She said he has set up boards on beams (?) to make shelving and they are concerned there is so much and that it is unstable. They asked me to do an inspection but I don't have a request from the tenant(Michael Kaczowski, 587-0898); I would accompany you if you want but will also stay out of the way if you want to check this on your own. We have concerns about communications at this point and I'd like to clear that up before we go any further with inspections or continue the way we have conducted business between our two institutions. This morning at 10 a.m. I inspected unit 310 at the Salvo House. Here are the points that I saw in violation of the State Sanitary Code: LR: pealing paint and bubbling plaster on the ceiling and wall above the sliding glass doors to the balcony(suspect a water leak from the upstairs balcony); fix source of chronic dampness, then address symptoms(plaster&paint). Bathroom/Kitchen: all outlets observed are not GFI outlets as per code- replace these to code(note: electrical code requires licensed electrician to make all electrical repairs to rental housing). Bathroom: Hot/Cold tap handles are very sharp at bottom, perhaps from rust or wear, Occupant says she has been cut and I assessed the edges as capable of cutting skin. Repair or replace. Whole Unit: Associated equipment(buzzer lock release for the doorbell/lock system) is not present in this unit(I called and called from the lobby, and the occupant has thought that she always had to come down and let people in -other units I have been in have a doorlock/buzzer mechanism and this is the first that does not. It needs to be reinstalled. (here are some relevant sections from code and an interpretation about associated mechanisms): 410.480: Locks The owner shall provide, install and maintain locks so that: (A) Every dwelling unit shall be capable of being secured against unlawful entry. (B) Every door of a dwelling unit shall be capable of being secured from unlawful entry. (C)The main entry door of a dwelling containing more than three dwelling units shall be so designed or equipped so as to close and lock automatically with a lock, including a lock with an electrically-operated striker mechanism, a self-closing door and associated equipment. Every door of the main common entryway and every exterior door into said dwelling, other than the door of such main common entryway which is equipped as provided in the preceding sentence shall be equipped with an operating lock. (M.G.L. c. 143, § 3R.) These conditions should be abated by October 27,which is 30 days(plus a week). Previously, rather than write Orders to Correct, I would contact Jon Hite by email with any concerns that were raised. This worked well by and large, and our department would like to continue this practice (you were copied on an email between Merredith O'Leary, my director, and Director Clifford). Here are my notes from the inspection: 9/3/2015: these are the items I noted during an inspection today at 2 p.m.: 1) kitchen floor: vinyl floor tiles lifting and some broken behind stove(occupant does clean in those places); 2)kitchen ceiling and BR ceiling: large flakes of loose/missing ceiling paint(in kitchen damage is over food prep areas) 3)kitchen counter: caulk has failed between sink lip and counter(not cleanable); also occupant would like advice about a cleaner that maintenance could recommend or even supply that would remove old stains from the aging countertop; 4)kitchen sink H & C taps: very loose-may lead to leaks; 5) near main door(from inside). hole in mop base to right of door frame; 6)coat closet near main door: hole in ceiling/wall joint(items 5 &6 may also help with second hand smoke infiltration besides pest exclusion); 7)bathroom heater cover: rusted and flaking paint(not cleanable); 8)occupant states she is particularly sensitive to second hand smoke (she is obtaining a Doctor's letter)and any additional airsealing available between her and the smokers in her building would improve the health aspects of her environment.
