The Department of Environmental Protection, Bureau of Waste Site Cleanup, Emergency Response Section
(the "Department") received on June 7, 2001, a Release Abatement Measure (RAM) Plan for the above-
referenced site. The RAM Plan was prepared for the City of Northampton by O'Reilly, Talbot & Okun
Associates(OTO),and was approved by its Licensed Site Professional,Kevin O'Reilly. The RAM Plan was
developed to address the presence of soils contaminated with petroleum hydrocarbons and polycyclic
aromatic hydronarbons at the site.
Activities proposed by OTO as part of the RAM include excavation of up to 100 cubic yards of contaminated
soil. All excavated soil will be managed in accordance with the Massachusetts Contingency Plan,310 CMR
40.0030, "Management Procedures for Remediation Waste", pending off-site disposal or recycling at a
Department-approved facility.Appropriate soil and groundwater sampling will be conducted to determine the
effectiveness of the RAM.
The Department approves the RAM Plan as proposed. Please notify the Department two(2)days prior to
initiating soil excavation at the site. Additionally, please note that excavation of soil in excess of the
proposed 100 cubic yards may not be performed without additional written approval of the
Department.

Pursuant to 310 CMR 40.1400, you must conduct Public Involvement activities at this site. The Department
notes that a notification letter advising the Mayor of Northampton and the Northampton Health Department
was included with the RAM Plan submittal. Please note that additional submittals are necessary with respect
to the approved RAM.
