design and construction of this
project.
1.1 Owner’s Project Requirements (OPR)
The work at RK Finn Elementary & Leeds Elementary Schools is part of the Massachusetts
School Building Authority’s (MSBA) Accelerated Repair Program. As such, all repairs must
be in accordance with the Massachusetts Stretch Energy Code (MSEC). The RCP is based
on the requirements of the MSEC, the design drawings and specifications, and the
corresponding approved submittals and shop drawings. Raymond Design Associates, Inc.
remains the DOR for the building envelope systems and maintains discretion over the final
design and construction. Our construction phase commissioning services are intended to
help verify that the construction is in accordance with the MSEC and Raymond Design
Associates, Inc., final design and approved submittals.
1.2 General Project Information
RK Finn Elementary School
The scope of work for Areas “A” & ”D” includes the installation of a “go-over” (Areas “A” &
“D”) roof system over the existing roofing system (membrane and wood fiberboard insulation
to be removed to existing rigid insulation board). The new roof system will be an .090”
adhered EPDM roof system with a new ½” cover board (adhered in insulation adhesive) and
1” layer of rigid insulation board insulation (mechanically fastened) over the existing
insulation that is to remain. New ¼” per slope tapered crickets will be installed to provide
positive slope to roof drains
The scope of work for Roof Area “E” includes the complete removal of the existing
membrane, insulation down to the steel deck. The new roof system will be an .090” adhered

EPDM roof system with a new ½” cover board (adhered in insulation adhesive) over tapered
polyisocyanurate rigid insulation board insulation.
The work also includes the reuse of existing roof drains and removal and replacement of
existing roof drains on other roof areas, modification and reuse of existing ladders, new roof
access ladders, installation of walk pad, prefinished metal roof edge and copings, removal
and reinstallation of roof top equipment. A 30 Total System Warranty will be provided for
the new roof system. Repair of the existing structural steel is also included.
Leeds Elementary School
The scope of work for Areas “C” includes the installation of a “go-over” roof system over the
existing roofing system (membrane and wood fiberboard insulation to be removed to
existing rigid insulation board). The new roof system will be an .090” adhered EPDM roof
system with a new ½” cover board (adhered in insulation adhesive) and 2” layer of rigid
insulation board insulation (mechanically fastened) over the existing insulation that is to
remain. New ¼” per slope tapered crickets will be installed to provide positive slope to roof
drains
The work also includes the reuse of existing roof drains, installation of new scupper boxes
and downspouts, removal and reinstallation of the existing lightning protection system to
accommodate the installation of the new roof system, replacement of above roofline through
wall flashings at the perimeter of Area “C”, installation of walk pad, prefinished metal roof
edge and copings, removal and reinstallation of roof top equipment. A 30 Total System
Warranty will be provided for the new roof system. Repair of the existing structural steel is
also included.
2. COMMISSIONING TEAM INFORMATION
The members of the commissioning team include the Owner’s Project Manager (OPM),
DOR, Contractor, Subcontractors, and Roof Commissioning Agent (RCA). The general
roles of each of these parties during the commissioning process are as follows:
OPM: Facilitate and support the commissioning process, and provide final approval for the
commissioning work. Any changes to the in-progress construction, and provide final
resolution of issues. Any changes to the Contract Documents arising out of the RCP must
be submitted, reviewed, and accepted in writing by the DOR.
DOR: Review and approve submittals, observe the in-progress construction, and provide
final resolution of issues. Any changes to the Contract Documents arising out of the RCP
must be submitted, reviewed and accepted in writing by the DOR.
Contractor and Subcontractor(s): Perform or coordinate required performance tests and
quality control procedures, and provide assistance to the RCA for additional performance
test or documentation of work in progress. The Contractor shall be responsible for
coordinating and managing the commission responsibilities of each of the Subcontractors
responsible for the roof.

RCA: Coordinate the commissioning process, oversee and document performance tests
required by the Contractor or Subcontractor(s), perform performance tests, observe in-
progress construction, and provide recommendation to the DOR. The RCA is not
authorized to release, revoke, alter, or expand requirements of the Contract Documents,
approve or accept any portion of the work, perform any duties of the Contractor, or perform
duties of the DOR.

3. COMMISSIONING PROCESS
All work outlined in the RCP shall comply with the applicable building codes, the Contract
Documents, and the following general specifications for commissioning work and
procedures not otherwise specified.
1. American Society of Heating, Refrigeration and Air-Conditioning Engineers
(ASHRAE): Guideline 0; The commissioning process, 2005 Edition
2. National Institute of Building Sciences (NIBS): Guild line 3: Exterior Enclosure
Technical Requirements for the Commissioning Process, 2006 Edition.
The materials, components, systems, and assemblies that comprise the roof will be
evaluated and performance tested as outlined in the RCP, and in accordance with each of
the technical specifications associated with the design and construction of the roof.

