This letter will certify that the inspections revealed violations, listed
below, which are serious enough as to endanger or materially impair the health,
safety, and well-being of the occupants.
Under authority of Chapter 111, Section 127 of the Mass. General Laws,
and Chapter II of The State Sanitary Code, you are hereby ordered to begin the
necessary repairs or contract with a third party within five (5) days of the re-
ceipt of this order and to make a good faith effort to substantially complete
correction, within fourteen (14) days of the receipt of this order, the follow- .

REPORT TO THE BOARD OF HEALTH December 8 , 1986
re : 235 South Street , Northampton. Citation of Dec . 3, 1986
concerning the storm door , second floor .
REPORT ON CONTRACTING WITH THIRD PARTY TO MAKE REPAIRS : GOOD
FAITH EFFORTS , AS IN THE ORDER TO CORRECT VIOLATIONS
PROVIDING MATERIAL FOR REPAIR: The new storm-door to be installed
is on the premises . The door was purchased on October 25th at
Grossman ' s . It was left at 235 South Street on that day .
CONTRACTING WITH A WORKER. On October 26th , we asked John Russell
at Hawley Lumber to recommend a carpenter to do the work. He named
Charlie Bibeau , 65 Barrett St. , 584-3154 . My wife called him on
October 27th , and he agreed to get at it right away . After a week,
when nothing had been done , my wife called again. He promised to
do the work within two or three days . She called three more times
in succeeding weeks . Each time he promised to do the work shortly ,
but never did .
On December 1st my wife had to call Jeffway Realty to look for
a new 1st-floor tenant , and she asked them if they knew a reliable
carpenter . They named Fran Chicoine , 84 Torrey , Easthampton, 527-
4363 .My wife called him and he agreed to visit the premises that
week . He did visit the 2nd floor apartment of 235 South Street on
the morning of Wednesday , December 3rd . He reported that he will
do the installation on Monday , December 8th .
THE BOARD OF HEALTH ORDER. On December 4th afternoon the Board of
Health citation arrived at our apartment , 6 West Street . I called
Mr . McErlain at once to tell him that the good faith action called
for in the order had already been taken. He said he had himself
seen the new door standing on the premises there. He also said he
had observed that the apartment in question is a beautiful place.
In explanation of the tenant ' s appeal to the Board , he pointed out
that tenants are anxious to keep their heating costs down .
NOTE ON THE APARTMENT . In order to keep the tenants ' heating costs
down , I removed this year a perfectly good electric base-board
heating system and replaced it with a new gas-heat system which
reduces tenant heating costs significantly.
We bought this house 12 months ago . It was fully rented, but
we asked the seller to have those tenants leave so that we could
improve the interior into a beautiful , pleasant place in which to
live. For three months Don Ouimette , contractor , worked on the details .
We paid $35 ,000 for all the repairs , replacements ,, papering , etc.
