1)Prior to issuance of a building permit or construction and 15 days prior to building permit
a. the applicant shall submit revised final construction plans, signed and sealed by a Massachusetts
registered P.E. on all applicable plan sheets, to the DPW for review and approval
b. All tree protection for the trees labled to be remained must be installed in accordance with city
standards (ANSI 300). Inspection must be inspected by the City prior to construction.
2). The building permit plans shall show how the roof system is structured to carry PV panel loads and
conduit.
FINDINGS:
The Planning Board approved the site plan amendment for building expansion, new driveway and parking lot for VCA based upon the
following plans and information submitted with the application:
1)Site Development Plan VCA Inc. by T Reynolds Enigeering Dated November 2018. Sheets 1-11, Final revision Date 12/3/18.
2).VCA elevations by Siegfried Porth Architect dated 11/1/18.
The Planning Board approved the site plan upon determining that the aspects of 350-11.6 had been met:
A. The requested use protects adjoining premises against seriously detrimental uses. The amendment is for expansion of the allowed
industrial use
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, this shall include considering the location of driveway openings in relation to traffic and adjacent streets, cross-access
easements to abutting parcels, access by public safety vehicles, the arrangement of parking and loading spaces, connections to existing
transit or likely future transit routes, and provisions for persons with disabilities; The existing sidewalk from the building to the street will
be reconstructed and meet ADA requirements. Pedestrian access from the new parking lot to the building as designed.
C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and
other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and
setbacks. The building addition is slightly larger than previously approved, but will be in the same general location as previously planned.
D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools.
E. The requested use meets any special regulations set forth in this chapter. The request for a second curb cut was approved based on
site location and the length of frontage. No detrimental impact on the street network given the location would be created.
F. Compliance with the following technical performance standards:
Pedestrian, bicycle and vehicular traffic movement on site is separated, to the extent possible, and sidewalks are connected to the public
sidewalks, cycle tracks and bike paths.
(a) All internal and external sidewalks will be constructed of cement concrete. Sidewalks will be at least six feet in width in all commercial
zoning districts and all industrial zoning districts.

(d) For any new driveway, the portion of the driveway that crosses the sidewalk shall conform to the sidewalk requirements set forth
herein, regardless of whether there is a sidewalk improvement extending along the balance of the frontage property, with sidewalks
constructed with extra depth to withstand cars.
(3) The project is designed so there is no increase in peak flows from the one- or two- and ten-year Soil Conservation Service design
storm from predevelopment conditions (the condition at the time a site plan approval is requested).