Clarifications
The Contractor shall direct all verbal requests for clarification to the DOR. The
DOR will solicit input from the OPM and RCA where appropriate and provide
written documentation of clarification for record.
Notification of
Deficiencies
The DOR and RCA will note all deficiencies in site visit reports. Whenever
possible, the DOR and RCA will provide verbal notice of deficiencies to the
OPM upon identification. The DOR and OPM are responsible for providing
direction for corrective action to the Contractor.
Scheduling
Tests
The Contractor is responsible for scheduling all required performance tests and
quality control procedures and for coordinating such tests with the RCA. The
Contractor will include testing and quality control requirements in the weekly
project schedule.
Request for
Changes
The Contractor shall direct all requests for changes to the DOR. The DOR will
solicit input from the OPM and RCA where appropriate, and the DOR and OPM
will provide final approval of requests for changes.

3.3 Test Acceptance Criteria
The RCA may recommend performance testing not included in the contract documents.
The RCA will provide recommended performance criteria for these tests for review and
approval by the DOR and OPM.
Following performance testing, any deficiencies will be evaluated by the DOR and RCA to
determine corrective action. The Contractor shall correct deficiencies and repeat test at no
cost to the Owner. If a systemic problem is identified by the RCA during testing, the
contractor will provide a repair and recommendation protocol, including a timeline for repair
of all affected elements. Repaired elements shall not be concealed without review by the
RCA and DOR.
If it is determined that a system is constructed according to the Contract Documents, but is
not performing as intended, the Owner will decide whether modifications are required to

bring the performance of the system to a level where the noted failure or deficiency is
eliminated. If corrective work is performed, the Owner shall decide whether additional tests
are required. All modifications and additional test performed at the Owner’s and OPM’s
direction will be eligible for additional compensation.
If tests cannot be completed because of a deficiency outside the scope of the repair work,
the deficiency shall be documented and reported to the Owner, OPM and DOR. The Owner
will determine how these deficiencies shall be resolved.
3.4 Acceptance Phase and Project Close-out
As part of project record closeout documentation at the completion of the work, the
Contractor shall provide a system manual that includes all test reports, inspection reports
and certificates, manufacturer operation instructions for all operable elements of the roof,
and recommended maintenance frequency and maintenance requirements for each major
roof component or system.
At the completion of construction, the RCA will provide a final commissioning report that
includes a summary of the commissioning activities, all outstanding noncompliance items,
and all relevant reports and documentation.
4. COMMISSIONING SPECIFICATION
The following summarizes the scope of work required to complete the commissioning
process.
4.1 Roof Commissioning Agent Responsibilities
¥ Review and provide recommendations for technical submittals and shop drawings
related to the roof, after review by the DOR but before return to the Contractor, for
conformance to the design intent and industry standards.
¥ Conduct periodic site visits to review the progress of the work and evaluate its
compliance with the design documents and industry standards; The RCA will identify
noncomplyimg work items to serve as an ongoing punch list updated after each site
visit.
¥ If required, collect and retain samples of the various sealant, fenestration, and
flashing materials installed on the building to help confirm that the approved
materials are used during construction. The Contractor shall provide samples as
requested by the RCA.
¥ Perform water testing on suspected poorly performing roofing and flashing systems.
¥ Perform infrared surveys on all new, compact roof assemblies and related
construction in accordance with ASTM C1153.

4.2 Contractor Responsibilities
The Contactor shall provide all quality control and quality assurance testing and
documentation outlined in the technical specifications sections. Refer to other Divisions of
the Specifications to determine the type and extent of work therein affecting the work of the
RCP, whether or not such work is specifically mentioned in the RCP:

The Contractor shall also provide the following additional commissioning services as
directed by the RCA:
¥ Provide schedule of field quality control tests and inspections required by the
Contract and RCP.
¥ Include roof commissioning requirements and progress and the agenda at each
project meeting with the appropriate subcontractors in attendance, to review and
discuss issues and concerns noted by the DOR, the RCA, the Owner, or the OPM
that were indentified during the previous week and decide what action will be taken
to address those issues/concerns.
¥ Coordinate for a manufacturer’s technical representative to perform on-site
observations and seam testing on all prepared substrates at the site to ensure that
the materials are suitable for installation. The Contractor shall schedule the testing;
notify the DOR, OPM and RCA 48 Hrs in advance and provide a written test report.
