Please clarify. b) indicate that existing sewer and drain lines to be removed are to be plugged with brick and mortar within the existing structures c) Clarification of water service cuts/caps and all other existing and proposed changes to utility lines. Address all water and sewer conflicts noted by Department of Public Works. d) pipe to be removed from DMH-2 in the structure table. e) indicate the proposed structure size for each DMH in the table. f) Resolution to crossing conflict with drain and sewer lines. g) Revised details showing materials slope, stone size for each flared end section 3)Traffic Signal installation should occur concurrently with the construction of the four story office building and should be activated within 6 months of the first certificate of occupancy for that building. 4)The traffic signal shall include a pedestrian phase with push button activation at a minimum for the north/south crossing of Atwood Drive. 5)The entire Cul-de-sac shall be resurfaced upon completion of site work, curb install etc. the area shall be graded to drain to the existing and proposed catch basins. 6)Upon completions of each utility installation and before the water service is activated, as-built, ties cards for all new water gate valves, water service boxes, corporations, reducers, etc. shall be submitted to the Department of Public Works. The tie cards shall have a minimum of two swing ties to buildings or other permanent structures and shall include "service box to main" measurements. 7)The DPW shall be provided with as-built, tie cards for all new sewer clean outs. FINDINGS: The Planning Board issued a site plan for the construction of two office buildings and associated site development in addition to a special permit for more than one curb cut based on the following plans and information submitted with the application: 1. Stormwater Analyeses and Report by Tighe & Bond Consulting Engineers. . In granting the site plan and special permit, the Board found that the project met the criteria for site plan and curb cuts in §350- 8.8G, 10.1 and 11.6 Specifically: A. The requested use protects adjoining premises against seriously detrimental uses. The project is located in a business zone where commercial uses are encouraged. The site is at an I-91 exit ramp. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, cycle tracks and bike paths, minimize traffic impacts on the streets and roads in the area. If applicable. Sidewalk connections are made from two locations on Route 5 into the site to each building. The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads or intersections affected by the project below the existing conditions when the project is proposed and shall consider the incremental nature of development and cumulative impacts on the LOS. The project proponent will mitigate all cumulative and incremental traffic impacts by installation of a traffic signal at Atwood Drive and Mt.Tom (Rt 5). (3)Access by nonmotorized means has been accommodated with facilities such as bike racks, sidewalk connections from the building to the street, cycle tracks, and bike paths that are clearly delineated through materials and/or markings to distinguish the vehicular route from the nonvehicular route. The Board approved the use of the existing covered bike shelter for all four buildings in lieu of installing another shelter. C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. D.The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other infrastructure shall be those set forth in the Northampton Subdivision Regulations. A stormwater permit has been issued. Water and sewer service is adequate through the installation of a back up generator for the sewer pump station. E. The requested use meets any special regulations set forth in this chapter including the provisions for shared driveways in §350-8.8G and criteria in. F. Compliance with the following technical performance standards: (1) Additional curb cuts onto streets have been approved. (2) Pedestrian, bicycle and vehicular traffic movement is separated. (3) As a major project, this has been designed so there is no increase in peak flows from the one- or two- and ten-year Soil Conservation Service design storm from predevelopment conditions (the condition at the time a site plan approval is requested).
