The RAM is planned to address a historical release of what appears to be petroleum contamination at the former Northampton State Hospital property. Analytical data are currently pending. This notification is being provided on behalf of MassDevelopment, owner of the property. This notification is being provided concurrent with the submittal of the RAM Plan to DEP, in accordance with the MCP requirements. On July 20, MassDevelopment's contractor (Mass-West Construction) was installing utility lines associated with the redevelopment of the property when stained soils with a strong petroleum odor were encountered. The source of this contamination is not known. Contaminated soils were excavated on July 23 as a Limited Removal Action (LRA), but because the soil volume exceeds 100 cubic yards (the LRA limit), the excavation was halted until a RAM Plan could be prepared and submitted. We expect the excavation to be completed in one additional day of work. Soils are being stockpiled on-site and will be transported to Ondrick Construction in Chicopee for asphalt-batch recycling. In accordance with MCP regulations, Public Involvement Activities are available under 310 CMR 40.1400. A copy of the RAM submittal can be obtained from the Western Regional Office of DEP at 436 Dwight Street in Springfield.
