RE: Complaint— 25 Mann Street
Dear M/M. Margaret and Peter Hewitt;
Please call me at 413-587-1213 or on my cell phone at 413-563-6680,as soon as possible,
regarding a complaint that I received about the conditions of the property located at 25
Mann Street, which is owned, managed, or operated by you.
After making an observation of your property I decided to send you this letter instead of
sending you a formal citation letter which would be a"Notice of Violation with
Correction Orders". I would like to speak to you about the complaint and to determine if
the violations that I observed at your property could be corrected without this office having
to take formal action.
You are required to please call me by August 6, 2006 and to acknowledge receipt of this
letter. Failure to hear from you by this date will result in a formal letter sent to you by this
office listing all the violations observed in writing, correction orders, and a deadline date.
When calling my office or cell phone, if you receive my voicemail, please leave me your
telephone number and a best time to call you. I will call you back as soon as possible.
Also, please email me your email address so that I can communicate with you in regards to
your property located at 25 Mann Street. You can email it to me. My email address is
emathieu@northamptonma.gov
Please, it is imperative that you call me as soon as you can. I am awaiting your call.
Sincerely,
Ernest J. Mathieu, RS, MS, CHO

sear Mr. Hewitt,
hank you for responding by this email. I am sorry to hear about your health setbacks.
lowever, I do check my messages often and as of this time 1 have not received any messages from you on my phone
umbers that I put in the letter. The neighbors are complaining about the high vegetation on your property which is about
3'tall.They also claim that there are piles of debris on the property which I cannot confirm since I did not walk the
iroperty and my observations were made from the street. Such a condition as high vegetation creates a harborage area
or wild animals(rabies concern),rodents, and vermin. Please arrange to have the vegetation cut and remove any piles of
lebris, if any by August 10,2007.please notify by email when it is cut. If this it is not possible by this date, please let me

In reply to your letter dated June 10,2010 concerning property I own at 25 Mann Terrace, Florence,MA.
My contractor for maintenance of the construction site is Mr.Jacob Schrader,of Leeds,Ma,who can be
reached at 413-584-1110. He was recommended to me by Green Mountain Power Equipment in Florence.
Mr. Schrader has been clearing any overgrowth several times a year since 2008. My Instructions to him
were to check the property every month or so and to do what needs to be done. By coincidence, I had
talked to Mr. Schrader on Thursday afternoon. He told me that he had gone by the house a few weeks
before and that it had gotten pretty overgrown and would have to be taken care of I asked him to take care
of the problem as soon as possible, and he replied that it would be done within a week or so. My working
agreement with Mr. Schrader as outlined above is the extent of any maintenance plan.
As a fill in for information regarding this site I give you the following information:
I) There is no certificate of occupancy since the home was severely damaged by broken water pipes
several years ago.
2.) There is no plumbing in the house except for water to supply the heating system.
3.) Gas service is shut off
4.) Electric service is on, but no telephone or cable television.
5.) The house is unfurnished.
My wife and I inherited this house from her father when he passed away. Our hope is to eventually move
to Florence where my wife grew up. Unfortunately, my health and the current financial climate prevent us
from continuing the work as quickly as we would like to.
In the past, when Mr.Schrader has performed the clearing of the lot the neighbors were pleased and
grateful. I hope that will be the case this time. They are welcome to cut any branches or plants that intrude
onto their properties at any time.
I hope that the above information is sufficient. I will call the number on your letter to follow up any other
questions you might have.
Sincerely, Peter W. Hewitt
