This is the fifth State Environmental Impact Report on Hazardous Waste Management in Massachusetts.
It presents the latest available information on hazardous wastes in the Commonwealth, and is intended to
promote discussion among interested parties on appropriate policies for future hazardous waste management
efforts. This year's report gives greater emphasis than previous reports on the
reductions in the use of toxic substances. prevention of waste and

In Massachusetts, hazardous wastes totalled about 276,000 tons in 1986, the most recent year for
which data are available. Reported wastes equalled 201,869 tons, estimates of unreported wastes came to
nearly 48,500 tons, and 25,839 tons were imported into the state. This total refers to wastes that were or
should have been shipped to hazardous waste treatment, storage, and disposal facilities, and does not
include hazardous wastes discharged to the air or water, recycled on-site, or all wastes shipped to a
facility with a recycling permit.
During the past several years, the Commonwealth has instituted a number of creative approaches to
the management of hazardous waste:

In a pilot project in the southeast section of the state, the Department of Environmental Management
(DEM) demonstrated that a focused source reduction effort could result in the savings of hundreds of
thousands of dollars, millions of gallons of water, and the elimination of substantial amounts of
hazardous waste. New efforts were started in Central Massachusetts and the Connecticut Valley.
In August 1988, six towns on Martha's vineyard, with help from DEM, helped establisn the first
regional household hazardous waste collection center on the East Coast. Planning for aoditional
collection centers began in several other communities across the Commonwealth.
Waste prevention became a top priority of the Massachusetts Department of Environmental Duality
Engineering (DEOE). The agency became one of the first in the nation to include in its regulations,
incentives to reduce the use of toxic materials and the generation of hazardous pollution. To
accomplish this the Commissioner of DEOE reorganized the agency, placing divisions responsible for
Air Ouatity, Hazardous Waste, Solid Waste, and RIght-To-Know under an Assistant Commissioner i
charge of a Bureau of Waste Prevention. ^
All businesses and institutions (nonhouseholds) that generate any amount of hazardous waste are n
covered by hazardous waste regulations concerning management, transportation, and disposal. now
The Hazaraous Waste Facility Site Safety Council established an extensive process of o
involvement in reviewing the potential effects of and the need for proposed nazardous waste
facilities. The Council committed more money to the review of a siting proposal than any other
state in the nation.
In this report, the Office of Safe Waste Management recommends a substantial (nvestment of resources
for the promotion of prevention--the preferred option for managing wastes. Industry, government, and the
environmental community are going beyond simple compliance with regulatory requirements. Good management
requires that we aggressively pursue source reduction, the elimination of the use of toxic substances and
the generation of all wastes including air pollutants, water contaminants, and the hazardous wastes that are
the subject of this report.
Stringent enforcement of environmental regulations will induce firms to bear the cost of pollution
and should lead to some reduction in waste generation. But industries also need technical assistance in
redesigning, reformulating, and rethinking their processes to eliminate unnecessary use of toxic substances

