HARDSHIP: CONDITION OF APPROVAL: 1)Prior to construction Smith shall submit the final calculation for tree replacement for the one tree removed to accommodate utilities. 2). Smith College shall be responsible for restoration and repair of any damage caused to City infrastructure above or below ground that may occur or be necessary as a result of project construction activities. FINDINGS: The Planning Board approved the site plan for the renovations and additions to the Neilson Library at Smith College based upon the following plans and information submitted with the application: 1. Stormwater Calculations 2. Parking Analysis Plan 3. Plan Sheets by Maya Lin Studio with Shepley Bulfinch dated August 14, 2017 A101.1, 101.2, A300, 301, A100 G1, G2, L 200, 300, 400, 500; C300, 600. The Board approved the site plan based upon finding that the criteria in 350-11.6 had been met: A. The requested use protects adjoining premises against seriously detrimental uses. If applicable, this shall include provision for surface water drainage, sound and sight buffers and preservation of views, light, and air; The plan is for renovation and modernization to the existing library on site. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets. The additions and renovations will result in greater cross-campus connectivity. C.The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. Rear and/or side wall facades within 50 feet of a completed or planned section of a cycle track or bike path shall have features that invite pedestrian access from that side of the building; and D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other infrastructure shall be those set forth in the Northampton Subdivision Regulations.
