The apartment was found to be in compliance, except for the following violations, which you indicated would be corrected prior to occupancy: 410.500 &410.504: (1) Bathroom rubber baseboard molding loose to the left of the entry door and to the right of the toilet. You had previously sent an Order To Correct for the same situation at Apartment 2A. Both situations are caused by failing roof systems at all 19 of the buildings at Hampshire Heights. The roofs there are 18 years old and we have been trying to patch them as leaks have become evident for the last 18 months. To date we have spent$13,000 dollars to do so. We have also been seeking funding from the state to replace the roofs. Attached please find a February 8, 1996 letter to our project manager which references an October 1995 visit to the view the situation. Also attached is a May 1996 memo from our Construction Advisor which further describes the situation. In December we received funding to replace roofs on three of the 19 buildings, and in January a fourth roof was authorized for replacement. Attached is the funding notification letter dated December 30. Since then we have advertised for and selected and architect, and are awaiting contract approval from DHCD. This project is on a fast track. We hope to begin repairs at Buildings 2, 7, 10 and 15 by July 15. Until then we are patching as fast as we can. Clearly we have a serious problem at Hampshire Heights. To date we have made repairs on roof leaks at 11 of the 19 buildings. The first sign of trouble at the buildings is the curling back of the flashing on the sides of the building, which is a sign that the roof membrane is shrinking. As the membrane shrinks it becomes taught and brittle,finds the point of greatest tension, and splits. The 8 buildings which have not split yet are all showing signs that the membrane is shrinking. To date we have vacated or waived rent at four apartments,5%of our apartments there,and I suspect that we will be forced to do the same at Apartment 10B, as well. When you and Ed Roche were in Northampton in October I showed you some photographs which portray the situation, and we have done what we can to mitigate those leaks which have been discovered, since then. However, at this point I have been forced to vacate two apartments due to the fact that there is snow and ice on the roof and our roofer is unable to make any attempt to fix the roof leaks. I would request that E.O.C.D. ask our Construction Advisor to review this situation immediately in advance of a request for emergency funding to repair the roofs. As I explained on the phone last week the problem is developing around the inside edge of the flashing on the roof where the rubber roof has shrunk and tension has caused tears to develop along the roof line. At present this situation exists in twelve of the nineteen buildings. One can anticipate that a problem will evidence itself in a building when they see the flashing on the outside of the building lifting away from the side of the building. This means that the roof is shrinking, pulling the inside of the flashing down, causing the roof to pull back and get ready to tear. I am enclosing a copy of the Guarantee on the existing roof so you will know that there is no Guarantee left on this Trocal roof. I look forward to hearing from you. Hamilton May 16, 1996 FROM: Leo Dufault,Construction Management Unit TO: Steve Merriam,Project Manager RE: Northampton 200-1 (Hampshire Heights);Additional Information Obtained Since Submission of Emergency Request Form of March 19, 1996,Addressing Roof Problems and/or Repairs The purpose of this report is to add information to the Emergency Request Form submitted on the abovementioned subject. Since my report was filed additional information was obtained by the LHA and me which leads me to recommend changing the evaluation summary so as to change the status to: Entire system or major components have failed. I base this change on the following: 1.The LHA has provided additional photographic evidence of continuing shrinkage of the roof membranes on buildings which have been patched after providing relief to the tension of the shrinking membrane. This evidence only carne to light after melting of winter snows and was not visibly evident until very recently. One roof,repaired during the Fall of 1995 has shrunk another 6 inches during the winter tearing away the patch membrane added in the fall. (I have been given the most recent photos which when compared to the ones Mr. Hite gave you last October clearly show the additional shrinkage.} 2. In a lengthy conversation with the manufacturer's Technical Representative it appears that there is only one method of correction which "may work.This method requires moving the ballast back from the roof edge to expose the end of the membrane sheet,cut the roof back to a clean edge, mechanically fasten a new reinforced membrane to edge-wood blocking(if available),then adhere new strip roofing to the existing roofing and roof edge metal. The object of this exercise is to transfer the load of the shrinking membrane to the newly fastened membrane through blocking (if available) to the metal edge. This method of correction has two major problems in my opinion,both of which were confirmed by the Manufacturers Representative, Dave Waldren of UPC,Inc.,and by Patty Culminaris, of HPG's Warranty Department. First,there is no guarantee that the method described above will work beyond two to three years. Second,the cost of this repair is estimated at±$47,000 to$56,000 dollars (4700 L.F.x$10-12 per foot).That price assumes that the existing roof blocking is adequate to re-use. Finally,HPG staff estimate that the membrane's surface area, originally applied in 1978,could shrink 5-8%before all of the elasticity is gone from the polymer.The effectiveness of repair described above,therefore, could be compromised by continuing shrinkage. Given the above information and high costs,I recommend a total and complete replacement based on the following estimate for same utilizing a mechanically fastened new roof. Hampshire Heights consists of 19 buildings. Total roof area±52,000sq.ft. at a cost of approximately$7.50 per sq. ft. equals $390,000 dollars. cc.
