Dear Ms. Culpepper:
The Massachusetts Department of Environmental Protection(MassDEP)Drinking Water Program(DWP)
is in receipt of your permit application to place a National Water Services(NWS)water vending machine
in service at the River Valley Market,Northampton.
The vending system(National Water Systems) consists of a National Water Systems,Model WDCA2-3-2
water purification and dispensing machine. The system operates as follows: a backflow prevention
device (provided by Northampton DPW) protects the Northampton PWS (PWS ID #1214000)
distribution system from cross contamination. From the interconnection with the Northampton Water
Department, water flows through an calcium carbonate contactor, granular activated carbon,
scale/corrosion prevention pre-treatment system, a 1.0 hp reverse osmosis (RO) unit, an ion exchange
resin unit,a conductivity meter,a volume flow meter,various cartridge filters,and a UV Superstore#QU-
4 ultraviolet disinfection unit: The unit is capable of providing "High pH" water by recirculating the
purified water through a media cartridge that contains a blend of minerals.
This vending machine model was issued"New Technology—Vending POU/POE"approval by MassDEP
on March 3,2016. The water to be used will be furnished by a pluming connection with the Northampton
Water Department.
The permit application indicates that Mr. Robert Flagg will serve as the certified operator of the vending
machine. Mr. Flagg currently holds a Grade 2T Full (#12072) and Grade 2D Full (#11499) Drinking
Water Operator Licenses which are sufficient to operate a vending unit of this type.
Based on the information submitted, MassDEP, acting under the authority of Chapter 111, Section 17 of
the Massachusetts General Laws and 310 CMR 22.00 Massachusetts Drinking Water Regulations,hereby
grants National Water Services approval to install and operate the National Water Services water vending

machine installation at River Valley Market in Northampton. Pursuant to MassDEP's authority under
310 CMR 22.04(7)to require that each supplier of water operate and maintain its system in a manner that
ensures the delivery of safe drinking water to consumers, this permit is made subject to the following
conditions:
1. As a registered Transient Non-Community(TNC) Public Water System(PWS),National
Water Services will be required to comply with the requirements of MassDEP's drinking
water regulations at 310 CMR 22.00. Water quality sampling must be conducted in
accordance with the sampling requirements outlined in the attached Fact Sheet.
Specifically,the following sampling must be conducted:
a) A pre treatment bacteria sample (inlet to the vending machine), and a treated
water bacteria sample (dispensing nozzle of the vending machine) must be
collected and submitted to MassDEP. This bacteria sampling regime must be
conducted on a monthly basis once the unit is operational and all results must be
submitted to the regional MassDEP office.
b) A treated water Volatile Organic Compound (VOC) sample must be collected
and submitted to MassDEP. This has been accomplished.
c) A treated water sample for lead and copper analysis must be collected and
submitted to MassDEP. This has been accomplished.
d) MassDEP may required additional samples for these, or other parameters, should
conditions warrant.
A complete water quality sampling schedule, noting the above routine sampling
requirements, is attached.
2. The water vending machine has been registered as a Transient Non-Community (TNC)
Public Water System (PWS). Identification number 1214004 has been assigned to this
water vending machine and should be included on all future correspondence with
MassDEP. No modification of the water system will be allowed without written approval
from MassDEP.
3. National Water Services and its designated licensed Certified Operator, must comply
with all conditions of MassDEP's March 3, 2016 New Technology Approval letter(copy
attached).
4. In accordance with 310 CMR 22.11B(4)(b), National Water Services (NWS) and its
designated Certified Operator must perform all cleaning and maintenance in accordance
with those items outlined by NWS in its permit application. Records of all maintenance
activities must be kept on site and be made available to MassDEP and the Northampton
Water Department upon request.
