LaValley, Conservation, Preservation and Land Use Planner Northampton Conservation Commission City Hall Northampton, Massachusetts 01060 RE: Notice of Intent For Existing Home Maintenance Existing Single Family Home (Helen Hayward, Owner) Map 25 Lot 007 #142 Riverbank Road, Northampton, MA Background: As requested Cold Spring Environmental Consultant’s staff visited the above site to identify the existence of any regulated resource areas that are to the Massachusetts Wetlands Protection Act MGL c 131, s 40 and local Resource Bylaws. The owner Helen Hayward has requested that Cold Spring file this NOI pursuant to the Conservation’s determination of applicability dated December 2017. The NOI is submitted work conducted by Hayward’s contractor’s to maintain the dwelling. Work is reported to have included: Exterior Repainting, New Windows, Deck (replacement) as well as a Title 5 Septic Inspection. As part of the inspection, it was determined by the writer and Dan Wasiuk of the Northampton City Health Department that the Septic Tank (component only) needed immediate replacement under 310 CMR 15.00 (Title 5). The tank was immediately replaced in the exact location of the prior tank and grade returned to original condition with grass seed applied. The subject site is located on the west bank of the Connecticut River and East side of Riverbank Road. The property exists a residential dwelling built circa 1930, perched center on the lot between the River and the Road upon deep river terrace soils. The small deck is located on the southeast corner of the dwelling, portion of which appears to have had a deck or patio under some of the same portion in the past from historical aerials. All work areas in the Riverfront appear previously developed or graded in the past. Method of Identification & Resource type: Reconnaissance review was conducted using USGS, and Mass GIS maps, no survey was available. Riverbank review was conducted in January 2018 by staff Hydrogeologists at Cold Spring Environmental Consultants, consistent with the methodology based on the Bordering Vegetated Wetlands (310 CMR 10.55) and the DEP Handbook “Delineating Bordering Vegetated Wetlands under the Massachusetts Wetland Protection Act (1995). Consideration of slope vegetative community, hydric soil coloration/characteristics, topography, hydrology and function were considered during evaluation. The top of bank is generally stable and more than 30 feet from the work area conducted. All above noted locations are referenced on the Aerial Site Plan and construction details. Erosion control & observation does not appear necessary as the surface appears stable with vegetative regrowth at this time. It was our intent to request that the completed work be reviewed and filed relative to the Determination as shown, and is not presented as an actual delineation or survey for proposed work at this time.
