RE: Old School Commons -- ground level moisture infiltration
Dear Mr. Kochan:
Our office is in receipt of your letter of June 15. We acknowledge the
recent problems with water seepage into Apts. #101 and #102 at 35 New South
Street. Prior to receiving your letter, we already had taken steps to
identify the exact point of entry of water into those units after the
recent intense rains. We have a possible solution at hand, and I will
inform your office of our progress no later than two weeks from the date
of this letter.
Please be advised that water infiltration is NOT a pervasive problem
throughout the entire ground level of 35 New South Street, as you concluded
in your letter. We have experienced water problems in certain apartments
in the past. Through the trial-and-error application of a number of
possible solutions, however we have been successful in eliminating most
of these problems.
I will report our progress to you in early July. In the meantime, please
feel free to contact me at 1-785-1981 if you require any additional infor-
mation.

Moisture infiltration into Apts. 6101 & #102 at 35 New South St.
Dear Mr. Kochan:
This is to report our progress in attempting to rectify the occasional
water seepage into apts. #101 & #102 during heavy rains.
We have pinpointed the spot in the foundation through which water has
entered into Apt. #10I. Through our observations, we have concluded
that in the past some of this water has traveled inside the wall
(between the exterior masonry and the interior sheet rock) to a point
of entry in Apt. #102.
To prevent future infiltration, we already have installed a sump pump
in a boxed-in cavity excavated in the area of what we believe to be
the point of entry of water from the outside. Obviously, the effectiveness
of the pump has yet to be determined.

An inspection was made at Apt. *104 , 35 New South Street on
July 10 , 1989 after receiving a complaint from Mr. Gary Lehring ,
present tenant at this dwelling unit.
The lower living room/kitchen area of this apartment was in-
undated with over one inch of water . Mr . Lehring informed me
that this was the third time moisture has infiltrated the unit
since he moved in approximately three months ago.
As you are well aware , after the hearing held on August 9 ,
1988 , the Board of health voted to issue an order stating that
"any further excessive moisture infiltration into this apartment
will be sufficient reason to declare this apartment as unsuitable
as a housing unit" under 410 . 500 & 410 . 750 of the State Sanitary
Code .
Therefore , and as a result of continued complaints with re-
gard to moisture infiltration, you and/or Your representative are
hereby ordered to appear before the Northampton Board of Health
on Tuesday, July 18 , 1989 at 7 : 30 p.m. , City Council Chambers .
At this hearing an order to issue a finding it