and discharges of toxic wastes to air, water, and land. Focused source reduction efforts have shown that
investment in such assistance results in substantial economic and environmental benefits. The Commonwealth
has, moreover, achieved ouch with a small program representing a minimal investment of government resources.
On a substantially larger scale, Massachusetts can, through regulation and positive incentives, prevent much
greater volumes of waste from being generated and thus needing disposal.
We do not have a complete picture concerning the nature and fate of the hazardous waste stream in
the Commonwealth. Good data are available on wastes that are managed properly within the regulatory system.
But much more data are required to plan for proper management. For example, information concerning
household hazardous wastes is extrapolated from sample data. Data concerning Large quantity generators do
not identify specific wastes, origins, or treatment alternatives. Inadequate resources prevent DEOE from
processing all collected data and Limit analyses. Little is known about the quantity of waste not reported
and managed illegally. Without improved data it will be a difficult task to identify all of the needed
facility capacity.
Current information indicates that there is a Lack of capacity in the Commonwealth to treat and
dispose of reported wastes generated in the state. Licensed commercial facilities managed about 30 per cent
of the wastes generated in the Commonwealth in 1986. Of the 194,163 tons shipped to facilities from the
point of generation, 136,010 tons went out of state. A total of 58,153 tons remained in state. Much of
this is stored for tater shipment and not disposed or treated in Massachusetts. In 1986, treatment,
storage, and disposal facilities (TSDFS) shipped to other facilities 22,378 more tons than they took in from
generators. Most of this was wastes that were stored since 1985.
Since 1987, there has been an 87 per cent decline in the capacity of Massachusetts TSOFs to store
wastes and an 83 per cent drop in incineration capacity. Tank and container treatment process capacity is
up by 64 per cent but all other forms of treatment (except for surface impoundment) are down by 96 per cent.
In 1988 there are 17 facilities that can manage their own wastes. Only ten of these can treat or dispose of
wastes; the others are licensed for storage only. Of the 17 commercial facilities that have sought to
continue operations, only six have applied for treatment and/or disposal licenses.
In 1986, the lack of in-state capacity forced generators to ship their wastes to 25 states and
Canada. Those receiving the largest amounts (in descending order) are Rhode Island, Maine, Connecticut and
New York. Wastes are sent as far away as Nevada, Texas, and Oregon. OEM estimates that generators paid
$6.5 million in 1986 to transport wastes out of state. Federal laws banning the land disposal of certain
wastes are expected to Lead to dramatic increases in the cost of disposal in the next few years.
Estimates of the cost of treating the manifested waste stream range from about $28 million to $16
million.
Not all wastes are expected to be eliminated through source reduction. Generators will have to
continue shipping wastes to licensed facilities. Pursuant to the federal Superfund Amendments and
Reauthorization Act of 1986, Massachusetts, along with every other state, will have to assure the President
by October of 1989 that it has sufficient capacity to manage wastes generated in-state. Assurances may be
provided by the availability of in-state facilities or agreements with other states that will accept wastes
generated in Massachusetts. Massachusetts has begun planning to meet the capacity assurance requirement. A
goal of the planning process will be to provide the minimum capacity necessary so that maximum reductions in
taxies use and waste generation are encouraged.
The federal capacity assurance process does not include hazardous wastes generated by households and
the smallest generators. Planning for proper management of these wastes has begun focusing on maximizing
source reduction and minimizing economic burdens. Significantly greater resources are required to address
their specific needs.
The Department of Environmental Management is committed to promoting source reduction in the
Commonwealth. To do that, we do not take the use of hazardous substances as given, but ask, 'Tan this
function be accomplished without using or generating a toxic substance?" Our mandate in the coming years is
to get everyone to ask the same question. Source reduction and the prevention of pollution everywhere
should be the goat of the next decade.

DEFINITION OF HAZARDOUS WASTE
The Resource Recovery and Conservation Act defines a hazardous waste as
a waste that may cause or significantly contribute to serious illness or
death , or that poses a substantial threat to human health or the eviron-
ment when improperly managed .
The United States Environmental Protection Agency ( EPA) has established
criteria for determining if a waste is hazardous . Waste materials having
one or more of the following characteristics are hazardous :
- Ignitability: Wastes that pose a fire hazard ;
examples are discarded rubbing
alcohol ( ispropanol ) , paint ,
gasoline , fuel oil , and cleaning
fluids .
- Corrosivity:
- Reactivity :
Wastes that are so highly acidic
or alkaline as to cause skin damage
on contact ; an example of a highly
acidic waste is discarded sulfuric
acid from an automobile storage
battery; an example of a highly
alkaline waste is discarded lye .
Wastes that tend to react sponta-
neously , or vigorously , with air
or water , to be unstable to shock
or heat to generate toxic gases ,
or to explode .
- EP Toxicity: Wastes that could release arsenic ,
barium , cadmium , chromium , lead ,
mercury , selenium , or silver to
ground water at levels in excess
of drinking water standards , as
determined by a prescribed extrac-
tion procedure .

