I found that extensive repairs to that room are finishing up at this time. The air .oner for the unit above has been slowly leaking down into the exterior wall cavity to the left of the window 4. This is where the black mold like substance in your pictures was becoming visible. The insulation and all d sheetrock has been removed, and replaced with new materials. The apartment above will be similarly xl and the air conditioner(apparently the personal possession of the occupant above)will be properly :d to remove the source of the chronic dampness you observed. !ars that years of smoking had discolored the upper parts of the walls;the apartment walls have been primed ‘e areas and along with the ceiling are receiving a new topcoat of paint. The hallways while not pristine n better condition than you pictured and I will monitor the overall cleanliness of the building. I had not received your letter previously. First, please accept my condolences on the death of your brother,Jim Stack. I only knew Jim in passing, as he kept to himself,but he certainly seemed like a nice man and I'm sorry for your family's loss. The photographs you sent were somewhat shocking and fall into categories. The first two were photographs of the underside of the stairwell and a stairwell heater intake grate. Both were very very dirty. The second was the evidence of mold found in Jim's apartment. We inspect apartments annually. In Jim's case, his inspection was last January. I can assure you that there was no mold or evidence of water running down the wall at that time, and our records have no work orders from Jim about the condition. I can only speculate that after Jim was hospitalized, that there was a water leak from the air conditioner in the apartment above Jim's caused the damage. Had Jim been home, and because he was a heavy smoker, he would have noticed the water stain as it ran down the wall and probably he would have called us. I'm sorry you found Jim's apartment in the condition that you did. We try to do the best we can with limited resources from the government, which has, as a result of the recession, left us with fewer man hours and resources to address some of the concerns you raise in your letter.
