Thank you for your letter of June 14th regarding your patient,:Roger Willis,
D.O.B. 6-23-36.
For the last month,Roger has been complaining about an odor hi his apartment
caused by his downstairs neighbor.
During the last month,the Northampton Police Department has been called three
times,on each occasion the Officer has indicated that they have smelled nothing out of
the ordinary in Roger's apartment.
Additionally,five employees of the Northampton Housing authority have visited
Roger's apartment.They,too,can smell nothing out of the ordinary. Our employees also.
checked in the apartment below Roger's apartment and there just isn't anything there.
I do not know of any linkage between kidney function and the capacity to smell
but I am open to any ideas you have about what odors might be responsible for the
change in kidney function.
You have indicated that Roger also complains of shortness of breath and balance
difficulties. In order for us to accept an application for transfer,I would need to have you
verify the balance difficulties.
Please feel free to call me at your convenience so that we can see how we can
provide Roger with the housing that meets his needs. My extension is 211. If you get my

To Whom It May Concern:
Mr. Roger Willis DOB 6/23/36 has been my patient since 8/18/09. I
understand he needs a letter asserting the number and kinds of his
medical problems.
I am following Mr. Willis for a substantial number of diagnoses
including coronary artery disease, hypertension, hyperlipidemia,
emphysema, polymyalgia rheumatics, osteoarthritis, osteoporosis,
palpitations, a history of paroxysmal atrial fibrillation, chronic
kidney disease stage III, a history of alcohol dependence,
heartburn, gout, and a history of chronic back pain from a trauma
many years ago. He also was until recently noted to be quite anemic,
but this has now resolved after appropriate iron treatment. The
patient also in my opinion has early memory problems, and may have
had heart failure in his past he does not recall, as he takes Lasix
chronically.
I hope this letter helps you determine the difficulty and level of his
care in his recent hospitalization. Please feel free to call for any
clarification you may need.

complaint of an unknonw substance being sprayed into his rooms by a
downstairs neighbor. While we cannot prove/disprove this assertion
without more information on what exactly could have been sprayed,
the fact is that his kidney function has changed since the last time it
has been checked, which is worrisome.
He also complains of persistent shortness of breath and balance
difficulties and needs to be on a first floor anyway as his balance
difficulties make it difficult for him to climb stairs.

Roger Willis P-I 38 Forsander
On May 28th 2010,Roger Willis complained about a foul smell in his apartment he
believed was caused by his neighbor spraying a noxious material into where the heating
pipe is. Police and Fire were sent up to the apartment. No foul smelt was detected.
Maintenance Director David Adamson has also investigated the allegation of a foul
smell and did not detect one.
June 7th 2010,I went to Forsander and checked for a foul smell in both apartments and
did not detect one. I spoke to Mr. Corbett and Peter Cushing who stated that there is
sometimes a smell because the exhaust fan in not working.David Adamson is aware of
the problem and the part is on order.
Mr. Willis does not believe that it is the exhaust fan,that the smell is much worse. He
believes that the odor is caused by Mr. Corbett.

Dear Ms. Suopis:
Thank you for your letter of March 13. Prior to this letter,
as a result of several phone calls from a Forsander resident, Mabel
Miller, we recently got about fifty no smoking signs and decals
from the Board of Health office in City Hall. We posted signs in
the building where this tenant resides to replace signs that had
been taken down.
We have received no other complaints from any other tenants in
this complex. But we, of course, can have the maintenance department
post signs in each building. Unfortunately, it has been difficult
to give Mrs. Miller the response she wants. We can not reprimand
a tenant for an act we have not witnessed and have no evidence of,
e.g. smoking in a common area. We hope the signs are doing the job
as it sounds like they were on the day of your visit.
We would be happy to pass along information on the dangers of
second hand smoke to our residents. Furthermore we would entirely
support a personal visit by you to Mrs. Miller's neighbors. It is
my belief that education rather than confrontation is the way to go
in this instance. I do not want to add fuel to the fire of Mrs.
Miller' s ongoing complaints about other tenants and believe third
party involvement would be an entirely appropriate way to get the
message across in a non-punitive fashion. Thank you again for your
interest and quick response to the concerns of our tenants.

On March 5, 1997 we received a complaint from a tenant of Four Sander
Apartment Complex on High Street in Florence regarding excessive smoking in the
hallways of her building. She advised our office that another tenant smokes in his
apartment with the door open. She also told us that someone is removing the No
Smoking signs that were placed in the hallway.
On March 6, 1997 a site visit was conducted by a representative from the
Northampton Board of Health in the hallways of all the buildings in the complex.
Although smoking in the hallways was not observed or detected at the time of this
visit, it was apparent that tenants do leave their apartment doors open so that if
they were to smoke,the second hand smoke would easily move to the common
hallways. Also noted was the absence of No Smoking signs in the common halls of
all buildings with the exception of one.
As you may be aware, smoking is not regulated in private homes or
apartments, but the hallways in the buildings are considered to be "public areas"
where smoking is prohibited in the Northampton Board of Health Regulations
Affecting Smoking in Certain Places and Youth Access to Tobacco regulation of
July 17, 1995. Due to the evidence released by the Environmental Protection
Agency that second hand Tobacco Smoke causes lung cancer, heart disease and
decreased respiratory function, it is essential that residents of the complex are
protected from this health hazard. For this reason, No Smoking Signs should be
placed in the hallways on the First and Second floors of all the buildings. It is also
suggested that tenants be advised of the dangers of smoking while their apartment
doors are open.