DEFINITION OR HAZARDOUS WASTE
The Resource Recovery and Conservaflon Act defines a hazardous waste as
a waste that may cause or significantly contribute to serious illness or
death , or that poses a substantial threat to human health or the ev.iron-
ment when improperly managed .
The United States Environmental Protection Agency (EPA) has established
criteria for determining if a waste is hazardous . Waste materials having
one or more of the following characteristics are hazardous :
- Ignitability: Wastes that pose a fire hazard ;
examples are discarded rubbing
alcohol (ispropanol ) , paint ,
gasoline , fuel oil , and cleaning
fluids .
- Corrosivity: Wastes that are so highly acidic
or alkaline as to cause skin damage
on contact ; an example of a highly
acidic waste is discarded sulfuric
acid from an automobile storage

hazardous waste assessment is conducting an extensive survey on the use,
storage, and disposal of hazardous materials in Northampton. We request
that you complete the enclosed form as soon as possible. Your cooperation
in this matter will greatly benefit the Northampton community.
The resulting information will be used to determine what hazardous materials
are delivered to, stored in, or utilized by your industry or place of busi-
ness, and to assess the hazardous waste disposal problem, if any, in North-

DEFINITION OF HAZARDOUS WASTE
The Resource Recovery and Conservation Act defines a hazardous waste as
a waste that may cause or significantly contribute to serious illness or
death , or that poses a substantial threat to human health or the eviron-
ment when improperly managed .
The United States Environmental Protection Agency (EPA) has established
criteria for determining if a waste is hazardous . Waste materials having
one or more of the following characteristics are hazardous :
- Ignitability: Wastes that pose a fire hazard ;
examples are discarded rubbing
alcohol (ispropanol ) , paint ,
gasoline , fuel oil , and cleaning
fluids .
- Corrosivity:
- Reactivity:
- EP Toxicity:
Wastes that are so highly acidic
or alkaline as to cause skin damage
on contact ; an example of a highly
acidic waste is discarded sulfuric
acid from an automobile storage
battery ; an example of a highly
alkaline waste is discarded lye .
Wastes that tend to react sponta-
neously , or vigorously , with air
or water , to be unstable to shock
or heat to generate toxic gases ,
or to explode .
Wastes that could release arsenic ,
barium, cadmium , chromium , lead ,
mercury , selenium , or silver to
ground water at levels in excess
of drinking water standards , as
determined by a prescribed extrac-
tion procedure .
The transport of any material , by-product , or ingredient which has hazar
ous properties is also of concern since an accident involving such materia .
within city limits could endanger the lives of Northampton residents .

The Board of Health of the City of Northampton as a part of our city-wide
hazardous waste assessment is conducting an extensive survey on the use,
storage, and disposal of hazardous materials in Northampton. We request
that you complete the enclosed form as soon as possible. Your cooperation
in this matter will greatly benefit the Northampton community.
The resulting information will be used to determine what hazardous materials
are delivered to, stored in, or utilized by your industry or place of busi-
ness , and to assess the hazardous waste disposal problem, if any, in North-
ampton. While you may have been previously contacted by other agencies re-
garding this matter, the Board of Health requests that you provide our office
with this information.
We are not seeking to punish violators of regulations, but rather are trying
to determine potential problem areas in the disposal, storage, and delivery
of hazardous materials . We will assist you in rectifying any hazardous

DEFINITION OS HAZARDOUS WASTE
The Resource Recovery and Conservation Act defines a hazardous waste as
a waste that may cause or significantly contribute to serious illness or
death , or that poses a substantial threat to human health or the eviron-
ment when improperly managed .
The United States Environmental Protection Agency ( EPA) has established
criteria for determining if a waste is hazardous . Waste materials having
one or more of the following characteristics are hazardous:
- Ignitability: Wastes that pose a fire hazard ;
examples are discarded rubbing
alcohol ( ispropanol ) , paint ,
gasoline , fuel oil , and cleaning
fluids .
- Corrosivity:
- Reactivity:
- EP Toxicity:
Wastes that are so highly acidic
or alkaline as to cause skin damage
on contact ; an example of a highly
acidic waste is discarded sulfuric
acid from an automobile storage
battery ; an example of a highly
alkaline waste is discarded lye .
Wastes that tend to react sponta-
neously , or vigorously , with air
or water , to be unstable to shock
or heat to generate toxic gases ,
or to explode .
Wastes that could release arsenic ,
barium , cadmium, chromiuq/, lead ,
mercury , selenium , or silver to
ground water at levels in excess
of drinking water standards , as
determined by a prescribed extrac-
tion procedure .
The transport of any material , by-product , or ingredient which has hazy
ous properties is also of concern since an accident involving such mute
within city limits could endanger the lives of Northampton residents .

