CONSTRUCTION OF FOUR NEW EFFICIENCY APARTMENTS & SUPPORT SERVICES OFFICE SPACE ON BEHALF OF DIAL/SELF YOUTH
& COMMUNITY SERVICES. Use is exempt under Dover.
HARDSHIP:
PROJECT LOCATED AT 93 LOCUST St & 11 HATFIELD
CONDITION OF APPROVAL:
1)Prior to issuance of a building permit, the applicant must record a stormwater maintenance agreement
as approved by the City to maintain the on site infiltration chambers.
2). Prior to issuance of a certificate of occupancy the applicant shall show how they will track traffic
mitigation in compliance with 11.6(2) through either the purchase of bike share memberships or make
a payment in lieu of traffic mitigation to address the incremental increase in trips generated by this
new project with 4 new SRO units and onsite staffed office.
3). All lighting must not create off site glare and color temperature must not exceed 3000K
4). All parking lot lights shall be regulated to turn off at 9 PM.
5). As offered by the applicant, fence shall be installed along the western property boundary instead of
landscape materials. The fence shall match the one proposed for the eastern boundary.
FINDINGS:
The Planning Board approved the Site Plan for the construction of a 4 –UNIT SRO project with office space for Dial Self programming
based on the following plans and information submitted with the application:
1. Northampton Teen Housing Hatfield St, Jones Whitsett Architects, The Berkshire Design Group, 12/21/17 pages T100, L001, L002,
L101, 102, L111 (revised 1/9/18) L211, L212, A101, A201, 202
2. Lighting Plan Reflex Lighting dated 1/10/18. Various Lighting fixture spec sheets.
The Planning Board approved the site plan for the exempt use upon determining that the criteria in §350-11.6 had been met.
A. The requested use protects adjoining premises against seriously detrimental uses. The residential use proposed for the parcel
contains most of the runoff on site infiltrating it to the ground, a fence will be installed along the boundaries to create privacy/sight
buffers; and
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets with one shared access drive with the structure on Hatfield Street.
The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads or
intersections affected by the project below the existing conditions when the project is proposed and has addressed the incremental
nature of development and cumulative impacts on the LOS. The project proponent will mitigate the incremental affects by purchasing
bike share memberships or by making a payment-in-lieu of these impacts in the one-time amount of $2400

C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and
other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and
setbacks.
D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools.
