DECISION OF THE
ZONING BOARD OF APPEALS /
The Zoning Board of Appeals for the City of Northampton met on June 24,
11-9u and unanimously voted to grant the petition of the Valley Health Plan,
( Inc. for a special permit to construct a medical facility a[ 64-88 Main Street,
Florence.
Based upon the evidence presented to the Board, the Board made the follow-
ing findings in regard to the special permit:
i
1. The proposed use is listed in the Table of Use Regulations
and is allowed by special permit in a General Business Zone.
2. The proposed use bears a positive relationship to the public
convenience or welfare in that it will provide easier access
for those members living west of the Connecticut River, and
will allow non-members to have a choice in medical plans and
services.
3. The proposed use will not create undue traffic congestion nor
impair pedestrian safety inasmuch as ample parking spaces will
be provided and traffic flow will be reasonably controlled by
lights on either side and within a short distance of the facil-
ity providing relatively easy access to and from the site. Fur-
ther, the acting City Engineer, in a letter to Valley Health,
stated the facility will have little or no impact on existing
traffic.
4. The proposed use, while probably resulting in a heavier demand
on the public systems than that imposed by current use or other
area business, would not overload the public utilities since the
area is served by public sanitary sewers and water and by private
power systems. Further, according to the acting City Engineer,
special problems with the storm and sanitary systems can be re-
solved by the Sewer Department.
5. The proposed use will not adversely affect the health, morals
or general welfare, nor will it derogate from the intent of the
Zoning Ordinance because it will be in keeping with the other
i commercial uses in the area, and meets all the requirements of
density regulations.
The special permit, is however, granted subject to the following conditions;
I. that the special permit apply only to Chose two lots fronting
on Main Street, and not to the abutting parcel fronting on
Middle Street;
2, that the Middle Street parcel not be used either for access
to or exit from the site, or for parking.
3. that exits and entrances be marked by directional arrows; and

4. that there be no left hand turn across traffic from the site
onto Main Street.
