Dear Miss Fitzgerald:
It has come to the attention of the Northampton Board of Health that
the substandard sewage disposal system on your property at 110 Nonotuck
Street has not been upgraded to comply with existing codes and may re-
sult in a sewage discharge to the surface of the ground.
Under authority of 310 CMR 15 . 00 Section 12, you are hereby requested
to provide an approved sewage disposal system for your dwelling at
110 Nonotuck Street in accordance with the approved plans developed
last year. This work must be completed within 30 days of the receipt
of this notice or prior to the dwelling being re-occupied.
If you have any questions concerning this notice, please contact the
Northampton Board of Health.

RE 110 Nonotuck Street, Septic System
Dear Mr. McErlain
The property at 110 Nonotuck Street is owned by Ann G. Fitzgerald, a
ninety-two year old, never married woman whose sole income is Social
Security and other assistance from Federal and State programs.
It was thought that the septic system had completed failed. Percolation
test and estimates for replacing the system and connecting to the city
sewer were completed. The cost of a 300 foot connection to the city line
proved to be the least expensive. Enclosed is a copy of the estimate
prepared by H>R> Dietz & Sons for $10,500, plus the four hundred dollars
for the percolation test. This cost is very unrealistic for the owner to
meet by herself.
I did seek help from the Council on Aging and completed all the forms to
seek assistance through its programs. . The Council on Aging and Mr Dan
Shepley were encouraging and supportive either through creative loans
and/or assistance with a commerical reverse mortgage loan.
In September I had to move Ann out of her house as the system back up into
the house pipes. I found the soil pipe to the septic tank bad an
extensive blockage, likely due to the high fiberous pads elderly use
similar to diposable diapers I had the drains cleaned and the tank pumped
out. The function of the leech field was never in question, it appears to
be working very well. I had two inch solid oak cover made, which extends
two feet beyond the septic tank. The cover is covered with the heavy
plastic used to line artifical ponds, on both sides. This is to be
covered with soil now that I am confident that the system is functioning
and Ann has returned to her home.
I understand that if the system does fail, the connection to the city
sewer line must be made. It is further understood that when the property
is sold the new owner will have to be notififed of this costly expense
which must be made at that time.
I want to add a personal note this letter. Through all of the time I
sought to resolve this problem I never experieced frustration of dealing
with an unmoveable bureaucracy. People at the Sewer Department, Health
Department, Council on Ageing, and HCAC; and Highland Valley Elder
