You are hereby ORDERED to correct these violations within the noted time limit. Failure to comply within
the allotted time period may result in a criminal complaint against you.
You have a right to request a hearing before the Board of Health. This request must be made by you, in
writing, and filed within 7 days after the violation has been corrected. If you request a hearing, all
affected parties will be informed of the date, time, and place of the hearing, and of their right to inspect

Elements
Every owner shall maintain the foundation,floors,walls,
doors,windows,ceilings,roof,staircases,porches..
chimneys,and other structural elements of his dwelling so
that the dwelling excludes wind.min and snow,and is
rodent-proof,watertight and free from chronic dampness.
weathertight,in good repair and in every way fit for the use
intended.Further,he shall maintain every structural element
free from holes,cracks,loose plaster.or other defect whcre
such holes,cracks,loose plaster or defect renders the area
difficult to keep clean or constitutes an accident hazard or
an insect or rodent harborage.
Observed:trash chute doors on at least 3 floors have
broken closer pistons,allowing door to gape open and
allowing odors to escape;observed strong draft will
carry smoke and fire into trash rooms from other floors
constituting a serious safety danger;occupants report
backups and open doors in trash chute allow garbage
dropped from above to escape into lower floors(not
observed this day)

There is hereby established in the City of Northampton a
program for the mandatory separation of recyclable
materials from garbage or rubbish by anyone who lives or
works it Northampton,including osi single-family residents(including but
not limited to inhabitants ofsingle-family units, multifamily
units,condominiums,boardinghouses,schools,assisted
living facilities,etc.),businesses(including but limited to
offices and retail establishments),institutions and industries
located in the City of Northampton.
Observed:signage used in Salvo House clearly states
"we won't recycle anything but cardboard Dispose of the
rest in the trash"and Salvo House Tenant Information
sheets state:"Trash Disposal:"put washed Tin cans,and
washed Bottles down the trash chute';these sheets also
contain an unclear statement:"Drain and wrap
garbage;this is a rule of the Board of Health"(meaning
unknown)—please explain what is meant by this.

(D) Common Arens. In any dwelling, the owner shall be
responsible for maintaining in a clean and sanitary condition
free of garbage. rubbish, other filth or causes of sickness
that part of the dwelling which is used in common by the
occupants and which is not occupied or controlled by one
occupant exclusively.
410.151:Shared Facilities
The owner of any dwelling in which any toilet,wash basin,
shower or bathtub is to be shared by the occupants of more
than one dwelling unit or one rooming unit shall maintain
that toilet,wash basin,shower,bathtub,walls and floors in a
clean and sanitary condition, which shall include the
cleaning and sanitizing of said fixtures at least once every
24 hours.
Observed: cleaning observed 2/24/16 was minimally
acceptable but occupants report their volunteer floor
reps are responsible for much daily cleaning; floors 3
and 5 which have no reps are the dirtiest observed
today;owner(NHA)is responsible for cleaning up trash,
garbage, and any bodily fluids (vomit, blood, spit,
mucus, et al) as needed— if reported these substances
need immiediate attention. Common bathrooms are to
be cleaned as per 410.151 (see above).
