While the TPH is 129 mg/kg and the soil is therefore suitable for lined landfill disposal there was also a slight amount of the pesticide Chlordane residue present. Subsequent TCLP tests indicate that the soil stockpile is not a regulated hazardous waste under RCRA. Herbert Woike, LSP with Fuss & O'Neill,Inc. Consulting Engineers, has verified the above conditions in the enclosed letter. The Northampton Board of Health is seeking approval for the disposal of the stockpiled material in the Northampton Landfill. Fairfield,COnnectial East Providence.aMde bland On behalf of the Northampton Housing Authority (NHA), Fuss & O'Neill, Inc, is requesting approval from the Notthampton Board of Health (BOH) to dispose of approximately 45 cubic yards of contaminated soil at the City of Northampton landfill. This soil was generated during a Release Abatement Measure(RAM)conducted on May 25,2000 to excavate No. 2 fuel oil impacted soil adjacent to Building 19(Apartments C &D) at the Northampton Housing Authority's Hampshire Heights property. The Hampshire Heights property is located at the intersection of Bridge Road and Jackson Street in Northampton, MA. A RAM Plan for this work was submitted to Michael Scherer of the Massachusetts Deper6nent of Environmental Protection (MADEP) Bureau of Waste Site Cleanup(BWSC)on May 22,2000. A composite soil sample was obtained from the contaminated soil stockpile on May 25, 2000 and submitted to ConTest Analytical Laboratory(ConTest)of East Longmeadow, MA for disposal characterization. In addition to chemical compounds typical of No.2 fuel oil(e.g.total petroleum hydrocarbons),the laboratory analytical report prepared by ConTest for the contaminated soil stockpile indicates the presence of a pesticide, chlordane, at 8.1 milligrams per kilogram (mg/kg). Subsequently, additional soil samples have been obtained from the stockpile for total and TCLP chlordane analyses to further characterize the pesticide content. F\P96196359m101.71W0705A.wpd Cones. Consulting Engineerr Mr.Peter McErlain July 12,2000 Page 2 It is our opinion that chlordane is present at the site as a result of historical pesticide applications along the foundation of the building. This opinion is supported by June 16, 2000 soil sampling which showed chlordane not to be present in areas away from the Building 19 foundation. As such,chlordane at the site appears to represents a pesticide residue resulting from historic pesticide treatments conducted in accordance with the manufacturer's specifications. Therefore,the presence ofchlordane in soil adjacent to the foundation does not constitute at reportable release under the Massachusetts Contingency Plan. Furthermore,TCLP chlordane results indicate that the stockpile is not classified as a regulated hazardous waste under the federal Resource Conservation and Recovery Act(RCRA). Given that the soil is not a regulated RCRA waste,Fuss&O'Neill is requesting that the stockpiled soil be approved for disposal at the Northampton landfill. Upon final approval from the Northampton BOH and MADEP,Fuss&O'Neill will prepare a Bill of Lading and arrange for the contractor to transport the stockpiled material to the Northampton landfill. This soil was generated during a Release Abatement Measure(RAM)conducted on May 25,2000 to excavate No. 2 fuel oil impacted soil adjacent to Building 19 (Apartments C &D) at the Northampton Housing Authority's Hampshire Heights property. The Hampshire Heights property is located at the intersection of Bridge Road and Jackson Street in Northampton, MA. A RAM Plan for this work was submitted to Michael Scherer of the Massachusetts Department of Environmental Protection (MADEP) Bureau of Waste Site Cleanup(BWSC)on May 22, 2000. A composite soil sample was obtained from the contaminated soil stockpile on May 25, 2000 and submitted to ConTest Analytical Laboratory(ConTest)of East Longmeadow, MA for disposal characterization. In addition to chemical compounds typical of No. 2 fuel oil(e.g.total petroleum hydrocarbons),the laboratory analytical report prepared by ConTest for the contaminated soil stockpile indicates the presence of a pesticide, chlordane, at 8.1 milligrams per kilogram (mg/kg). Subsequently, additional soil samples have been obtained from the stockpile for total and TCLP chlordane analyses to further characterize the pesticide content. F:P96A96359\1310UKC07054.wpd Corres. This opinion is supported by June 16, 2000 soil sampling which showed chlordane not to be present in areas away from the Building 19 foundation. As such,chlordane at the site appears to represents a pesticide residue resulting from historic pesticide treatments conducted in accordance with the manufacturer's specifications. Therefore,the presence of chlordane in soil adjacent to the foundation does not constitute at reportable release under the Massachusetts Contingency Plan. Furthermore, TCLP chlordane results indicate that the stockpile is not classified as a regulated hazardous waste under the federal Resource Conservation and Recovery Act(RCRA). Given that the soil is not a regulated RCRA waste,Fuss&O'Neill is requesting that the stockpiled soil be approved for disposal at the Northampton landfill. Upon final approval from the Northampton BOH and MADEP,Fuss&O'Neill will prepare a Bill of Lading and arrange for the contractor to transport the stockpiled material to the Northampton landfill.