Enclosed is completed form comprising the Hazardous Materials
Survey that you requested in your letter of December 3, 1982.
As an educational institution, Smith College is not a user of
process chemicals in the sense of manufacturing products but rather
as an incidental user, primarily for instructional and research
purposes; some chemical products are used in maintenance support
operations. Laboratory use of chemicals differs greatly from typical
industrial use in that hundreds of different chemicals may be used
annually on a relatively small scale; hence it may be difficult to
complete your questionnaire in a manner desired, particularly on an
individual chemical substance and material balance basis. Thus, the
Survey Form is answered on classes of hazardous chemicals rather than
individual substances. If there are any questions, or should you
desire further clarification of information, please let me know.
As you may be aware, the College chemical waste control program
has been in existence for at least six years with hazardous chemicals
being collected and ultimately being shipped to waste vendor, Interex,
and its successor, Chemical Waste Management, Inc. , of Natick, Mass.
With the advent of RECSA, the College has been considered as a "small
quantity generator" and did not require an EPA Identification Number;
but with the new Massachusetts regulations becoming effective, we are
in the process of obtaining an Identification Number which should
simplify our transfer of the collected wastes. Our chemical waste
handling procedures were reviewed on September 27, 1982 by Mr. Richard
Driscoll of the Massachusetts Department of Environmental Quality
Engineering and apparently met all requirements.

The Board of Health of the City of Northampton as a part of our city-wide
hazardous waste assessment is conducting an extensive survey on the use,
storage , and disposal of hazardous materials in Northampton. We request
that you complete the enclosed form as soon as possible. Your cooperation
in this matter will greatly benefit the Northampton community.
The resulting information will be used to determine what hazardous materials
are delivered to, stored in, or utilized by your industry or place of busi-
ness, and to assess the hazardous waste disposal problem, if any, in North-
ampton. While you may have been previously contacted by other agencies re-
garding this matter, the Board of Health requests that you provide our office
with this information.
We are not seeking to punish violators of regulations, but rather are trying
to determine potential problem areas in the disposal , storage, and delivery
of hazardous materials . We will assist you in rectifying any hazardous
material problems brought to our attention. Again, your cooperation will be
of great benefit to the Northampton community.

DEFINITION OF HAZARDOUS WASTE
The Resource Recovery and Conservation Act defines a hazardous waste as
a waste that may cause or significantly contribute to serious illness or
death , or that poses a subotantial threat to human health or the eviron-
went when improperly managed .
The United States Environmental Protection Agency ( EPA) has established
criteria for determining if a waste is hazardous . Waste materials having
one or more of the following characteristics are hazardous :
- Ignitability: Wastes that pose a fire hazard ;
examples are discarded rubbing
alcohol (ispropanol ) , paint ,
gasoline , fuel oil , and cleaning
fluids .
- Corrosivity:
- Reactivity:
- EP Toxicity:
Wastes that are so highly acidic
or alkaline as to cause skin damage
on contact ; an example of a highly
acidic waste is discarded sulfuric
acid from an automobile storage
battery ; an example of a highly
alkaline waste is discarded lye .
Wastes that tend to react sponta-
neously , or vigorously , with air
or water , to be unstable to shock
or heat to generate toxic gases ,
or to explode .
Wastes that could release arsenic ,
barium , cadmium , chromium , lead ,
mercury , selenium , or silver to
ground water at levels in excess
of drinking water standards , as
determined by a prescribed extrac-
tion procedure .
The transport of any material , by-product , or ingredient which has hazard-
ous properties is also of concern since an accident involving such materiti _
within city limits could endanger the lives of Northampton residents .
