This happens to be a problem that is due to the increase and decrease of water pressure being fed by the City of Northampton As far as the ambient air temperature,it once again is due to the fluctuation of the outside air pressure. This problem should be taken care of with the colder air temperture. The inspection was conducted by Charles Rudnik, R.S., accompanied by Will Larese,Environmental Health and Safety Officer. The primary facility continues to be maintained in good condition. There is a problem with backflow from toilet to toilet when certain toilets are flushed. It was also noted that the hot water temperature in House Block Units 1 and 5 showers, and the Modular North Side Bathroom is too low. The condition of the Modular Unit shower and toilet areas raise significant concern. The physical facilities are deteriorating, the dryers are not ducted to the exterior and there is inadequate ventilation. These conditions have resulted in a heavy mold growth. This mold growth could be hazardous to individuals who have respiratory problems or may be immunocompromised. Immediate repair of the cause of mold along with remediation and removal of the moldy building materials is necessary. In accordance with Section 451.404 of the previously mentioned regulations, please indicate next to each entry on the enclosed Report of Condition, a plan of correction. Robert J. I will attempt to give you a brief description of the progress to date. The Commonwealth intends to expend Capital funds to rehabilitate the present building to bring it into conformity to all the existing health and safety standards. The construction will be done in two phases. Each phase will be addressing issues on both sides of the building. We will vacate the side of the building being rehabbed and then repeat the process for the second phase. Hopefully, construction will commence in the near future. Further, the plan is to replace the present building with new construction two years from now. I am guardedly optimistic. Sincerely yours RJG/pal Ro.ert J. Garvey Sheriff xc: Deputy Supt. BOX 7000 NORTHAMPTON,MASSACHUSETTS 01061-7000 TO: Lt.Robert Hodgen FROM: DES Richard Suprenant RE: Plumbing April 24,2001 In response to the D.P.H. letter of November 6,2000,back flow from one toilet to the other toilets. After getting the information from Croft& Smith Co. on a fully baffled 90°in let we have come to the conclusion that by installing these units it will create a bigger problem. TELEPHONE (413)584-5911 FAX (413)584-2695 Our system is an upper tier/lower tier design. When the baffled inlets are installed and upper toilets are flushed the waste going down through the lower tier hitting the baffled inlet will create a build up. This build up will result in a plugged line.(See cut sheet on 90°baffled inlets). The unbaffled inlets at our facility are designed to work by water pressure adjustments. When we get a complaint we rectify the situation by a simple waster adjustment. Approximate cost per upper/lower unit is$1,000.00 plus three(3)days of labor plus the loss of 4 housing cells for 3 days. 10 01 11 : 07a CROFT & SMITH / 04/10/01 09 11 13`903 882 2522 F.,ItioS AUXILIARY TAP "A" 1 0-HUG B 880-739-9802 SOIL PIPE SALES --- CROFT SMITH 2001/001 DOUBLE VERTICAL 90° STARTER FITTINGS Note: Fully Baffled lhi5 Trr 2 UK Ne. 670610 Description 018667 9.502 (Maid 30.0 018650 9-502•A 30.0 AUXILIARY TAP"A" 4 RS/ 4'110-HUB 018698 9-505 (Picini -'30.0 376026 9-505-A 30.0 Tyke Pipe/Sou Pipe Dlv1sien•Boa 2027•Tyler,TX 75710•1907)6E2-5311 TAPPING DETAIL AUXILIARY TAP "A" 4 UPC No. 6]061° 018681 018728 0”criPnon 9-504 (Plain) 9-504-A us 30.0 30.0 p . 2 Stock ...._ 4" Waste.... 4" Vent 2" Side Openings 2" OPT Top "A' 2" BAFFLE DETAIL 19 JANE SWIFT GOVERNOR LLIAM D.O'LEARY SECRETARY 1RD K.KOH,MD,MPH COMMISSIONER obert Garvey, Sheriff ampshire County Jail &HOC )5 Rocky Hill Road orthampton, Massachusetts 01060 The Commonwealth of Massachusetts Executive Office of Health and Human Services Department of Public Health Division of Community Sanitation 305 South Street, Jamaica Plain, MA 02130-3597 (617) 983-6761 (617) 983-6770 - Fax September 17,2001 RE: NORTHAMPTON—Hampshire County Jail and HOC ear Mr. Garvey: In accordance with Chapter 111, Sections 5 and 20 of the General Laws and Department of Public Health egulations 105 CMR 451.000: Minimum Health and Sanitation Standards and Inspection Procedures for Correctional acilities, an inspection was made of the Hampshire County Jail& HOC facility on September 13, 2001.
