December 26, 201C Northampton Health Department 212 Main Street Northampton, Massachusetts 01060 I am writing about the house at the corner of Island Road and Route 5 in Northampton. This is the house that has undergone extensive renovation in the past two years. The house is lovely now but they have left a large trash pile at the end of the driveway in the yard. It has building materials, trash of every kind,and even large appliances piled up there. This is a flood plain. If the water were to rise it would take all of that trash right away and into the water. There must be a law against piling up such trash. Won't you please look into this because it is a nuisance and someone should ask them to clear this trash and remove it to a proper disposal place. While we(like most passersby) appreciate the creative and decorative use of -epurposed objects,there are serious health concerns about the open storage of used vehicle tires. I estimated in ;xcess of 50 tires easily visible from the road. The present,limited number of tires used as planters near the water is not an issue,but the piles of tires further in along the Island Road property line are creating small trapped pools of water with every rainstorm. These create nearly ideal warm water hatcheries for mosquitoes and we are already expecting a difficult season for West Nile Virus and Eastern Equine Encephalitis disease. Another potential and serious hazard is fire;the pollution and heat generated by tire fires (often ignited by small brush fires) creates a hazardous materials situation from the liquid runoff of the burning/melting tires. Tires are classified as hazardous materials and disposal is controlled-arrangements can be made through a waste hauler or landfill. We are extending you the courtesy of an informal letter advising cleanup of the tires as soon as possible,preferably within 30 days. If cleanup is not executed we will have to pursue a formal nuisance complaint with fees attached. Please do not hesitate to call my extension with questions. I talked with my department head(Merridith O'Leary)and she agreed that I should contact the Dept.of Public Works. I just heard back from them and they think your prices from Valley Recycling rival their costs-I had asked if they could discount their regular prices to the public if you brought in larger quantities at a hme,not individually. They can't,but they do suggest you call one or more of the local tire shops(Dufy's, Pete's ire Barn,Goodyear,Firestone,Town Fair.)and ask for their best price on removing rims from tires. Apparently that is the expensive step-Valley Recycling and our DPW have to pay to have an employee take mounted tires to a local tire shop to remove the rim. You can cut out the middle man and maybe one of them will give you a good price because you are doing a good turn for the environment. At one time this was common practice but now the tires are considered hazardous waste and unfit for such purposes. He felt as though the amount of erosion in the area where your property is is not seen as a serious threat. In light of this we need to get the tires off the property and to an appropriate waste disposal facility You mentioned finding a source that would take them for 83/tire which is substantially less than any option I could find.
