SECTION A• BIDDERS NOTICE
The City of Northampton, Massachusetts, acting through its Board of Health, invites qualified firms to
submit sealed proposals for a five (5) year contract for Refuse, Recycling and Composting Collection
Services for Masonic Street Area and Strong Avenue Area Customers.
Proposals will be accepted only by mail or in person to the Board of Health, Northampton City Hall,
210 Main Street, Northampton, Massachusetts 01060 (ATTN: Peter McErlain, Health Agent) until
4:00pm on Tuesday, February 12, 2003. The City of Northampton (hereinafter "City") shall not be
responsible for any proposal mailed which is lost in transit or delivered late by the Postal Service. At
he above time, the proposals will be publicly opened and read aloud. All proposals must be presented
in sealed envelopes that are clearly marked "Masonic Street and Strong Avenue Services" and the
lame of the proposer. No proposal will be received after the time and date specified. After receipt of
aroposals, no proposal may be withdrawn within sixty (60) days after the date of the opening except if
arovided for herein. The proposal of any Proposer who consents to an extension may be held for
onsideration for a longer period of time as may be agreed upon between the Proposer and the City.
All proposals must include the proposal forms provided by the City of Northampton in this package.
Specifications and proposal forms may be obtained at the Board of Health, 210 Main Street,
Northampton, MA between the hours of 8:30am and 4:30pm, Monday through Friday, or by calling
413) 587-1284. Proposals and all required documents must be completed and submitted by the date as
tet forth above. All documents in the enclosed package must accompany the proposal.
The City reserves the right to reject any or all proposals, and to waive immaterial informalities, or to
accept any proposal that, in the opinion of the City of Northampton, will be in the best interest of the
City. In the event of an equal or tie proposal, the City shall award the proposal to Proposer that, in the
City's sole discretion, best serves the interest of the City. The selected Proposer will, within seven (7)
lays of award of the proposal, enter into an appropriate contact with the City.
Massachusetts Prevailing Wage Rates do not apply to work performed under this contract as per the
Massachusetts General Laws, Chapter 149 sections 26 to 27F.

Proposals must be submitted on the proposal forms provided. Copies of the document may be
obtained at the Board of Health office. A complete set of proposal documents must be used in
preparing proposals. If it becomes necessary to revise any part of this RFP, the addenda will be
sent to all those who received the original document. The City assumes no responsibility for errors
or misinterpretations resulting from incomplete sets of proposal documents. This request does not
commit the City of Northampton to payment of costs incurred in the submission or presentation of
the proposal.
Proposals should be submitted at the time and place indicated in the Notice to Bidders enclosed in a
sealed envelope that is clearly marked "Masonic Street and Strong Avenue Services" with the name
of the Proposer. At the date and time specified on the Notice to Bidders, the proposals will be
publicly opened and, unless obviously non-responsive, read aloud. NO PROPOSALS WILL BE
RECEIVED AFTER THE TIME SPECIFIED.

The successful Proposer agrees to commence work under this contract on April 1, 2003 unless a
