" July 30, 1979 Jack Dunphy Northampton Housing Suthority 81 Cons Street Northampton, Maya. 01060 Dear Jacks On July 20th 1979. our office did an inspection of the residence of Valerie Voorhies on Old Springfield Road, a house owned by Nelson Chariand of Holyoke. At that time she had been without water for over 24 haw's and since the water that again forgfouramore days. There is aestrong, indioatiOe that water. the water is unfit to drink due to the heavy sin n co tent shop to use Mrs. Voorhies admits to bringing water as her drinking water. She is a tenant at will and has been asked repeatedly by the owner to move and she has refused. It is our opinion that the house should not be used as a year around rental property and should only be used by the owner at his wn risk Yaodhiss discretion. (The Ox-bow flooded so heavily in the spring had to be removed by boat.) I request that she be put on a priority rating to qualify her for a section 8 grant as soon as one is available. Your consideration in this matter is greatly appreciated. Very truly yours, Richard J. Puncochar Code Enforcement Inspector BOARD of HEALTH T. Joyce, Chairman ,r C, Kenny, M.D. saktxxavmclkX. R J. Charland 77 Newton Street Holyoke, Mass. 01040 Dear Mr. Charland: Enclosed is the citation notice for non-compliance pliacetwith the violation notices you received on July 5 Because of the failure to provide a sufficient water supply per Regulation 4.1 of Article II of the State Sanitary Code, the Board of Health intends to condemn the dwelling and order it vacated immediately. Under most circumstances an extension of the time limit could be granted, but since the lack of water makes the dwelling uninhabitable, the Board of Health must take immediate action. BRIEF DESCRIPTION OF CRIME Mr. Charland owner of dwelling, Assessors Map 45, has failed to provide a water supply to occupants 4.1 of Article IT of the State Sanitary Code and mail received by Mr. Charland on July 27, 1979. WARRANT INFORMATION Color: Eyes: Height: Married or single: Occupation: Social Security Number: Parties interested: Age: Hair: Weight: lot 41, Old Springfield Road, Northampton, of the dwelling as required by Regulation as ordered by the Board of Health via certl 't (Copy attached) August 14 , 1979 Holyoke Emergency Housing 475 Maple Street Holyoke, Ma. 01040 Dear Sirs: I trust this letter will explain the past and present situation with Mrs. Valerie Voorhies, currently residing at a house on Old Springfield Road in Northampton, owned by Mr. Nelson Charland of Holyoke. On July 23 and 24, our office made two inspections of the house, the results of which are enclosed. Mr. Charland had the water tank repaired a few days after the notice, and on July 31 he removed the tank from the house to have it repaired again. By August 10 a new tank had been installed and a reinspeetion August 13 showed the water system to be working adequately. Although the water system is currently working, the fact that the house is built on a flood plain and receives periodic flooding when the level of the Ox Bow rises, it is very questionable whether the house is adequate for a year-round rental residence. In the spring of this year, Mrs. Voorhies had to be removed from the house by a boat. At this time, since the most important violation is repaired , the Board of Health will not initiate any condemnation order, but if the problem recurs, and with the periodic flooding the house received the Board will have to take legal action to declare the house unfit for human habitation. Very truly yours, Richard J. Puncochar Code Enforcement Inspector
