She said that maintenance has gone three in response to her calls and they tell her that there is not a problem with the hot water. She said at one time it never got hotter than 85 degrees. Has anyone taken temperatures from her tap to see if it is between 110-130 digress? Please give me a status update on this. This is my only call about this. On 01/28/08 at 6:45pm she said the water temp.was 102 degeress She is takinf these temperatures with a thermometer and insist the hot water equipment is still not repaired of working properly. Please investigate this and please call her. The water temperature by code should always be between 110-130 degrees and never below 110 at all times. If it is not resolved soon I may be forced to send a formal enforcement order. Please report back to me as soon as possible. I have called their maintenance department innumerable L'mes to report, beg, plead for hot water. Usually there was hot water until about 9:30 a.m. though that is no longer the case. I have even tried 2 or 3 a.m. when pain from my rheumatoid arthritis wakes me. Sometimes at that hour it will be as high as 85 degrees, though that is hardly hot. I have a very accurate water thermometer. Forget washing dinner dishes. I have too much arthritis in my hands to risk boiling a full kettle of water and pouring it into the dish p.c. I bought a YMCA membership so I can at least shower. As late as last week when 1 called housing about the problem I was told by Lynn that the problem was taken care of and gybe we here were just all showering and washing at the same time. A 2 a.m. I feel this 's unl ikely. It really is an insult to say such things. The situation has become intolerable. The owner shall also provide the hot water for use at a temperature of not less than 110°F (43° C) and in a quantity and pressure sufficient to satisfy the ordinary use of all plumbing fixtures which normally need hot water for their proper use and function, unless and to the extent the occupant is required to provide fuel for the operation of the facilities under a written letting agreement. The hot water shall not exceed 130°F (54° C) . Inspection of the hot water system shall include an examination of the hot water system and its actual performance. If possible, such examination shall occur at the times and under such conditions as the occupant has identified the system to be insufficient. After a meeting between Jon H and the tenant's association (at the beginning of this week) Hite arranged for a heating system engineer to inspect this weekend. It is apparently a quite complicated system, but even so tenants should not have to wait a week for hot water--and there's no guarantee that this engineer will even be able to repair the system or when that task will be completed. Tobin Manor is one of the nicest little communities I have visited, and my work as an advocate for Stavros has taken me to quite a few throughout western Massachusetts. The residents take pride in their homes and have a neighborhood, not just an apartment complex. They help each other out and keep an eye on each other. Please do what you can to help them to receiver at least the "minimum standards of fitness" . My organization has had numerous dealings with Mr. Hite, and we are familiar with his tactics of denial and obfuscation. He takes advantage of Tobin Manor residents' basic decency and "niceness. Tobin Manor Saturday and again Monday was unable to fix the problem entirely, although residents say they now have hot water for a few hours a day. " Meanwhile, the city's Public Health Director Ernest Mathieu said his department issued an order to the Housing Authority to fix the water heating problem in January. At this point, he said, he does not expect fines to be levied against the authority because he is satisfied the agency has tried to get to the root of the problem. As it stands now, as a result of an on-site evaluation by Mr. Bruce MacRitchie from MacRitchie Engineering in Boston on Saturday 2/9, today we relocated a circulating pump from the hot water tank to assist in transfer of heated water to the coils. At apprcx 1214 when we finished the work and water to the tank was turned back on) the water in the tank was at 98 degrees, and it was 112 there at 2:45. At 4 :45 HW temp at a sink in an apartment was 105, having risen there 7 degrees in 3 hrs . We will know more as the night progresses. plan on taking a reading at 6: 45 and at 8PM. All weekend we were providing water (measured in an apartment) at between 108 and 122 depending on the time of day. I think we are on the positive side of the hump but will make nc promises that the problem is behind us until I get a full day of readings after this mornings fix. In short, I' ll have a much better idea where we stand at 4PM on Tuesday. But enough is enough! I have a strong suspicion that Jon Hite will not do what needs to be done until forced to do it. Remember,this problem has been developing since the fall of 2006. You may be getting(or about to get)a call from Patricia Williams,president of the TM Tenant's Association. She read me a notice that Jon Hite sent around yesterday. In it he told people that on Tuesday 2/12(yesterday)the maintenance staff would relocate the circulation pump and see if that helped. The notice also let people know that they would be mining off the H W while they did this("What hot water?" says Pat W). Apparently this manuever did NOT improve matters,tenant's still have no hot water. Apparently the mechanical engineer who worked on it on Saturday was unable to fix it;JH should not be relying on his maintenance staff(who have freely admitted to Pat that they lack the necessary knowledge and skills)to try to fix the problem. He needs to get qualified people out there,working on it until it is fixed,or bite the bullet and buy a new system. Believe me, I know that this will be expensive--one of our furnaces here at Stavros broke 2 weeks ago,but we ran space heaters until a new furnace was installed. Pat told me that her Home Health Aide was again unable to help her get a shower today due to no hot water. All weekend we were providing water(measured in an apartment)at between 108 and 122 depending on the time of day. I think we are on the positive side of the hump but will make no promises that the problem is behind us until I get a full day of readings after this mornings fix.In short,I'll have a much better idea where we stand at 4PM on Tuesday. On your visit there today you determined that water at the taps of several residents was in the 105 degree range, and we had an opportunity to allow you inspect our boiler room to observe our plant, and ask questions about various attempts we have made to resolve the problem, and our immediate plans to fix this vexing problem. As I mentioned, in mid December the housing authority began to receive sporadic calls from residents about a lack of hot water at the development. Attached is a copy of our Work Order log showing those calls, and their date. On January 3 we began taking readings of the tank temperature both on the supply and tank side, to attempt to track the problem. Those records (attached) from early January through the end of the month showed that at 7:30 A.M. water temperatures in the tank at the development ranged between 115 and 150 degrees,but that they fell to around 100 degrees by 9:30 or 10:00 in the morning. Our plumber, Mike Harris, tried a variety of different solutions to provide consistent hot water to the development, and while some were more successful than others, some of the things he tried did not work at all. As Mike explained to you today, when a solution is attempted it can take up to 24 hours to determine if it worked. Our obligation to provide consistent hot water to our residents between 110 and 130 degrees, which we were not doing. On January 1661, seeking outside assistance and possibly an objective "view from the bridge" of the rather complex boiler system at Tobin Manor, an outside plumbing contractor (Boulanger)looked at the situation and made several recommendations that did not work. Representatives from DHCD were asked to come out to help evaluate the situation and they visited on January 31'. Their recommendation did not work and it was agreed that we would retain a mechanical engineer who is a "house doctor" for DHCD. On Saturday, February 9, Bruce MacRitchie of MacRitchie Engineering spent four hours diagnosing the heating system at Tobin and making a recommendation for "Quad non est scriptus non accidet" we relocate a circulating pumethe main hot water supply t so that it was pump from u providing greater flow to the heating telements the the being water l hot water tank, thus providing greater heat e On February 11, our staff relocated and installed that pump.By 6:45 P.M. the temperature was at 120 degrees.
