Feb 1, 2012 minutes M INUTES OF CENTRAL BUSINESS ARCHITECTURE COMMITTEE F EBRUARY 1, 2012 C ITY C OUNCIL C HAMBERS 210 M AIN S T, N ORTHAMPTON  Chair, Bruce Kriviskey  Joe Blumenthal  Rick Klein  Barry Steeves  Aelan Tierney  Bob Walker Staff: Planning Director, Wayne Feiden  Senior Planner, Carolyn Misch 6:00 PM Bruce Kriviskey opened the meeting with a discussion about the rail trail bridge art work. Wayne Feiden described intent of coming to the board to inquire about permit status of bridge art. Joe Blumenthal described concern about committee getting into approving art. Rick Klein noted that the committee hasn’t reviewed murals, though staff clarified that painting unpainted brick does require a permit. Wayne Feiden stated that the project could be interpreted to be a sign. Joe Blumenthal clarified that signs are not in the CBAC jurisdiction. Upon motion by Joe Blumenthal and second by Aelan Tierney, the committee determined unanimously that the bridge art was not part of the CBAC purview. 6:15 P.M. Bruce Kriviskey opened the hearing for 15 Bridge street building classification. Staff describe reasons classification was before the committee. Joe Blumenthal noted he thought the building was clearly an anomaly building. Bruce Kriviskey asked whether there was a form B on the property. Bob Walker said he couldn’t see it any other way than being classified as an anomaly. Bruce Kriviskey recognized Louis Hasbrouck, Building Commissioner. Hasbrouck agreed that it would have to be an anomaly. Upon motion by Joe Blumenthal and second by Barry Steeves, the Committee voted unanimously to classify the building as an anomaly structure. Committee voted unanimously to accept the minutes of July 14 and 26, 2011. The Committee discussed the next round of classifications and what they would like to see in order to analyze the list. Rick Klein raised the issue of tweaking the ordinance to provide greater ability to review projects that are at the gateways even if they are anomalies and to review projects if they are viewed from public spaces not just the streets. Committee adjourned at 7PM
