CONDITION OF APPROVAL:
1)1. Prior to construction the applicant shall record a stormwater operation and maintenance plan that
has been reviewed and approved by DPW for the treatment system proposed.
2. Prior to construction, the applicant shall provide to the Office of Planning & Sustainability an
updated parking inventory that includes this new lot.
3. Prior to planting any trees within the City right-of-way, final location and species approval must be
obtained by the City's tree warden.
FINDINGS:
The Planning Board approved the Site plan for the new parking lot based on the following information submitted with the application:
1. Ford Hall Parking Improvements Site Plan Submission by The Berkshire Design Group, Inc. Sheets L1 to L4, dated April 20, 2017.
In approving the permit, the Planning Board determined that the site plan approval criteria in 11.6 had been met:
A. The requested use protects adjoining premises against seriously detrimental uses.
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets. Pedestrian access from abutting parcels are made; and:
The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other
community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks.; and
D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The
construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other
infrastructure shall be those set forth in the Northampton Subdivision Regulations[1] (even for projects that are not part of a subdivision)
unless the Planning Board finds that a different standard is more appropriate. Annual reports, as necessary depending on the stormwater
management system, shall be submitted to the City.
E. The requested use meets any special regulations set forth in this chapter.
F. Compliance with the following technical performance standards:
(1) Curb cuts onto streets are minimized.
(2) Pedestrian, bicycle and vehicular traffic movement on site are separated, to the extent possible.
