Site work including parking, signage HARDSHIP: CONDITION OF APPROVAL: 1)Prior to any site work, the applicant shall submit revised final construction plans, signed and sealed by a Massachusetts registered P.E., to the DPW for review and approval or at least 30 days prior to the start of construction. 2).Tree protection measures shall be inspected by the City. 3).Prior to issuance of a Building Permit, the applicant shall record an executed Stormwater Operation, Maintenance, and Inspection Agreement that is binding on all subsequent owners of land served by the private stormwater management facility by recording it in the land records of the Registry of Deeds. This agreement must be approved by the Northampton DPW prior to final signatures. 4) Bike rack storage shall accommodate at least 10 bicycles. 5). There shall be no outside storage of refuse/recycling. 6) The transformer boxes on opposite corners of the site should be screened with plantings at least as tall as the boxes. 7) Applicant shall follow ANSI 300 standards for tree protection during construction for the in this vicinity. FINDINGS: The Planning Board granted Site Plan for the reuse of the historic building at the former State Hospital based upon the following plans submitted with the application: 1. Coach House Adaptive Reuse and Restoration, August 14, 2017, by Juster Pope Frazier, Sheets A1.0, A1.1; C1-C8. The Planning Board granted the Site Plan based on determining that the criteria in the Site Plan 350-11.6 had been met. A. The requested use protects adjoining premises against seriously detrimental uses. If applicable, this shall include provision for surface water drainage, sound and sight buffers and preservation of views, light, and air; and B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, cycle tracks and bike paths, minimize traffic impacts on the streets and roads in the area. (1) The Planning Board may allow reduced parking requirements in accordance with § 350-8.6, Shared parking. There is shared parking. There are no minimum parking spaces required in the district. All traffic mitigation has been addressed by the master developer under an earlier permit. (3) Access by nonmotorized means has been accommodated with bike racks, sidewalk connections from the building to the street. C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. This is a reuse of an existing historic building; and D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, are the same as for subdivision standards. A separate on site stormwater infiltration system has been designed. E. The requested use meets any special regulations set forth in this chapter. The historic preservation criteria within the PV district have been met. F. Compliance with the following technical performance standards: (1) Curb cuts onto streets shall be minimized. There is one access to a newly designed parking area. (2) Pedestrian, bicycle and vehicular traffic movement on site must be separated, to the extent possible. The public bike path abuts the parcel and has access to the site. There is adequate bicycle storage.
